JOB SUMMARY
Under general supervision to perform a variety of maintenance and repair work to vehicles and
equipment. The City of Port Townsend strives to provide quality reliable services looking toward a
sustainable future.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Employee shall meet all requirements of groups A, B, and C, eight of group D, and four of group
E of the Core Competencies, and the tasks described in these select competencies are
considered part of the essential functions for leetOperator II .
• Maintains reports and other documents pertaining to purchases, fleet maintenance and fuel software
• Assists with maintaining inventory stock of vehicles and equipment parts
• Maintenance and repair work on engines, transmissions, differentials and clutches,
ignitions, carburetors, brakes, hydraulic lines, shock absorbers, fuel injection systems
• Transport vehicles and equipment with truck and trailer to and from outside vendors
• Maintain basic records including purchasing and work activities
• May work with a variety of staff levels and departments to assist with special maintenance
and repair projects
• Assist with work in the field with street & wastewater collection crew to provide supplemental support including flagging, driving dump truck, and snow plowing CORE COMPETENCIES: To show competency for these skills, the employee must have
worked in an equivalent position for another agency or worked for the City for a minimum of
one year demonstrating the skills for this position. The groups below provide a list of

Fleet Operator II
• Safety training

• Basic knowledge of hand tools required for vehicle maintenance
• Ability to perform basic maintenance on both gas and diesel engines
• Current flagging card
• CDL Class A
• After a minimum of 6 months of experience, be available to be added to the stand-by rotation
calendar
Group C Competencies (mechanical skills)
• Ability to diagnose both gas and diesel concerns
• Small engine diagnostics and repair
• Ability to use current fleet management software system (iWorQ) for writing workorders, parts
inventory, updating fuel pricing, programing fuel cards, fuel, and maintenance reports
• Knowledge of required police equipment such as lighting, performance and safety parts
required for repairs or upgrades
• MIG welding, prepares and completes work on materials by welding, cutting, grinding, and
cleaning metal
• Ability to diagnose and repair advanced electrical systems by using manuals and diagnostic
scan tool
• ASE certifications in four of the nine automobile light truck certification tests (A1-A9)
Group D Competencies (specific skills)
• Ability to perform in-depth EV mechanical and electrical repairs on high voltage system
• Ability to serve as a backup to the Crew Chief when not available
• Demonstrates ability to share skills and train team members
• Assists with purchasing and research for equipment and vehicle acquisition
• Capable of performing special fabrication projects
• Diesel engine specialist
• Ability to rebuild gas and diesel engines
• Ability to weld aluminum and perform TIG welding
• Master ASE certification (only A1-A8 required for Master certification)
• Heavy equipment diagnostics and repairs such as loaders, backhoes road graders and
excavators
• Ability to diagnose and repair hydraulic systems
• Metal fabrication design and build
Group E Competencies (management skills)
• Skilled in cost analysis and budget development
• Schedules and coordinates work program for fleet division team
• Assigns and coordinates work and provides needed resources to staff
• Understands and implements the City’s purchasing policy and procedures manual
• Ability to review operations and recommend improvements
Fleet Operator II
• Assists the Operations Manager, including recommending staffing, training, supervision,
evaluations, and vacation scheduling of fleet division team
• Oversees operational data to ensure proper and efficient function of the fleet division processes
• Establish and maintain effective working relationships with City staff, regulatory agencies, and
partner agencies such as Jefferson PUD, Jefferson County, etc.
• Assist management in formulating written policies and procedures
• Coordinate staff vacations to ensure coverage for fleet division operations
• Coordinates with other City departments and Public Works divisions
• Serves as a liaison to the management team
• Performs 1:1 meetings with other team members
• Inspects work performed by crew for compliance with standards
• Provides mentoring and training to team members
• Works with Operations Manager to develop annual budget and track each fund within the
department budget over the year
• Ability to communicate technical elements of the work with the public.
• Ability to assist with hiring and employee reviews recognizing boundaries associated with being
a represented position
• Highly effective in communication with team members, public, management, and peers
• Demonstrates assertive management skills in fairly addressing issues with peers, the public,
management, and other City employees
• Assists in the development of and/or maintains a preventative maintenance program
• Assists in the development of and/or maintains a capital replacement program
• Maintains reports and other documents pertaining to purchases, contracted services, and other
operational needs
• Operates various computer programs regularly including Microsoft Word, Excel, and Work
management software
QUALIFICATIONS:
Required
• High school diploma or GED
• Valid WA State driver’s license and ability to maintain a driving record acceptable to the City’s
insurance carrier
• 8 years of experience in automotive maintenance and repair
• Valid First Aid and CPR card or must obtain within 1 year in position
• Traffic Control Flagger certification or must obtain within 6 months in position.
• Commercial Driver’s License Class A endorsements or must obtain one within one year in this position Preferred:
• Graduation from an automotive trades school, trades program, apprentice program, or related specialized training
• 3 years of experience leading a work team or acting as a foreman
Fleet Operator II
WORKING CONDITIONS
This position requires being onsite working indoors in a repair facility and in the field primarily in the outdoors during all types of weather; repeated walking, bending, stooping and lifting; the ability to occasionally lift up to 60 lbs.; vision and hearing at level required to perform essential functions (may be
corrected); and a full range of motor skills. This position may require working in confined spaces. The physical demands described here are representative of those that must be met by an employee to
