JOB SUMMARY
Under general supervision, operates and maintains the City's wastewater treatment and biosolids composting systems, various wastewater treatment equipment and processes, and sewer lift stations. Implements wastewater effluent and compost material sampling, testing, and control programs. Manages wastewater quality data, producing periodic reports on wastewater quality. Supervises wastewater source monitoring programs, with possible involvement in other related programs. Manages, supervises, plans, and coordinates the activities and operations of the
Wastewater Treatment and Biosolids Composting Divisions. Coordinates assigned activities with other divisions, outside agencies, and the general public.
Supervisor for all wastewater and biosolids composting employees, assisted by Lead Operators at the WWTF and the Biosolids Composting Facility. ESSENTIAL DUTIES AND RESPONSIBILITIES
• Supervise and direct the activities of the wastewater collection (lift Stations), wastewater treatment, and biosolids composting facility staff
• Supervise operation and maintenance of wastewater treatment equipment and processes
• Supervise operation and maintenance of biosolids composting equipment and processes
• Supervise operation and maintenance of wastewater lift stations
• Supervise wastewater quality and compost product sampling, testing and analysis, data compilation and reporting
• Supervise safety programs
• Participate in local and regional planning processes, studies, and public meetings for water resources
• Coordinate with state and federal agencies for permits and cooperative monitoring agreements
• Contract administration
• Supervise Wastewater System Plan updates
Public Works Operations Manager – WW/Compost
• Develop and implement goals, objectives, policies, and priorities for wastewater collection (lift station), wastewater treatment, biosolids management, and composting operations and capital improvements
• Plan, direct, coordinate, and review work plans. Visit and conduct site evaluations as necessary, meet with staff to resolve problems, assign work activities, projects and programs. Monitor and evaluate, work, methods and procedures
• Administer contracts with outside agencies or contractors including design work, preparation of plans and specifications, and construction projects
• Recommend, develop and implement standards, programs, policies and procedures to ensure compliance with Federal and State regulations for public works projects, safety, water distribution systems, and water quality and treatment
• Develop and administer the division annual budgets KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: • Operational characteristics, services and activities of a comprehensive wastewater collection and treatment system and biosolids composting operations. • Materials, methods, practices and equipment used in wastewater collection, treatment, and disposal and related maintenance and repair activities. • Materials, methods, practices, and equipment used in the conversion of biosolids into compost. • Recent developments, current literature and sources of information related to wastewater collection, treatment, and disposal.
• Basic computer operation, including word processing, spreadsheets, databases, and supervisory control and data acquisition systems.
• Electrical, mechanical and chemical systems used in wastewater collection, treatment and disposal and in biosolids composting operations.
• Engineering, chemistry, biology, or ecology. Ability to: • Supervise operations, services and activities of a comprehensive wastewater collection (lift stations), treatment, and disposal system and biosolids composting facility.
• Manage and coordinate the work of outside contractors.
• Ensure program compliance with Federal, state, and local rules, laws, and
regulations.
• Select, supervise, train, and evaluate staff.
• Supervise the preparation and maintenance of records and prepare comprehensive
technical reports.
• Maintain effective working relationships with local, State and Federal government officials, Tribes, community groups and the general public.
• Communicate clearly and concisely, both orally and in writing.
Public Works Operations Manager – WW/Compost
QUALIFICATIONS Required
• High school diploma or GED
• Group II Wastewater Treatment Certificate, or required to obtain a Group II certificate within one year in position.
• Four years of experience and increasing responsibility in the operation and maintenance of wastewater systems, biosolids composting facilities or related industrial operating experience including three years of administrative and supervisory responsibility. Any combination of experience, education, and training that would likely provide the required knowledge and abilities is qualifying.
• First Aid/CPR/AED certification (or obtain within twelve months from date of hire).
• Continuing education to keep abreast of new developments and requirements in this field. WORKING CONDITIONS
• Duties are performed indoors and outdoors during all types of weather.
• Walking for extended periods of time.
• Repeated bending at the waist, kneeling or crouching.
• Ability to lift 60 pounds without assistance
• Vision and hearing at level required to perform essential functions (may be
corrected)
• Requires full range of motor skills and dexterity to operate hand held tools.
• Good overall physical condition to allow all-weather visits to steep and rugged terrain on foot.
