JOB SUMMARY
Under general supervision performs a variety of maintenance and repair work to streets, sewer, and
storm water systems. The City of Port Townsend strives to provide a quality reliable infrastructure
looking toward a sustainable future.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Employee shall meet all requirements of groups A, B, and C, 8 of group D, and all of group E of the Core Competencies, and the tasks described in these select competencies are considered part of the essential functions for Streets/Stormwater/Sewer Crew Chief.
• Participates as a member of the Streets/Sewer/Stormwater team to perform heavy construction work for a variety of road, stormwater, and sewer construction and maintenance operations
• Performs minor repairs on equipment and report the need for major repairs
• Operates heavy construction equipment including backhoe, sweepers, front-end loader, dump trucks, bucket truck, vactor truck, etc., and operates hand tools such as chain saws, trimers, compactors, jack hammers, etc., as qualified
• Transports equipment with dump trucks and pickups with trailers
• Performs landscaping within the right-of-way
• Performs additional construction and maintenance tasks such as vegetation control, striping,
signing, sewer and stormwater system cleaning, garbage control, right of way maintenance, sweeping, snow removal, pothole patching, special projects, and other duties as assigned
• Assists with preventive maintenance program of equipment in coordination with the Fleet division
• Assists with establishing and implementing appropriate safety programs for staff and equipment
• Other duties as assigned CORE COMPETENCIES: To show competency for these skills, the employee must have worked

Group A Competencies
Streets/Stormwater/Sewer Crew Chief

Group B Competencies (entry level)
• Current flagging card
• CDL Class A with N endorsement
• Proficient in operation of hand tools and power equipment such as chainsaw, compaction
equipment, concrete saw, blowers, weed eaters and performs basic maintenance
• Ability to operate dump truck, including snow and ice removal for snow and ice removal
• Provides labor for pipe installation, asphalt patching, concrete pouring, sign installation, striping, traffic control, and other streets and collections typical duties
• Provides grounds maintenance and street landscaping maintenance including planting of trees
• Ability to use City GIS maps to locate sewer and stormwater lines and collect data for asset management
• After a minimum of 6 months of experience, be available to be added to the stand-by rotation calendar
Group C Competencies (equipment operation)
• Ability to operate mowing equipment including operates tractor mounted mower
• Ability to grade and compact gravel roads
• Ability to operate excavation equipment such as excavator and/or backhoe for pipe laying & repair, ditching, asphalt repair
• Ability to operate vactor to clean and cut sewer and storm lines
• Bucket truck operation used for trimming trees and hanging banners
• Ability to operate both broom and vacuum/mechanical street sweepers
• Operates compaction equipment and understand the principles behind effective compaction
• Knowledge of hot and cold asphalt placement
• Knowledge of concrete placement
• Knowledge of principles for soil compaction and how to achieve specified density
• Ability to operate loaders
• Paint machine operation
• Ability to collect infrastructure data using GIS applications and operate GPS equipment for asset management
Group D Competencies (division specific skills)
• Arborist certificate including TRAQ
• Asphalt specialist
• Fills out daily work orders and ability to run reports.
• Ability to serve as backup to the Operations Manager when not available
• Concrete finishing specialist
• MUTCD (Striping & Signs) – layout and compliance
• Wastewater collections certification
Streets/Stormwater/Sewer Crew Chief
• Video inspection of underground utilities
• Project layout, staking, and quantity calculations
• Ability to lead the set-up of a construction safety work zone
• Washington State Pesticide Applicator License
• Certified Sediment and Erosion Control Lead (CESCL)
• Installs sewer and storm water pipes, catch basins and maintenance holes to line and grade.
• Traffic control supervisor certification
• Shares skills and trains team members
• Hazwoper certification
• Compaction specialist including the ability to test and ensure soil compaction is achieved
• Leads and implements construction, maintenance, and repair projects
• Demonstrates solution-oriented problem solving in streets and collections environment
• Understanding of pipe laying techniques and ability to lead pipe installation projects
• Serves as a liaison with the engineering division
• Ability to properly utilize shoring
• Shares skills and trains team members
• Ability to process GIS information and perform analysis of assets as well as use software to produce maps and informational materials for city staff and the public Group E Competencies (management skills)
• Schedules and coordinates work program for streets team
• Develops and maintains staff work schedules, timesheets, and payroll reports
• Assigns and coordinates work and provides needed resources to staff
• Coordinates with other City departments, contractors and external agencies
• Understands and implements the City’s purchasing policy and procedures manual
• Serve as a liaison to the management team
• Lead 1:1 meetings with other team members
• Provides mentoring and training to team members
• Works with operations manager to develop annual budget and track each fund within the department budget over the year
• Oversees seasonal employees as a direct report
• Assists in tracking each fund within the department budget over the year
• Ability to assist with hiring and employee reviews recognizing boundaries associated with
being a represented position
• Ability to communicate technical elements of the work with the public
• Demonstrates assertive management skills in fairly addressing issues with peers, the public,
management, and other City employees
• Assists in the development of and/or maintains a preventative maintenance program
• Assists in the development of and/or maintains a capital replacement program
• Maintains reports and other documents pertaining to purchases, contracted services, and other operational needs
• Operates various computer programs regularly including Microsoft Word, Excel, and Work management software
QUALIFICATIONS
Streets/Stormwater/Sewer Crew Chief
Required
• Graduation from high school or G.E.D.
• Valid Washington State Driver’s license and ability to maintain a driving record acceptable to
the City’s insurance carrier
• 10+ years’ experience in streets, sewer, stormwater, or related field with 5 or more years in a
lead role or 2 or more years as a Crew Chief Apprentice
• First Aid/CPR certification or must obtain within 12 months in this position
• Traffic Control and Flagging certification or must obtain within six months in this position.
• Commercial Driver’s License (CDL) Class “A” or must obtain within 12 months of employment in this classification. Preferred
• Experience working with construction equipment
• Current flaggers card
• Current CDL Class A
• Current First Aid/CPR certification
• 5+ years in a superintendent role in a construction or streets or related field
WORKING CONDITIONS
This position requires being onsite working in the field primarily in the outdoors during all types of
weather; repeated walking, bending, stooping, and lifting; the ability to occasionally lift up to 60 lbs.;
vision and hearing at level required to perform essential functions (may be corrected); and a full range
of motor skills.
