RE: Invitation for Advisory Board Input on High-Level 2025 Workplan Priorities
Dear City of Port Townsend Advisory Board Chairs:
Thank you for the work you do to add lasting value to our community. As we keep delivering on
our 2024 strategic workplan and the services our community depends on, we are beginning to
consider 5. The City Council, City Manager and City Department
Directors will be holding a workplan retreat on July 22, 2024, to begin our conversation about
those priorities, and, later in the year, to craft and decide on an accompanying 2025 budget.
As a valued community leader and volunteer, and as per the previous few years, I invite you
and your advisory board to help us understand what you believe our most important priorities
should be for 2025. Ultimately, we will all be working together to deliver on that workplan
e are eager to include your perspectives
and to find common alignment in our work for maximum benefit to our community. For
instance, brief input (e.g., less than a page) on the following questions would be useful:
What is the status of your work in 2024 to date (i.e., highlights, accomplishments, future
milestones)? What work from this year is likely to continue into 2025?
What 2-3 priorities do you and your board believe are most important to consider as
part of the overall City workplan and related to your purpose and role as an advisory
body?
What has gone well this year that we should learn from or consider more broadly?
Are there things we should stop doing or do differently, both at strategic and
operational levels?
What else should we be considering?
Councilmember and City staff liaisons will work with you to place this item on an upcoming next
board agenda as a starting point. Please feel free to reach out to them with any questions
between now and then.
Prior to the July 22 nd retreat, I, my fellow Councilmembers, and City staff will read and consider
your thoughts. It is not a promise that we will advance each suggestion, but given the important
and valued role you play, we will weigh your ideas very seriously and with sincere appreciation.
For a current overview and status update on the 2024 workplan, please see the most recent
City Council workshop meeting (April 8, 2024), including the presentation here:
https://cityofpt.granicus.com/GeneratedAgendaViewer.php?view_id=4&clip_id=3076.
In particular, note the seven strategic priorities on slide 3 of the presentation:
https://cityofpt.granicus.com/MetaViewer.php?view_id=4&clip_id=3076&meta_id=227013
These are likely to continue into 2025. Further, you may wish to review our 2023 annual report
for what we collectively accomplished in 2023. That document is available here:
.
https://cityofpt.us/administration/page/annual-report
and your committees for your continued service to our City Council,
the City and our broader community. It has been an exciting yet challenging last few years. I
thank you for your service, dedication, and care for our community and for the essential role
you play in helping to steward productive, civil public engagement and dialogue. I and my
Council colleagues appreciate you and look forward to our continued work together.
Sincerely,
David J. Faber, Mayor

Describe how your project will benefit and consider the diverse population of the greater Port
Townsend community:
This is a proposition for a community art wall to be established in Port Townsend.
This wall would be a non curated, uncensored platform offered to everyone in our community to
contribute to .
We propose the wall be provided by the City from an existing structure, in a common space of
Port Townsend, aka downtown, or Uptown by the market.
This wall would be available to paint over annually.
Artists will show up and claim a spot , and have a few days to complete their work.
Some ideas to be considered for the wall:
#The Memorial Field fence
#Building a wall at the Uptown Community Center
#The Ferry Terminal Beach cement Wall
-The wall would be tended and maintained by community volunteers committed to this project.
-Basic educate will have to be discussed as far as no hate speech, pornographic imagery etc.
-The precise location would have to be discussed, then our budget can be considered.
-All artists would have to obtain their own supplies.
-We could ask local paint shops to donate paint for the base coat of the site.
Why do we need this?
I’ve been here for 20 years. I’m an artist, and musician, and everyone I know here is an artist ,
performer, musician or writer.
As the years go by I am hearing over and over from locals and friends that they do not feel they
belong to the arts community our City identifies as.
It is a known fact that Artists don’t fit in. Therefore, it is paradoxical to require an artist to fit into
an artist community.
Belonging is an integral part of creating a healthy thriving community.
Art can be viewed as many things, but the act of making art and sharing it is integral to human
expression and connection.
I believe it is our responsibility as an Arts Community to provide accessible inclusive artistic
platforms for everyone living here.
This wall would be a invitation from our city .
Creating a inclusive platform for our community to contribute to will not only be an opportunity to
reflect the diversity of artists and people that live here, but also bring beauty, and interest to our
public spaces.
Due to the demographics in our town there is a lot of division .
Port Townsend’s marginalized folk barely have visibility here. We are missing the art of our BIPOC
community , our LGBTQ+ folks , our young ones, and working class.
We could benefit from a project like this, creating a visual conversation, a bridgework over the
divides.
The idea is to create an opportunity to help catalyze things in the right direction.
Street art is a window into the soul of a community.
In Chicago our neighborhood had a similar project , not only was
the event an opportunity for unseen and unknown artists to show their work, but it also became a
public attraction .
In Exarchia Square, Athens , where my family is from, we are famous for our street art, which is
often political and imaginative , further, it is inclusive, supportive, and creates kinship in the
neighborhood. The art creates conversation, and informs the community of each other. It bridges
the old to the young, individually and visually , weaving historical monuments to contemporary
offerings.
I can see Port Townsend thriving with this effect, particularly with elected spaces for street art.
While Preserving the Victorian time line of Port Townsend has its aesthetic allure, this visibly
represents only one aspect and timeline in history of this place., and does not include the entire
story of the people that lived here , historically up to current.
. is so much more beauty and lore to see beyond the surface of this place.
“ Studies, looking at the power of art have shown that public art can create a community sense of
Place and identity. Street art make cities and towns individual and breaks away from dullness”
https://bookanartist.co/blog/street-art-in-communities/
It is true there many organizations are doing cool things in PT, and making efforts to include
community, but the reality is that these avenues have a limited capacity to represent a significant
population of our locals.
This idea takes what we have, and use the improv theater tool of “yes, and….” To create more
context and movement to a narrative.
Projects like this are pretty common in cities , with great success. It links people in working
together . Most commonly these types of projects are specifically geared toward teens, and
headed by groups that get permission from privately owned buildings . I know some folks who
have been involved in this work, who report teaching kids different art forms like print making,
stenciling , spray can art, and multilayered wheat pasting to bring to the wall.
This could be done here too, utilizing projects like Julie Read’s Bunker program, that invites guest
artists from the community to share their craft.
I think our kids, particularly teens, can benefit from a free, legitimate safe space to explore their
creative visions and voice. To be able to make art that does not have to answer to an adult, or
approved by a teacher, and to be able to experience the creative process in a public way, with out
social media to filter ,would be an incredible outlet for teens.
Galleries are great places to see art, but not all art belongs in a gallery... and not everybody is
granted the opportunity to get into an art gallery.
Beyond that, street art invites entirely different forms of art than what can be demonstrated inside
a gallery. Also this project would be powerful in the sense that each artists’ currency will be
gained solely in their expression.
Many People will likely see a public wall as a a graffiti wall, and perhaps reject the idea of it on
grounds that graffiti is commonly associated with crime and gang warfare . We do not have to
worry about these kinds of issues here, and legitimizing a wall for free expression takes the crime
out of the art , creating safety for artists to offer their perspective and craft .
People have been painting on walls for thousands of years. Archaeologists study these pictures
of the past to learn of the cultures and peoples of those times.
We are no different , here, in this time.
The word graffiti is the plural form of the 19c Italian word, graffio; to scratch or scribe a surface.
Let’s scratch our surface, and see what’s inside.

Describe how your project will benefit and consider the diverse population of the greater Port
Townsend community:
Bill Evans has been presenting professional contemporary and rhythm tap performances to Port
Townsend audiences since 1980, when Centrum brought his company for the first of many annual
teaching and performing residencies at Fort Worden. In 2024, Evans will present three different
Summer Contemporary Dance Concerts on July 14, 15, and 21. The first two in the USO Hall and
the third at the JFK Hall on the Fort Worden campus. They are integral parts of 10th annual Bill
Evans Somatic Dance and Movement Conference (which offers 34 workshops designed to give
participants a happier and healthier relationship with their own bodies), which will include 62
participants from throughout North America, the Middle East and Europe and 27 participants who
live in Jefferson or Clallam Counties.
The dance concerts will offer local audiences opportunities to see mature artists sharing their
refined work, something that happens rarely in our community. These concerts will benefit the
diverse population of the greater Port Townsend community in the following ways:
• The three shows will appeal to people with a wide variety of likes and interests because the
contemporary dance artists involved (some of them world-class) represent a remarkable diversity
of styles of contemporary dance and performance art.
• The Summer Dance concerts will be celebratory, thought-provoking and engaging, showcasing a
range of artistic perspectives in dance from around the country and offering works with multi-
faceted content.
• Participating dance artists will come from Jefferson and Clallam Couties, Washington,
Massachusetts, Illinois, New Mexico, Texas, Kansas, California, Arizona, Nevada, North Carolina,
Colorado and British Columbia.
• The series will provide an opportunity for members of the local community and visitors from
across the country to come together.
• The already well-established dance audience who live in and our unique hometown and
surrounding areas will have three new chances to witness the scope of an exciting American art
form. Those who come from a distance will be exposed to an aspect of the vibrant Port
Townsend performing arts scene.
• Background information:
Bill Evans, am internationally-renowned professional artist, educator and writer, became a
permanent resident of Port Townsend in September, 2018. He has had an extensive impact on the
global dance-world as a choreographer, performer and producer, but he came here to “retire.” At
the urging of members of the local dance community, however, he has invested considerable time
and wisdom in teaching choreographing and performing in Port Townsend. He has trained and
featured Jefferson County dancers in his frequent performances and has supported their creative
and artistic endeavors as choreographers. Additionally, he has brought guest artists from all over
the continent to our doorstep. For example: In 2023, Utah’s Repertory Dance Theatre (RDT)
performed Quadruple Bill, a program of Evans’ works free of charge in the Fort Worden Chapel,
followed by a community class taught by Evans, free and open to the public. In May, 2023, Key
City Public Theatre, presented six performances of his full-length City of Dreams, a new work for
ten Jefferson County dancers, aged 36 through 65. Last July, he presented Summer Dance I, Ii and
III at Fort Worden.
Explain how the City’s funding will support the project. If the project can still be done without City
funding, show how the requested funds will improve the project:
The City’s funding would help defray the shortfall between ticket income and the cost of
producing these events.
• We will offer all three concerts as “pay what you can.” This is important to Evans, because he
wants to make his work available to those with limited financial resources and to make these
productions as accessible to the public as possible.
• The direct expenses required to produce these concerts are greater than the anticipated income.
The $1,000 requested from the PTAC would help to reduce that gap.
• Support from the PTAC would be deeply appreciated and fully acknowledged. Even though the
amount of funding received from PTAC in the past three years has been small, Evans’
appreciation for that support has been enormous. Evans and his colleagues are encouraged when
the PTAC bestows funding. It is received as an indication that our community values Evans’
decades-long contributions to our community. It is an indication that the art of dance is
appreciated for its intrinsic qualities and the richness it adds to people’s lives in our community.
Explain how the project will either target Port Townsend/East Jefferson residents or, if the event
is designed to bring in visitors from the area, how you will advertise to those visitors:
These events will bring visitors from across the country but will also be promoted to Port
Townsend/East Jefferson residents.
• The Port Townsend Leader, The Peninsula Daily News, KTPZ and Bareboards Arts and
Entertainment have all supported previous Evans’ shows effectively. If PTAC funds are awarded, a
follow-up press release will announce that news. Because Evans was based in Seattle in the ’70s
and ‘80s, he expects that social media posts will attract some of his followers from across the
Sound to visit to Port Townsend for one or more of these events.
• We will market these concerts via social media to the great extent possible.
• Evans has also accumulated an email list of people who have purchased tickets to his Port
Townsend performances and those who have taken his community classes since 2019. All of
those supporters will receive messages about these shows.
• Evans will make a donation to the Madrona MindBody Institute in exchange for them publicizing
these events in their upcoming online newsletter.
• We will also post information about these concerts to Nextdoor email service.
If this event has received Arts Commission funding in the past, please explain any proposed
changes to the event and any change in the requested funding amount.
PTAC awarded Evans funding for three previous productions in the JFK Hall at Fort Worden.
• Amidst the pandemic, in September 2021, Evans asked for and received $500.
• For a weekend production in June 2022, he asked for and received $1,000.
• For his Summer Dance Concerts 2023, he asked for $1,000 and received $500.
• Two grants helped make “pay what you can” performances possible. The third made it possible
to hire a stage manager and sound operator.
• Those grants were deeply appreciated, and all attendees were aware of the support of the Port
Townsend Arts Commission.
These concerts will be different from past years because ALL tickets will be Pay What you Can.

Venue Accessibility Statement
According to the Americans with Disabilities Act of 1992, individuals with disabilities are
protected from discrimination "in the enjoyment of any right, privilege, advantage, or
opportunity enjoyed by others in the services, programs, or activities provided or made
available \[funded\] by local governments, their instrumentalities or agencies.”
To operate legally and to ensure that ALL members of our community may benefit from
arts events funded (wholly or in part) through the Port Townsend Arts Commission, any
event receiving funding must be held in an accessible venue, and accessibility and any
inaccessible aspects of a venue be noted in the publicity for each event.
"Accessible" means that anyone in a wheelchair, scooter, walker, or on crutches or
cane(s) can gain access and entry to and participate in the event being held, as can
anyone who is temporarily able-bodied. This includes access to restroom facilities.
The accessibility of several Port Townsend area venues is on record. If you are not
sure, DASH (Disability Awareness Starts Here) has agreed to do assessments free of
charge. Call 360-385-1790.
Please check each question below. For further information, consult the booklet “People
First: Planning Events Everyone Can Attend," which is available in City Hall, 2nd floor.
Can a person with mobility issues or using walker, crutches, wheelchair, or scooter:
Park near venue in a handicapped parking space?
Enter the building without assistance? (i.e. no stairs or barriers to entry,
door(s) able to be opened with closed fist and not too heavily weighted)
Enjoy and participate in the event as fully as a temporarily able-bodied
person? (i.e., wheelchair seating, elevator or lift if more than one floor)
Are the restroom facilities accessible? (i.e., toilet at least 17" high, grab bars)

Townsend community:
Project Description: Community-Based Participatory Camera Obscura Photography Project
Title:
Capturing Community Spirit: Documenting the Wooden Boat Festival through Port Townsend’s Camera
Obscura trailer
Project Overview:
The project aims to document the essence and vibrancy of the Wooden Boat Festival
through the unique perspectives offered by the trailer camera obscura. Port Townsend’s camera obscura
trailer was invited by the Maritime Center to participate in this year’s Wooden Boat Festival. This innovative
approach not only captures visual narratives but also engages the community actively in the documentation
process. By combining traditional photographic techniques with modern interpretations, the project seeks to
create a rich tapestry of images that reflect both the historical significance and contemporary vibrancy of the
festival.
Objectives:
Documentation:
1.To visually document various aspects of the Wooden Boat Festival, including boat
craftsmanship, maritime activities, cultural performances, and community interactions, through the
camera obscura.
Community Engagement:
2. To actively involve festival participants and local residents in the camera
obscura photographic process, fostering a sense of ownership and collaboration in capturing their
cultural heritage.
Educational Outreach:
3. To conduct demonstrations on the principles and techniques of camera
obscura, promoting understanding and appreciation of these art forms.
Archival Contribution:
4. To contribute to the archival records of the festival, preserving its cultural
heritage for future generations through a unique visual narrative, a digital gallery, and a physical
exhibit and free presentation of the community images.
Methodology:
Trailer Camera Obscura:
A custom-built camera obscura trailer will be stationed at a key location at
the Wooden Boat Festival. Festival-goers can experience the magic of live projection and engage in
creating images directly onto a viewing screen and capturing them on photographic paper. The
camera obscura team will demonstrate and facilitate development of the images using sustainable
methods and locally sources ingredients including seaweed, nettles, coffee, and wine.
Collaborative Photography:
Participant photos and narratives will be shared at a free presentation
at Northwind, creating a collective archive that showcases diverse viewpoints and personal
connections to the festival.
Expected Outcomes:
A comprehensive visual record of the festival through the lens of camera obscura.
Increased community engagement and participation in cultural heritage preservation.
Enhanced public understanding and appreciation of alternative photographic techniques.
Creation of a digital and physical exhibition and talk showcasing the project's results.
Impact:
Cultural Preservation:
By documenting the festival through participatory photography, the project
contributes to the preservation and celebration of local cultural heritage.
Community Empowerment:
Participants gain new skills in camera obscura photography and
storytelling, fostering a sense of pride and connection to their community's traditions.
Educational Legacy:
The project leaves a lasting educational legacy through exhibitions, and online
resources, inspiring future generations to explore the intersection of art, technology, and cultural
heritage.
Summary:
Through the lens of trailer camera obscura, this project not only captures fleeting moments of a
Wooden Boat Festival but also enriches community bonds and cultural appreciation. By involving participants
as co-creators of the narrative, the project ensures a vibrant, inclusive documentation of tradition and
innovation, creating a visual testament to the festival's enduring spirit.

Explain how the City’s funding will support the project. If the project can still be done without City
funding, show how the requested funds will improve the project:
The City’s funding will cover materials (e.g. photographic paper). The project is an add-on to a volunteer-
run (Raw Art Collective) traveling camera obscura that is scheduled for the Wooden Boat Festival in
September 2024. The project is real time and will take place on the dates of the Wooden Boat Festival
and culminate in a free presentation of the community images at Northwind the following day. The
community based participatory images created through the camera obscura would not be possible
without funding from the City due to the cost of materials.
Explain how the project will either target Port Townsend/East Jefferson residents or, if the event
is designed to bring in visitors from the area, how you will advertise to those visitors:
Port Townsend/East Jefferson residents and visitors who attend Wooden Boat Festival will be invited to
take photos using the traveling camera obscura (specific site to be determined in collaboration with
Maritime Center) as a way to share their perspectives of the community event. Narratives and images will
be compiled by Raw Art Collective and presented at Northwind gallery (free presentation) and as a virtual
gallery.
The project will also be advertised through Bareboards, Raw Art Collective instagram, Port Townsend
Facebook Community Pages, Community Calendars, PT Creative District, Press releases to PT Leader
and other local newspapers, and local radio.
If this event has received Arts Commission funding in the past, please explain any proposed
changes to the event and any change in the requested funding amount:

Describe how your project will benefit and take into consideration the diverse population of the
greater Port Townsend community:
As a relatively new community-based theatre company, our core mission is to offer
opportunities for local non-professional actors, designers and directors to create meaningful,
relevant, and engaging live theatre for local audiences.
Our young company has now held four highly successful productions; the most recent three
supported in part by PTAC grant funding:
As You Like It - August 2022 Cast ranged in age from 16 to 72; over 30 Jefferson County
actors, designers and volunteers were directly involved in the production. Entire cast and
production team were locals (one actor commuted from Bainbridge).
Saltfire Theatre PTAC Grant 1
June 2024
All In the Timing -May 2023 Made possible in part by a grant from PTAC, this production
further broadened our local audience appeal, with a contemporary ensemble cast play
performed in an intimate setting, as a contrast to our large summer outdoor Shakespeare
productions. The cast all Jefferson County residents - also had a broad age range (13-72),
and eight of the 18 people in the cast and technical team were under 30. All shows sold out
with standing-room crowds for this highly acclaimed production.
Taming of the Shrew August 2023 This was our most ambitious show yet, with a cast of 20
local actors (ages 13-73, half of them under 30), and over 15 other local designers,
technicians and volunteers involved in creating the show. The production was struck by
tragedy when our original director, Consuelo Aduviso Brennan, suffered a catastrophic
stroke at rehearsal in July, and passed away in early August, just after the show opened.
particularly her work with children and teens, we went ahead with the production,
dedicating the show to her each night.
Twelfth Night January 2024 brought the spark of live theatre into the deep darkness of
January a time normally underserved by local and regional entertainment. Our use of the
historic JFK Building at Fort Worden was the result of a collaborative partnership with Fort
Worden Hospitality, deepening their commitment to local community engagement. The
show was
immersive, intimate experience of the play. All 10 shows sold out for this production, which
added a third weekend to accommodate demand.
Ongoing support from PTAC and the larger community has allowed us to plan for a full 2024-
2025 Season, including two shows requiring royalty payments. Our summer 2025 show The
Sneeze is an adaptation of seven Chekhov comic short stories, written by acclaimed playwright
Michael Frayn (Noises Off, Copenhagen, Democracy). In November 2024 we plan to produce
The Empty Plate at the Café du Grand Boef, and in January 2025 we will once again explore the
darkness of winter with Shakespeares Macbeth.
For all four previous productions, Saltfire has been able to provide cast, crew and designers with
modest stipend payments out of the proceeds from ticket sales after expenses are paid. Our
goal is to be able to do this again, as part of recognizing the contributions of the working artists
that create community theatre.
funding, show how the requested funds will improve the project:
Receiving funding from the Port Townsend Arts Commission will enable Saltfire to cover
performance royalties and script purchases for The Sneeze ( $1,133.15) and defray part of
expected printing expenses for posters & programs ($650).
We have worked hard to keep our productions more affordable and accessible to local
audiences, with modest ticket prices (suggested $20 for outdoor summer shows) and pay-what-
you-wish tickets available for every show. Receiving this grant from PTAC will allow us to finish
this planned Fall and
Saltfire Theatre PTAC Grant 2
June 2024
Winter 2024-25 productions. Previous funding has allowed us more flexibility in choosing
contemporary shows for future productions, which need royalty payments up front, letting us
reach local audiences wanting a wider range of theatrical experiences.
Explain how the project will either target Port Townsend/East Jefferson residents or, if the event is
designed to bring in visitors from the area, how you will advertise to those visitors?
The project audience will be primarily Port Townsend & East Jefferson County Residents.
Marketing and outreach will be local, using local community outreach resources such as
newsletters, FaceBook, community bulletin boards and the BareBoards calendar email lists.
Both Finnriver and Fort Worden Hospitality will also be promoting the event to their guests,
expanding our visibility to visitors to the area.
Saltfire has received three PTAC grants previously: the first in March 2023, which helped fund
our May 2023 production of All In the Timing, the second in June 2023, which contributed to our
August 2023 production of Taming of the Shrew, and the third in December 2023, which
supported our January 2024 production of Twelfth Night. As a new local arts organization (we
incorporated in October 2022), early grant funding support has helped us find our feet as we
grow and expand our offerings.

Describe how your project will benefit and consider the diverse population of the greater Port Townsend
community:
Home, Land, and Homeland is the fourth poetry event that I have curated in Jefferson County. I have
bootstrapped every single one of them with the help of Gage Pacifera and now Mark and will ask TPG to be a
fiscal sponsor for the project this year. I have sought funds from private donors when I realized there wasn't
enough funding and I wanted these poets of color to feel valued and honored for the hard emotional labor and
vulnerability in expressing the wisdom they shared. You cannot imagine how good it feels to help a young
indigenous person who has been bullied in our public school systems an opportunity to become the public
speaker she dreamed of becoming.
I previously curated a Boundless Writers reading at Finnriver that featured fully established and emergent women
poets of color. Last year was the first inter-generational year which featured a young Haida poet and also a young
Choctaw nation poet. I hope to invite them both again this year and to add poets from additional indigenous
tribes from this area.
I will also seek out a safe ally-poet, person-in-kinship as a means of expanding the circle of poets. This year I
expect to invite a well-established male poet who may also share experience on the topic. These poets will often
write the poem based on the title or select and finish a piece for the event. It is a culminating event that allows
artists a space to share deep experiences in their lives that fosters understanding while not placing the artists
under the duress of long explanations or burdens sometimes placed on them by an audience that has never
walked in their footsteps or with the specific challenges they have faced at the intersection of identity, race,
gender, and a myriad of other things.
Each year, a different lens or theme is used to invite poets to speak in the SoundCheck event. Last year, it was
important to me to ensure an immersive, inter-generational experience in which voices and people felt safe,
supported and able to speak their minds and hearts in their most authentic voices, and what resulted was such a
pure energy felt by all who attended. The ability to hold hard political, social, and equity-related topics in mind,
heart, and spirit can be very difficult, and it is art that provides a powerful means to resist injustice, spotlight the
most critical issues, and unify people in their experience while providing them with tools to see and hear truths
told with empathy.
The food aspect of the event that I want to add this year is an effort to bring the audience together after coming
out of the experience. Each event is led with a somatic calming exercise at the beginning with a subset of people
who arrive early and opt-in to it. We learned that at the end, the departure feels a little rushed, and some form of
community and food can help nourish people physically and set the tone to come out of deep thought and
conversation in a friendly and hospitable manner. I would seek the funds for the food and hospitality part
separately.
Explain how the City’s funding will support the project. If the project can still be done without City funding, show
how the requested funds will improve the project:
The City's funding will allow the project to happen post-Thing. While Shattering Glass began performing as a
SoundCheck literary arts event in the parking lot of Key City Theater and progressed in the second year to being a
literary event that included a collective poetry writing in-person by the audience inside Key City Theater (a major
upgrade from a sound and safety perspective with the winds that almost caused an inflatable screen to land on a
poet), and now to a multi-sensory event addressing critical issues of our time on the topic of Home, Land, and
Homeland. I don't believe the full event can be done without the City's funding and the particular shareable
aspects through recordings cannot be done without its support. A version of the recordings could be used once
created and approved of by the poets to share with on the PT Creative Arts District website potentially.
Each year, the ever-evolving group of inter-generational poets and spoken word artists curated by me (Rufina) and
called "Shattering Glass" illuminates current day issues and gets at the heart of an empathetic pathway through
seeing them in multiple lights.
The work of bringing poets together for a collective purpose and with a collective theme has been called "healing"
by the many BIPOC poets who have participated and also by the audience members who have largely been a non-
BIPOC audience. I will be sharing two works in this event one related to an experience of driving through
indigenous lands in the Great Prairie and one related to Gaza. Conversations about land and peoples are already
on people's minds, so that this event will already speak to people just in the title that will call to them.
In addition, the opportunity of the Soundcheck literary event provides a platform to amplify often under-
represented voices, and I hold the space safe for people with both my poet's heart, my artist's creativity, my
empathy, my mediation skills, and my integrity. I also find the help that we need. Last year, we needed a co-
director with stage direction skills. I would like to pay each person who contributes in this year as a way of
modeling what an ideal creative district might look like.
If I receive funding from the City, I hope to be able to bring a "taste" component to an after-performance reception
of small bites that illustrate aspects of taste and flavor from foods associated with home, land, and homelands
that are part of the poets' identities or a part of their works to be shared more fully and to create deeper
understanding of the things that are universal that connect us in community. I will also promote it through two
social media channels that I run and can partner with local businesses and nonprofits to promote it to our
networks.
Explain how the project will either target Port Townsend/East Jefferson residents or, if the event is designed to
bring in visitors from the area, how you will advertise to those visitors:
Home, Land, Homeland: A journey through the five senses to a dreamed of heartland will be a SoundCheck event
that will target Port Townsend/East Jefferson residents and beyond through the use of social media. The topics
may also draw people in from Clallam County based on Rufina's network of poets in those areas. Social media
will be used to advertise to those visitors, and a recording of the event will be shared only with permission of the
poets and Rufina (as the guide to the integrity of the use of the recordings). If Quimper Unitarian Universalist
Fellowship hall is used, I anticipate that I will be able to broadcast the event through its network, particularly
through native connections, a committee of activists that have had leadership in attendance at each one of the
previous SoundCheck events done by Shattering Glass. If the American Legion is used, I believe there will be an
opportunity to broadcast it through a number of nonprofits as well.
If this event has received Arts Commission funding in the past, please explain any proposed changes to the event
and any change in the requested funding amount.
No funding for the Shattering Glass poetry event has been received in the past except indirectly through an
allocation by Gage for $75 honorarium per poet paid in the first year and in the second year (though the number
of poets it covered was less than the number participating and costs of rehearsal, so that I had to seek additional
funds). Poets were elated and the payment alone was also validating and healing according to some of the poets,
so that the Arts Commission cannot underestimate the value of these dollars spent on this event. I'm honored too
that Mark and Gage have held open a space for the event to continue, because it would be easier not to do so.
I am asking for more dollars in the honorarium, because I have observed the deep work that each poet does to
bring hard topics to the surface for others to see and feel and the gentle work of holding an open heart out to the
audience to build a safe space to be in community with each other to encourage respectful conversations. That
we now know how much better the experience is with one rehearsal also changes our process in putting on the
event and creates a better event overall. Thank you for your consideration of funding Shattering Glass' "Home,
Land, Homeland: A Journey through the Five Senses to a Dreamed of Heartland"

Describe how your project will benefit and consider the diverse population of the greater Port
Townsend community:
The Band performs 7 to 8 concerts starting on Memorial Day. The free concerts are open to all
persons. Two of the concerts are performed in the American legion Hall and are well attended by
veterans and non-veterans alike. We advertise through the Chamber of Commerce, flyers and
reader boards. We offer assistance to those who need help getting to the venues. Participation in
the band is open to all age with the ability to read music at a high school level. We currently
have members ranging in age from teens to those in their eighties. Our music is programed with
the full range of demographics in mind including all ages and ethnicities.
City funding, show how the requested funds will improve the project:
The PT Summer Band operates totally on donations and small grants. Printing costs are a
significant part of our budget. We print flyers that are distributed throughout the community,
concert programs, donor letters, requests for donation packets that include a request letter from
our President, an informational trifold and return envelope. We also pay for use of local Reader
Boards. The project can still be done without Arts Commission funding, but we may not be able
to get the word out as widely in the community as we would like. All funds granted by the Arts
Commission will go toward offsetting printing costs. The receipt of PTAC funds has allow the
band to award our first scholarship award in 2023 to a local high school student. By having a
large portion of our printing costs covered the funds that would have been used for printing were
allocated to the new scholarship fund. The 2023 recipient is now studying music at the
University of North Texas and they have plans to return home this summer and play in the band.
They also hope to return to the community after college to become involved in music education
here in our community. It is our hope to expand the scholarship program in 2024.
Explain how the project will either target Port Townsend/East Jefferson residents or, if the event
is designed to bring in visitors from the area, how you will advertise to those visitors:
The concerts are open to all people in the community as well as visitors. We put printed notices
in local businesses, local hotels and notices are easy for visitors
to see as they enter or shop in Port Townsend. The notices distributed around the County include
the concert schedule and venues. We do also place flyers in businesses in Callum and Kitsap
counties. Inviting people into our community to share in the experience of the hometown
concerts. We also utilize the Chamber of Commerce and Carl's Lumber reader boards, our
website and social media.
If this event has received Arts Commission funding in the past, please explain any proposed
changes to the event and any change in the requested funding amount:
The PT Summer Band has received Arts Commission funding the last few years. There are not
significant changes to our concert series other than the fact that we are improving our repertoire
every year. The addition of the youth scholarship program in 2023 has added a new dimension to
scholarship assistance to our local young musicians for their continuing education. Another
printing cost that has returned since the end of the pandemic is our printed programs where we
list the concert program, the players and advertise local businesses and organizations that provide
support to the band, such as PTAC. We print a minimum of 100 programs per concert or 800 per
season. Last season all programs were distributed at each concert and we even had people asking
for them. We averaged an audience of 100 to 150 people at each of our 2023 performances. We
would like to increase the number of printed programs to 125 per concert. PTAC funding would
assist greatly in reaching that goal.

BRIEF DESCRIPTION OF PROJECT
(If pertinent, compare the outcome with your own expectations):
Booth at Pride in Port Townsend. We purchased supplies for giveaway art crafts. Kids and adults
decorated paper masks with markers and stick on sequins. We were able to give away all 100 masks.
Ornamental masks covered the eyes and were held on by elastic straps. Styles included cat, fox, flame,
and swan.
The enthusiasm and level of engagement exceeded our expectations as the littles knew exactly what to do
in terms of sitting on the grass, finding the markers and sequins and getting to work without much
guidance from us or their adults.
ATTENDANCE DATA
(Include comparison with previous events/projects) :
2000 people attended. We gave away 100 masks. Many grown ups hung out while the kids decorated
masks and interacted. Though, due to the nature of Pride and safety of children in an enclosed area it
seems we had more teens and preteens wandering on their own with peer groups. They engaged in our
mask coloring and wearing just the same as the 6 year olds.
Previous data would include last years Pride which was about half the size and not as much engagement
as this year.
Previous data would also include the Tree Lighting in the winter where we see more grown ups with 1-4
children in tow. (200 +/- count of humans tall and small)
SUMMARY OF EXPENSES
(such categories as materials, royalties, technical production, location rental, professional services,
publicity) :
Booth fee: $100.00
Supplies $100.00
Preparation: $300.00
Instruction time during event: $300.00
SUMMARY OF REVENUES
(sales, door receipts, awards etc.) :
We received donations of $261.00
COMMENTS
We really appreciate the local support and being able to facilitate creativity with our
youth. This has been our most successful street fair to date.

Follow up report for Claire Ragland
Thank you, Port Townsend Arts Commission, for accepting my grant proposal! I used the funds provided
to purchase new glazes, clay, and to put a dent in the cost of framing all of my work. A lot of time went
into this show, and knowing I had some support from the Port Townsend Arts Commission meant a
rd
great deal. The May 3 opening of our show “Lush Language” had a great turn out, bringing in around
500 people that one night, and in the almost two months after the opening, countless more individuals
from both Jefferson county and elsewhere were able to see the show. I know people who came from
Chimicum, Irdondale, Quilcene, Olympia, Seattle and Bellingham to come to our opening night, and have
received messages through my social media over the last month from people outside of Port Townsend
who discovered my work after wondering into the Northwind Gallery. This was my first time showing
work in a gallery of this caliber, and it was a very important opportunity for exposure and connecting
with other artists in this community.
Thank you again for accepting my proposal and making this huge undertaking a bit more feasible.
Looking forward to continuing working with the vibrant arts community of Port Townsend and other
young emerging artists.
All the best,
Claire Ragland
