RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND APPROVING TRILLIUM LAW SOFTWARE INC.
PROPOSAL FOR THE CITY'S PURCHASE OF A LAW ENFORCEMENT
RECORDS MANAGEMENT AND INFORMATION SOFTWARE SYSTEM
AND APPROVING THE TRILLIUM LICENSING AGREEMENT
The City Council of the City of Port Townsend, Washington, does resolve as follows:
WHEREAS,the City, in cooperation with Jefferson County, has requested proposals from
vendors of law enforcement software systems for a comprehensive computer software system to
enable the City Police Department and the Jefferson County Sheriff's Department to have a
coordinated criminal justice and records management system for each agency, as well as a records
management system for the Jefferson County Jail; and
WHEREAS,in the Notice to Vendors and Request for Proposals dated February 3, 1997,
the City and the County sought proposals for a law enforcement records management system to
better serve the City and the County residents through and efficient information system which will
allow the police agencies easy and readily available access to law enforcement information,
thereby enhancing public safety; and
WHEREAS,the City Clerk opened and reviewed bids and proposals on March 7, 1997.
Trillium Law Enforcement Software, Inc. ("Trillium") was the only responsive, responsible
bidder. The City has reviewed and checked references from other jurisdictions which have
previously acquired and currently use similar products provided by Trillium; and
WHEREAS, Trillium proposes installing the "Law 96" software package pursuant to the
"Licensing Agreement," attached hereto as EXHIBIT A and incorporated by this reference. The
proposed "Product Pricing" is attached as EXHIBIT B; and
WHEREAS, the City Council appropriated $25,000 in the 1996 budget for the acquisition
of the software system. Of this amount, the City received approval from the Federal Government
for a "Cops More" grant in the amount of $18,000, which sum will be provided to the City upon
the City's payment for the software system, and will reimburse the City in this amount for
software purchase. Additionally, Jefferson County has contributed $10,000 for system
acquisition. The total funds needed for system acquisition were approved in the 1996 budget.
The Police Department will be submitting a supplemental 1997 budget request at the April 21,
1997 City Council meeting for approval as a 1997 appropriation of the $25,000 sum authorized
in 1996; and

WHEREAS, the City and Jefferson County are currently negotiating an Interlocal
Agreement to govern the sharing of ownership and maintenance responsibilities for the software
system. Notwithstanding the fact that the County has submitted, to the City, funds for the
acquisition of the system, pending completion of the Interlocal Agreement, the City and the
County understand that the City will own the system and will be responsible for complying with
all terms and conditions of the Licensing Agreement; and
WHEREAS, the Licensing Agreement and the Product Pricing meet the requirements of
the Request for Proposals and will provide a law enforcement records management system in
conformance with City Police Department needs,
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port
Townsend that the Licensing Agreement attached hereto as EXHIBIT A and the Product Pricing,
EXHIBIT B, are approved, except as provided herein. The Mayor is authorized to sign the
Licensing Agreement in substantially the form attached hereto; provided however, the City's
approval of the Licensing Agreement and system pricing are subject to, conditioned upon, and
shall not be effective until, the City Council's approval of the necessary 1997 supplemental budget
appropriation for the acquisition of the Law 96 software product. The Mayor shall not transmit
the Licensing Agreement to the vendor until Council approval of a supplemental budget
appropriation.
ADOPTED by the City Council of the City of Port Townsend and signed by the Mayor
on this 7th day of April, 1997.
