WITH TIMOTHY AND ADALYN SLATTERY REGARDING THE PURCHASE
OF LAND IN THE CITY AND AUTHORIZING THE TREASURER TO
ISSUE WARRANTS FOR THE PURCHASE OF THE LAND IN ACCORDANCE
WITH THE AGREEMENT

The City, as a designated Urban Growth Area under the
Growth Management Act (GMA), is anticipating that future
development inevitably will increase stormwater runoff
within the City's drainage basins identified by the
Wetlands and Stormwaser Advisory Committee (WETSWAC),
comprised of local residents assisted by consultants
retained by 5he City; and
Existing natural drainage corridors sonveylng snormwa~er
have been identified within the City's drainaoe bas~ns,
particularly in less developed areas; and
The conservation of natural systems for the conveyance
and treatment of stormwa5er has been demonstrated
scientifically to be economically and biologically
efficient in comparisons with traditional structural
alternatives which entail higher capital investment, as
well as higher operation and maintenance expenses; and
The City has enhanced nhe work of WETSWAC by a more
detailed hydrology and engineerzng study of a large
drainage basin in the Northwestern portion of nhe City
that currently is relatively undeveloped, but is platted
into hundreds of lots with the potential for intensive
development over the 20 year GMA planning period; and
A relatively undeveloped natural drainage corridor has
been identified and mapped within the Montana Addition
and nhe California Addition plats in the North Beach area
that presents a unique opportuniny for cosn-effecnlve
snormwa~er detention and £reanmenE which would be
jeopardized by the exEenslve residenuial developmenn
allowable under exzsting zoning ordinances; and
Ongoing studies indicate that, under certain possible
development scenarios for this drainage basin, portions
of this corridor are within a 100-year floodplain and
therefore poorly suited for residential uses; and
Whereas, Land within an existing or potential floodplain, while
being poorly suited for development, if conserved in a
relatively natural state can be utilized effectively for
stormwater detention and treatment, as well as to provide
additional public benefits as open space and wildlife
habitat within an urban area in accordance with GMA goals
and policies; and
Whereas,
Lots 7 and 8 in Block 5 of California Addition have been
identified and mapped as lying entirely within a 100-year
floodplain under possible development scenarios; and
Whereas,
Timothy and Adalyn Slattery, the owners of said lots, are
willing to sell this property to the City for a price
that does not exceed the appraised fair market value
determined by an appraisal by Peter Schuck, as reviewed
by Thomas C. Stowe, both certified Washington appraisers;
and
Whereas,
Funds have been budgeted for this property purchase in
1997,
N O W T H E R E F O R E
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
that it autherizes the Hayer te sign an agreement with Timethy
Slattery and Adalyn Slattery regarding the purchase ef Lets 7 and
8 in Block 5 ef the California Addition for the price of $10,000;
and
BE IT FURTHER RESOLVED that the Treasurer is authorized to issue
the warrants necessary to complete the purchase of the land in
accordance with said agreement.
