A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND CERTIFYING
THE EXISTENCE OF AN EMERGENCY TO SUSPEND STATUTORY COMPETITIVE BIDDING
REQUIREMENTS FOR THE TEMPORARY REPAIRS TO THE OLYMPIC GRAVITY WATER
SYSTEM (OGWS) PIPELINE AT CITY LAKE.
WHEREAS, the 1996/97 storm event caused damage to the 30" OGWS pipeline at City Lake; and
WHEREAS, this pipeline delivers the main source of water for the City residents and the Port Townsend
Paper Company; and
WHEREAS, temporary repairs to this pipeline are critical to ensure the safety of the City's water
delivery system; and
WHEREAS, State law has provided for suspension of competitive bidding requirements in emergent
situations; and
WHEREAS, the City intends to bid the permanent repairs to the pipeline in compliance with state law;
and
WHEREAS, the City Council must adopt a resolution certifying the existence of an emergency
N O W T H E R E F O R E
Be It Resolved that the City Council of the City of Port Townsend as follows:
1. The City declares that temporary repairs to the 30" OGWS waterline is an imperative need.
2. The temporary work may necessitate the use of a contractor to provide additional tie backs and
bracing of the pipeline, and to construct a system to capture up stream drainage and move it away
from the slide area to prevent further erosion.
3. Due to the emergent nature of these repairs, City Council hereby authorizes the City Public
Works to perform this work without engaging the public bid procedures.
ADOPTED by the City Council of the City of Port Townsend, and signed by the Mayor this 17th day of
March, 1997.
