HomeMy WebLinkAboutPW - Project Manager IIProject Manager II City of Port Townsend Job Description Project Manager II Classification title: Project Manager II Working title: Project Manager II Department: Public Works – Engineering Union: No FLSA status: Exempt Wage Classification: Non-bargaining Hours: Fulltime Effective date: Dec. 2022; Sept. 2024 Reports to: Deputy PW Director Civil Service: No JOB SUMMARY Under general supervision from the Deputy Public Works Director, this position is responsible for development and implementation of Public Works projects and the stewardship of City infrastructure working towards a sustainable future. The orderly efficient and effective execution of projects is core basis for this work. ESSENTIAL DUTIES AND RESPONSIBILITIES Employee shall meet all requirements of groups A and B, a minimum of 8 of group C, and a minimum of 8 of group D of the Core Competencies, and the tasks described in these select competencies are considered part of the essential functions for Project Manager II. • Implementation of public works capital projects including project planning, scheduling, cost estimating, public participation programs, oversight of construction related activities, and other aspects of public works projects • Works with consultants performing planning and design work for the City • Work with engineering staff to perform design work for the project • Performs permitting work associated with projects and maintenance activities • Prepares and update utility master plan documents with engineering support • Prepare contract documents small works projects • Assist in prioritizing projects and in implementation of the City's CIP • Prepare reports as required for state and federal aid projects • Participate in state and federal audits, as needed • Attend City Council, City Planning Commission and other public meetings, as requested • Assists in the development of grant applications • Assist city crews and other city staff by providing engineering expertise and regulatory guidance in the operation, maintenance and repair activities for the City's infrastructure • Prepare written and verbal reports • Research citizen complaints and concerns relating to Public Works activities and answer technical questions and provide information to the public • Review development projects for consistency with public works standards and compliance with codes and regulations • Provide technical assistance and consult with other departments • Participates in the engineering team to maximize efficiency and effectiveness • Provides support for other divisions and departments during emergencies Project Manager II • Assists with establishing and implementing appropriate safety programs for staff and equipment CORE COMPETENCIES: To show competency for these skills, the employee must have worked in an equivalent position for another agency or worked for the City for a minimum of one year demonstrating the skills for this position. composure and effectiveness Group B Competencies (entry level) • Demonstrates competency in core software such as Microsoft suite of products, BlueBeam, and application of GIS reader software • Perform engineering technician functions under the supervision of a licensed engineer (may not apply this position depending on experience) • Show proficiency in permit processing software • Ability to implement purchasing policies and budget monitoring • Ability to facilitate meetings in virtual or in person format • Ability to work effectively with other governmental and non-profit agencies • Ability to design and maintain forms, brochures and handouts • Ability to prepare for and participate in public meetings • Ability to read an interpret engineering plans • Ability to inspect and perform material acceptance of heavy civil construction projects • Ability to work with and coordinate with peers in related fields such as designers, architects, contractors, and engineers • Ability collect and interpret utility data • Understand water, sewer, and stormwater utility systems design and operations principles • Understand roadway and grading design and operations principles • standards, policies, and procedures to projects • Ability to perform construction management • Ability to perform contract management for small capital projects at a complexity fitting with experience levels Group D Competencies (senior level engineering skills) • Ability to manage complex and large capital projects based on years of experience • Ability to lead public presentations and communicate project objectives in layperson words and format • Ability to manage consultant projects from selection to closeout • Provides innovative solutions to problems with limited resources • Ability to resolve conflicts with the public, consultants, developers, and contractors • Ability to troubleshoot problems and apply practical solutions (engaging engineering support when licensing is required) • Knowledge of licensing requirement for engineers, surveyors, and architects • Demonstrates compliance with the WSDOT Local Agencies Guidelines Manual for transportation projects and generally uses it as a guide for all engineering projects • Ability to lead and implement environmental permitting projects • Ability to develop and manage budgets • Demonstrates leadership through leading project teams and peers • Ability to participate and lead public processes associated with projects or initiatives • Ability to solve complex financial challenges and budgeting at a project level often with multiple funding sources and regulations • Work with finance, legal, and other departments/professions to incorporate whole project success • Ability to train and mentor other staff throughout the public works department Group E Competencies (leadership skills – included to show skills needed for advancement) • Schedules and coordinates work program within the engineering team and public works • Leads and implements process improvements • Drafts policies and procedures for review • Developments and implements City Code • Present regularly to City Council and advisory boards • Assists in the development and management Capital program including budgeting • Leads implementation of funding programs for infrastructure such as Local Improvement Districts • Develops and assists in the management of utility rates • Develops and implements City functional plans • Manages complex public processes • Participates in Public Works management decisions • Presents clearly complex issues to decision makers and in public meetings • Leads 1:1 meetings with team members • Implements City management policies and procedures • Creates project level budgets • Proficient in supervising staff tasks, meet deadlines, and optimize productivity QUALIFICATIONS Required • Graduation from college with a Bachelor of Science degree in a related field • A minimum of 3 years of experience • Valid Washington State Driver’s license Preferred • Preferred Master of Science Degree in a related field • Work experience in municipal engineering WORKING CONDITIONS This position requires being in the office the majority of the time with occasional work outdoors during all types of weather; office work will require working at a desk for extended periods of time behind a computer and attending meetings; occasional in-person night meetings will be required; outdoor work may include field investigations, inspection, and observation of construction; occasional remote work may be allowed per city policy and approval of the supervisor; vision and hearing at level required to perform essential functions (may be corrected); and a full range of motor skills.
