JOB SUMMARY
Under general supervision, operates and maintains the City's potable water system, including the water source of supply system, various water treatment equipment and
processes, pump stations, and the distribution system. Implements water quality
sampling, testing, and control programs in compliance with the Department of Health regulations for Class A water systems. Manages water quality data, producing periodic reports on water quality. Implements the watershed control program. Supervises water conservation programs, with possible involvement in other related programs.
Manages, supervises, plans, and coordinates the activities and operations of the Water Treatment and Water Distribution divisions, as well as is the direct point of contact for the water supply partnership with the Port Townsend Paper Mill. Coordinates assigned activities with other divisions, outside agencies, and the general public.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Supervise and direct the activities of the water distribution, water treatment, and water resources staff.
• Supervise operation and maintenance of water treatment equipment and processes.
• Supervise operation and maintenance of pump stations, distribution systems and
storage reservoirs.
• Supervise water quality sampling, testing and analysis, data compilation and reporting.
• Supervise the patrol and inspection all parts of the watershed, water sources, transmission facilities, treatment facilities, storage facilities, and distribution system
• Administers the Water Supply Agreement with the Port Townsend Paper Company
• Leads capital improvement projects and maintenance/repair projects for the water system.
• Manages staff implementing the Cross Connection Control and Water Conservation

programs.
• Updates and follows the City’s Water System Plan.
• Supervise safety programs.
• Tracks water budgets expenses and revenues.
• Participate in local and regional planning processes, studies, and public meetings for
water resources.
• Coordinate with state and federal agencies for permits and cooperative monitoring agreements.
• Oversees forestry management for utility owned properties.
• Works closely with engineering staff to support water system operations and capital projects including developer installed infrastructure.
• Develop and implement goals, objectives, policies, and priorities for water quality, water treatment, water distribution for both operations and capital improvements.
• Plan, direct, coordinate, and review work plans. Visit and conduct site evaluations as necessary, meet with staff to resolve problems, assign work activities, projects and
programs. Monitor and evaluate, work, methods and procedures.
• Administer contracts with outside agencies or contractors including design work, preparation of plans and specifications, and construction projects.
• Recommend, develop and implement standards, programs, policies and procedures to ensure compliance with Federal and State regulations for public works projects, safety, water distribution systems, and water quality and treatment.
• Develop and administer the division annual budgets.
KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: • Operational characteristics, services and activities of a comprehensive water supply, treatment, and distribution system. • Materials, methods, practices and equipment used in water collection, storage, transmission, treatment, and distribution and related maintenance and repair activities. • Recent developments, regulations, current literature and sources of information related to water quality, treatment, and distribution.
• Basic computer operation, including word processing, spreadsheets, databases, and supervisory control and data acquisition systems.
• Electrical, mechanical and chemical systems used in water treatment and
distribution.
• Engineering, chemistry, biology, or ecology. Ability to: • Supervise operations, services and activities of a comprehensive water supply, treatment, and distribution system.
• Manage and coordinate the work of outside contractors.
• Ensure program compliance with Federal, state, and local rules, laws, and
regulations.
• Foster a team working environment between water staff and other City departments.
Public Works Operations Manager – Water Resources
• Select, supervise, train, and evaluate staff.
• Supervise the preparation and maintenance of records and prepare comprehensive
technical reports.
• Maintain effective working relationships with local, State and Federal government officials, Tribes, community groups and the general public.
• Communicate clearly and concisely, both orally and in writing.
QUALIFICATIONS Required
• B.S. in Engineering or Physical Science (Chemistry, Ecology, Biology, etc.) or related fields
• Five years’ experience in the operation and maintenance of water systems or related industrial operating experience.
• Certification as a Water Treatment Plant Operator 2 and a Water Distribution
Manager 3 or ability to obtain this certification within one year of hire.
• Valid Washington State Driver’s License with a driving record acceptable to the City's risk manager.
• Continuing education to keep abreast of new developments and requirements
in this field.
• First Aid/CPR/AED certification (or obtain within six months from date of hire).
WORKING CONDITIONS
• Duties are performed indoors and outdoors during all types of weather.
• Walking for extended periods of time.
• Repeated bending at the waist, kneeling or crouching.
• Ability to lift 75 pounds without assistance.
• Vision and hearing at level required to perform essential functions (may be
corrected).
• Requires full range of motor skills and dexterity to operate handheld tools.
• Good overall physical condition to allow all-weather visits to steep and rugged terrain
on foot.
