GENERAL NOTES:
1. ALL WORK IN CITY RIGHT-OF-WAY REQUIRES A PERMIT FROM THE CITY OF PORT TOWNSEND. PRIOR TO ANY WORK
COMMENCING, THE CONTRACTOR SHALL .ARRANGE FOR A PRE -CONSTRUCTION MEETING AT THE SITE TO BE
ATTENDED BY ALL CONTRACTORS, REPRES%NTATIVES OF INVOLVED UTILITIES AND THE CITY OF PORT TOWNSEND.
CONTACT THE PUBLIC WORKS DEPARTME`I' AT THE CITY OF PORT TOWNSEND TO SCHEDULE THE MEETING (360)
385-7212. THE CONTRACTOR IS RESPONSBLE TO HAVE HIS SET OF APPROVED PLANS AT THE MEETING.
2. AFTER COMPLETION OF ALL ITEMS SHOWN ON THESE PLANS AND BEFORE ACCEPTANCE OF THE PROJECT, THE
CONTRACTOR SHALL OBTAIN A 'PUNCH *.J3T' PREPARED BY THE CITYS INSPECTOR DETAILING REMAINING ITEMS OF
WORK TO BE COMPLETED. ALL ITEMS OF WORK SHOWN ON THESE PLANS SHALL BE COMPLETED TO THE
SATISFACTION OF THE CITY PRIOR TO ACCEPTANCE.
3. ALL MATERIALS AND WORKMANSHIP SHALL CONFORM TO THE `STANDARD SPECIFICATIONS FOR ROAD, BRIDGE, AND
MUNICIPAL CONSTRUCTION, (HEREINAFTER REFERRED TO AS THE STANDARD SPECIFICATIONS) WASHINGTON STATE
DEPARTMENT OF TRANSPORTATION AND AAERICAN PUBLIC WORKS ASSOCIATION, WASHINGTON CHAPTER, 2006
EDITION, UNLESS SUPERSEDED OR AMENDED BY THE CITY OF PORT TOWNSEND.
4. A COPY OF THESE APPROVED PLANS ANC APPLICABLE SPECIFICATIONS AND DETAILS SHALL BE ON SITE DURING
CONSTRUCTION. THE CITY SHALL BE NOT RESPONSIBLE FOR ANY ERRORS AND/OR OMISSIONS TO THESE PLANS.
5. ANY REVISIONS MADE TO THESE PLANS MOST BE REVIEWED AND APPROVED BY QUADRA ENGINEERING AND THE
CITY PRIOR TO ANY IMPLEMENTATION IN THE FIELD.
6. THE CONTRACTOR SHALL HAVE ALL UTILITES VERIFIED ON THE GROUND PRIOR TO ANY CONSTRUCTION. CALL
(1-8DO-424-5555) AT LEAST 48 HOURS h ADVANCE. THE OWNER AND QUADRA ENGINEERING ENGINEER SHALL
BE CONTACTED IMMEDIATELY IF A CONFLIC' EXISTS.
7. ANY STRUCTURE AND/OR OBSTRUCTION THAT REQUIRES REMOVAL OR RELOCATION RELATING TO THIS PROJECT
SHALL BE DONE SO AT THE DEVELOPER'S EXPENSE.
8. LOCATIONS OF EXISTING UTILITIES ARE APPROXIMATE. IT SHALL BE THE CONTRACTOR'S RESPONSIBIUTY TO
DETERMINE THE TRUE ELEVATIONS AND VCATIONS OF ALL UTILITIES.
9. THE CONTRACTOR SHALL INSTALL, REPLA!,E, OR RELOCATE ALL SIGNS, SHOWN OF THE PLANS OR AS AFFECTED
BY CONSTRUCTION. ALL SIGNAGE SHALL CONFORM TO MUTCD STANDARDS.
10. DURING CONSTRUCTION, ALL PUBLIC STWETS ADJACENT TO THIS PROJECT SHALL BE KEPT CLEAN OF ALL
MATERIAL DEPOSITS RESULTING FROM Oh -SITE CONSTRUCTION. ALL EXISTING STRUCTURES SHALL BE PROTECTED
11. THE CONTRACTOR SHALL MAINTAIN A SEi OF DRAWINGS UPON WHICH THE CONTRACTOR SHALL RECORD THE
HORIZONTAL AND VERTICAL LOCATIONS << THE AS -CONSTRUCTED IMPROVEMENTS, AND THE ACTUAL LOCATION OF
EXISTING UTILITIES ENCOUNTERED.
12. THE OWNER SHALL BE RESPONSIBLE FOX• ;RNISHING A SET OF REPRODUCIBLE AS -BUILT DRAWINGS TO 1HE CITY
OF PORT TOWNSEND PRIOR TO PROJEC' ;;(�PTANCE.
13. THE CONTRACTOR SHALL PROVIDE SAFETY SYSTEMS FOR TRENCH EVACUATION THAT MEET OR EXCEED THE
REQUIREMENTS OF THE WASHINGTON INDJSTRIAL SAFETY AND HEALTH ACT, RCW 4917 FOR ALL TRENCH
EXCAVATION THAT EXCEEDS A DEPTH OF 4 FEET.
14. WHERE NEW ASPHALT JOINS EXISTING ASPHALT SHALL BE CUT TO A NEAT VERTICAL EDGE AND TACKED WITH
ASPHALT EMULSION TYPE CSS-1 IN ACCORDANCE WITH THE STANDARD SPECIFICATIONS. THE JOINT SHALL BE
SEALED WITH GRADE AR-4000W PAVING ASPHALT.
15. ALL PIPE AND SERVICES SHALL BE INSTXLED WITH CONTINUOUS DETECTABLE MARKING TAPE NO LESS THAN
18-INCHES BELOW THE FINAL GROUND S;'RFACE NOR LESS THAN 12-INCHES ABOVE THE TOP OF THE PIPE AND
IN ACCORDANCE WITH THE SPECIFICATIOF6 OF THE MANUFACTURER . THE MARKING TAPE SHALL BE CONTINUOUS
AND EXTEND THE FULL LENGTH OF THE 'IPE AND MAKE CONNECTION TO ALL APPURTENANCES. THE TAPE SHALL
MEET OR EXCEED WSDOT STANDARD SPFIFICATION 9-15.18. TAPE SHALL BE TERRA TAPE D OR APPROVED
EQUAL.
SANITARY SEWER NOTES":
1. MINIMUM GRADE ON AL_ S DE SEWERS %.ALL BE TWO PERCENT AND PLACED AT LEAST FIVE FEET DEEP AT THE
PROPERTY LINE.
2. ALL SEWER PIPE SHALL BE FROM THE F,ILOMANG LIST OF MATERIALS, UNLESS OTHERWISE NOTED. ONLY ONE TYPE
OF MATERIAL SHALL BE UTILIZED BETWEE2 STRUCTURES UNLESS SHOWN OTHERWISE ON THE APPROVED PLANS.
A. PVC CONFORMING TO ASTM D-3034, ;DR 35; OR ASTM F789.
B. DUCTILE IRON PIPE, CLASS 50. UNLES NOTED OTHERWISE.
3. TRENCHING, BEDDING, AND BACKFILL SHI_L BE IN ACCORDANCE WITH CITY STANDARD DETAIL DETAIL SS-2A, SEE
DETAIL SHEET.
4. ALL PVC PIPE ENTERING OR LEAVING A ,ONCRETE STRUCTURE SHALL HAVE A RUBBER SEALING GASKET, AS
SUPPLIED BY THE PIPE MANUFACTURER, :1RMLY SEALED PERPENDICULAR TO THE PIPE AXIS, AROUND THE PIPE
EXTERIOR, AND CAST INTO THE CONCRET STRUCTURE.
5. SANITARY SEWER MANHOLE RING AND CQ1ER SHALL CONFORM TO WSDOT STANDARD PLAN B-25, TYPE 1,
STANDARD. COVERS SHALL BE MARKED SEWER', NTH 2-INCH RAISED LETTERS. MINIMUM WEIGHT OF THE FRAME
SHALL BE 210 POUNDS. MINIMUM WEIGH. OF THE COVER SHALL BE 150 POUNDS.
6. SANITARY SEWERS SHALL BE CLEANED MD TESTED CONFORMING TO REQUIREMENTS OF WSDOT SPECIFICATION
7-17.3(4). A REPRESENTATIVE OF THE CTY IAUST BE PRESENT DURING TESTING.
SITE WORK:
1. CLEARING. TOPSOIL AND ORGANIC MATERIAL SHALL BE REMOVED FROM ALL BUILDING, ROAD AND PARKING AREAS
TO EXPOSE INORGANIC NON -YIELDING MATERIAL AT AN APPROXIMATE DEPTH OF 10-INCHES. DEEPER REMOVAL
WILL BE REQUIRED AT SOME LOCATIONS BECAUSE OF TREE ROOTS, ETC.
2. FOUNDATIONS. ALL BUILDING FOUNDATIONS SHALL BE PLACED ON NATIVE UNDISTURBED SOIL. CONCRETE
FOUNDATIONS SHALL BEAR ON FIRM NON -YIELDING MATERIAL A MINIMUM OF 24 INCHES BELOW FINISHED GRADE.
THE MAXIMUM ALLOWABLE SOIL BEARING VALUE FOR CONCRETE FOUNDATIONS, PLACED ON UNDISTURBED SOIL, IS
1500 POUNDS PER SQUARE FOOT (PSF).
3. FILL. FILL MATERIAL FOR LEVELING BUILDING PADS SHALL BE CLEAN WELL GRADED GRANULAR SOIL FREE FROM
ORGANICS, ROCKS LARGER THAN 6 INCH DIAMETER, ICE OR OTHER DELETERIOUS MATERIALS. ALL FILL SHALL BE
COMPACTED IN 8 INCH MAXIMUM LOOSE THICKNESS LIFTS TO 95% OF THE MAXIMUM MODIFIED PROCTOR DENSITY
IN ACCORDANCE WITH ASTM D1557. THE BUILDING PAD IS DEFINED AS THE BUILDING AREA PLUS A MINIMUM
10-FOOT WIDE PERIMETER BETWEEN THE EXTERIOR BUILDING WALL AND THE TOP OF THE FILL SLOPE.
ALL FILLS SHALL HAVE A MAXIMUM SLOPE OF 2.0 HORIZONTAL TO 1.0 VERTICAL.
4. EXCAVATION. DURING EXCAVATION, CAREFUL OBSERVATIONS SHOULD BE MADE TO IDENTIFY ANY UNUSUALLY SOFT
AREAS. SUCH AREAS SHALL BE OVER -EXCAVATED AS DIRECTED BY THE ENGINEER AND FILLED AS DESCRIBED
ABOVE.
5. ALL CUTS IN UNDISTURBED SOIL SHALL HAVE A MAXIMUM SLOPE OF 1.5 HORIZONTAL TO 1.0 VERTICAL. PROVIDE
TOE OF SLOPE DITCHES TO REMOVE WATER SEEPING FROM THE CUT FACE.
EROSION & SEDIMENT CONTROL NOTES:
1. ALL LIMITS OF CLEARING AND AREAS OF VEGETATION PRESERVATION AS PRESCRIBED ON THE PLANS SHALL BE
CLEARLY FLAGGED IN THE FIELD AND OBSERVED CURING CONSTRUCTION.
2. ALL REQUIRED SEDIMENTATION AND EROSION CONTROL FACILITIES MUST BE CONSTRUCTED AND IN OPERATION
PRIOR TO ANY LAND CLEARING AND/OR OTHER CONSTRUCTION TO ENSURE THAT SEDIMENT- LADEN WATER DOES NOT
ENTER THE NATURAL DRAINAGE SYSTEM OR EXIT THE SITE. ALL EROSION AND SEDIMENT FACILITIES SHALL BE
MAINTAINED IN A SATISFACTORY CONDITION AS DETERMINED BY THE CITY, UNTIL SUCH TIME THAT CLEARING AND/OR
CONSTRUCTION IS COMPLETED AND THE POTENTIAL. FOR ON -SITE EROSION HAS PASSED. THE IMPLEMENTATION,
MAINTENANCE, REPLACEMENT, AND ADDITIONS TO THE EROSION AND SEDIMENTATION CONTROL SYSTEMS SHALL BE THE
RESPONSIBILITY OF THE DEVELOPER.
3. THE EROSION AND SEDIMENTATION CONTROL SYSTEM DEPICTED ON THESE PLANS ARE INTENDED TO BE MINIMUM
REQUIREMENTS TO MEET ANTICIPATED SITE CONDITIONS. AS CONSTRUCTION PROGRESSES AND UNEXPECTED OR
SEASONAL CONDITIONS DICTATE, FACILITIES WILL BE NECESSARY TO ENSURE COMPLETE SILTATION CONTROL ON THE
SITE. DURING THE COURSE OF CONSTRUCTION, I f ;HALL BE THE OBLIGATION AND RESPONSIBILITY OF THE CONTRACTOR
TO ADDRESS ANY NEW CONDITIONS THAT MAY B{ ".IEATED BY HIS ACP.VITIES AND TO PROVIDE ADDITIONAL FACILITIES,
OVER AND ABOVE THE MINIMUM REQUIREMENTS, A, MA'( BE NEEDED TO PROTECT ADJACENT PROPERTIES, �EI�SIII�L
AREAS, NATURAL WATER COURSES AND/OR STORM DRAINAGE SYSTEMS.
4. ANY DISTURBED AREA THAT HAS BEEN STR PPED OF VEGETATION AND WHERE NO FURTHER WORK IS
ANTICIPATED FOR A PERIOD OF 2 DAYS - OCT03:R 1ST THROUGH APRIL 30TH OR 7 DAYS - MAY 1ST THROUGH
SEPTEMBER 30TH, MUST BE IMMEDIATELY STABILIZED WITH MULCHING, GRASS PLANTING, OR OTHER APPROVED EROSION
CONTROL TREATMENT APPLICABLE TO THE TIME Or YEAR. GRASS SEEDING ALONE WILL BE ACCEPTABLE ONLY DURING
THE MONTHS OF APRIL THROUGH SEPTEMBER INCLUSIVE. SEEDING MAY PROCEED OUTSIDE THE SPECIFIED TIME PERIOD
WHENEVER IT IS IN THE INTEREST OF THE DEVELOPER, BUT MUST BE AUGMENTED WITH MULCHING, NETTING, S00,
PLASTIC COVERING, OR OTHER TREATMENT APPROVED BY THE CITY.
5. IN CASE EROSION OR SEDIMENTATION OCCURS TO ADJACENT PROPERTIES, ALL CONSTRUCTION WORK WITHIN THE
DEVELOPMENT THAT WILL FURTHER AGGRAVATE TEE SITUATION, MUST CEASE AND THE OMER/CONTRACTOR SHALL
IMMEDIATELY COMMENCE RESTORATION METHODS. RESTORATION ACTIVITY SHALL CONTINUE UNTIL SUCH TIME THAT
EFFECTIVE EROSION CONTROL MEASURES, AS DETERMINED BY THE CITY, ARE IN PLACE AND EFFECTIVELY OPERATING.
6. DUST CONTROL MEASURES SHALL INCLUDE, BUT NOT LIMITED TO: WATERING THE SITE, VEGETATION OF EXPOSED
AREAS, BACKFILLING AS SOON AS POSSIBLE, AND SWEEPING IMPERVIOUS SURFACES WHERE SOIL MAY BE TRACKED. iN
ORDER TO REDUCE THE POTENTIAL FOR WATER CONTAMINATION, CHEMICAL DUST SUPPRESSANTS SHALL NOT BE USED.
THE DEVELOPER SHALL BE REQUIRED TO REMOVE MUD FROM CONSTRUCTION VEHICLES' TIRES BEFORE LEAVING THE
SITE, AND TO SWEEP IMPERVIOUS SURFACES INCLUDING ABUTTING CITY STREETS, WHERE SOIL MAY BE TRACKED.
7. SEEDING SHALL BE WITH KENTUCKY BLUE GRASS, TALL FESCUE, PERENNIAL RYE, OR CHEWING FESCUE. THE
APPLICATION RATE SHALL BE 120 POUNDS OF SEED PER ACRE. ALL WORK SHALL BE IN ACCORDANCE WITH
STORMWATER MANAGEMENT MANUAL FOR WESTERN WASHINGTON
8. CONTRACTOR SHALL MAINTAIN A CLEAN SITE BY PROVIDING DRIP/SPILL CONTAINMENT PANS/PADS DURING
FUELING AND SERVICING OF EQUIPMENT; ABSORBENT PADS; DESIGNATED WASTE DRUMS AND SPILL CONTAINMENT
STORAGE.
