JOB SUMMARY
Inspect public works capital improvement projects and private development construction projects for
conformance with design plans, specifications, design standards and project specifications. Maintain
inspection records and coordinate materials testing. Process and issue Minor Improvement and Street
and Utility Development permits.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Perform a variety of technical civil engineering functions including field inspections, plan checking,
and issuing permits.
• Inspect public works construction projects for conformance with the project drawings and
specifications and with APWA, Washington State DOT, and with City of Port Townsend Engineering
Design Standards and ordinances, and those of other regulatory agencies and Departments as may
be applicable to any given project.
• Prepare and/or assist in preparation of public works development permits; establish conditions of
approval for developer projects; review, process, issue and track street and utility development
permits.
• Prepare and maintain accurate records of public works projects and private development projects
including inspection reports, test results, "as-built" conditions and other pertinent information.
• Review public and private construction drawings for compliance with applicable construction
standards and technical specifications.
• Perform periodic and final field inspections of developer-installed public improvement installations,
such as: water mains, sewage lift stations, sanitary and storm sewers, temporary erosion control
facilities, storm water retention facilities, streets and sidewalks, to assure compliance with
construction standards and city requirements.
• Evaluate, recommend and implement necessary field revisions to approved designs in order to
satisfy site conditions as may be encountered.
• Prepare periodic project status reports and a final inspection report upon project completion.
• Conduct and/or coordinate material testing for public works projects including concrete mixes,
asphalt testing and soil compaction.
• Conducts air or water tests, or arrange for the testing, of sanitary sewers including side sewers,
pressure and purity tests of water systems.
• Respond to public inquiries, complaints and/or enforcement relating to construction and other

activities in city rights-of-way. Provide front counter assistance for developer inquiries. Document
and resolve public complaints.
• Represent the City at meetings with developers and with the general public. Attend or assist with
preapplication technical conferences for private development.
• Observe for safety hazards on job sites and modifies procedures as required to ensure safe
working conditions for contractors, employees and the public
• Assist in preparing and updating the City of Port Townsend engineering design standards and
specifications.
KNOWLEDGE, SKILLS AND ABILITIES
• General working knowledge of the principals and practices of public works construction and basic
engineering of civil works.
• Knowledge of standard public works construction materials and methods and with material testing
practices, (compaction, pressure testing, concrete strength).
• Knowledge of construction standards such as WSDOT, APWA, Asphalt Institute, and AASHTO.
• Maintains knowledge of current construction codes and changes in industry standards related to
construction material and procedure developments.
• Ability to work with contractors and the public in a professional, courteous, and knowledgeable
manner and manage multiple tasks with deadlines.
• Ability to read and interpret engineering drawings, make quantity takeoffs, prepare drawings of
engineering details and keep accurate as-built information.
• Prepare and maintain accurate records and files, including project records and inspection reports
• Ability to work independently from general instructions and broad work expectations. Ability to work
with a high level of accuracy and attention to detail.
QUALIFICATIONS
Required
• Graduation from high school, with two year degree in civil engineering technology
preferred; and a minimum six (6) years of relevant experience in public works construction
and inspection, or any equivalent combination of relevant education, training and experience.
• Able to obtain erosion control certification (CESCL) within 6 months

WORKING CONDITIONS
The work involves office as well as field work. Work at construction sites takes place under all weather
conditions. Hazards at construction sites include: falling objects, loose footing, construction equipment,
and vehicular traffic. The job functions may require climbing ladders, work on scaffolding, and work in
trenches or other underground or confined spaces.

employees who conduct work in the field for the City shall wear protective clothing as required in the
State of Washington Department of Labor and Industries: Safety Standards for General Safety and
Health Chapter 296-24 WAC; General Occupational Health Standards Chapter 296-62 WAC; and,
Safety Standards for Construction Work Chapter 296-155 WAC. Employees are required to report to
their supervisor the lack of adequate protective clothing before engaging in field services.
