A RESOLUTION AUTHORIZING THE MAYOR TO SIGN A LOAN
AGREEMENT WITH THE DEPARTMENT OF ECOLOGY REGARDING THE
STATE REVOLVING FUND
Whereas,
The City and the state Department of Ecology are parties
to an agreement regarding an interest-free, five-year
loan from the State Revolving Fund to assist the City in
funding a wetlands preservation project involving land
acquisitions in the Northwest area of the City,
designated as Basins 4a and 4b in the City's drainage
basin surveys and studies; and
Whereas,
The agreement has funded land purchases through December
31, 1996, in a portion of what is now known to be a
series of wetlands linked by natural drainage corridors;
and
Whereas,
It would be consistent with the City's strategy of
conserving natural systems for stormwater control and
treatment, as contained in the Comprehensive Plan, to
expand the area targeted for land acquisitions based on
additional information that has been developed as a
result of hydrology studies by Polaris Engineering &
Surveying, Inc.; and
Whereas,
The Department of Ecology has approved the City's
application for an interest-free, five year loan from the
State Revolving Fund to fund additional land acquisitions
for the purpose of conserving the natural drainage
corridor linking a series of wetlands in Basins 4a and 4b
that ultimately drain into Chinese Gardens and the Strait
of Juan de Fuca;
N O W T H E R E F O R E
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
that it authorizes the Mayor to sign an agreement with the
Department of Ecology regarding an interest-free, five year loan of
up to $500,000 from the State Revolving Fund for the purpose of
providing additional financial support for land acquisitions in
Basins 4a and 4b in the Northwest area of the City related to water
quality improvement and protection from stormwater.
Adopted by the City Council of the City of Port Townsend and signed
by the Mayor this 6th day of January, 1997.
