RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
SUPPORTING A FEASIBILITY STUDY CONDUCTED BY PTM2002, A
WASHINGTON NONPROFIT CORPORATION, AND THE PORT OF PORT
TOWNSEND REGARDING ADDITIONAL TRANSIENT MOORAGE LOCATED IN
THE DOWNTOWN PORT TOWNSEND WATERFRONT AREA AND SUPPORTING
THE APPLICATION FOR A WASHINGTON STATE COMMUNITY ECONOMIC
REVITALIZATION BOARD (CERB) GRANT TO HELP FINANCE THE STUDY
The City Council of the City of Port Townsend, Washington, resolves as follows:
WHEREAS, Goal 1 of the City of Port Townsend Comprehensive Plan, Economic
Development Element is "To foster a balanced, diversified and sustainable local economy that
contributes to Port Townsend's high quality of life, through the protection and enhancement of
the community's natural, historical, and cultural amenities, and the improvement of the financial
well being of its residents." And, under that goal:
Policy 1.1
Cooperate with the Economic Development Council
(EDC), Chamber of Commerce, and the Main Street
Project to promote economic health and diversity for
Port Townsend and the County as a whole;
and
~, Goal 3 of the Comprehensive Plan, Economic Development Element is "To
strengthen and enhance the marine trades economy while protecting the natural environment and
balancing public use of shoreline areas." And under that goal:

Plan and design shoreline open spaces that are
compatible with marine-related industrial and
commercial uses of shoreline areas.
Promote... marine trades workforce...
Encourage the creation of marine trades jobs...;
and
~, the Comprehensive Plan, Economic Development Element - Marine Trades
Implementation Strategy states that one of the obstacles in the growth in marine trades is a "lack
of Port infrastructure to service larger and increased number of boats." Work item 2 calls for the
City to "Work with the Port of Port Townsend in exploring options to ensure alternative transient
moorage facilities;" and
WltEREAS, PTM2002 is a nonprofit corporation exploring options for future transient
moorage in Port Townsend. PTM2002 states that its preliminary research suggests that adding
transient moorage would have tangible economic benefits to Port Townsend, including:
and
· Many new visitors would visit Port Townsend by boat without adding to vehicle
congestion;
· Downtown and other local businesses would benefit by the additional moorage patrons
purchasing goods and services;
· Marine trades businesses would benefit from a sizably increased customer base;
· Pedestrian access to the waterfront could be enhanced;
· The City and the County would receive additional tax revenues;
· A public transit system would receive increased patronage; and
· Additional transient moorage would complement and support existing and future Port
facilities,
WHEREAS, the Port of Port Townsend has endorsed conducting a transient moorage
feasibility study, and has agreed to be the applicant for a CERB grant. The Port formally
approved providing part of the matching funds for the grant; and
WHEREAS, there is strong community support for conducting a feasibility study of
increasing transient moorage evidenced by formal endorsements for the feasibility study from:
· The Economic Development Council;
· The Wooden Boat Foundation;
· The Main Street Project;
· The Chamber of Commerce; and
· The Northwest School of Wooden Boatbuilding,
and
WlcIlqlIEAS, PTM2002 states that the Jefferson County Board of Commissioners, which
is responsible for prioritizing CERB economic development projects, has endorsed the feasibility
study project; and
WBEREAS, while the City Council does not at this time endorse any particular downtown
transient moorage proposal, the Council believes that a feasibility study would assist the
community in assessing whether any future proposal may be viable and whether a proposal may
serve goals and policies of the City's Comprehensive Plan; and
WItE~S, PTM2002 has provided leadership in organizing the feasibility study and has
committed to raising private funding to help finance it,

NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port
TownSend as follows:
1. Subject to the conditions provided herein, the City of Port Townsend endorses
conducting a feasibility study (the "study") of adding transient moorage located in the downtown
waterfront area and endorses the Port's application for a CERB grant to provide financing for the
study; and
2. The City's endorSement of the study is expressly conditioned upon the study being an
objective study, analyzing all options, without narrow focus on any one option (e.g., a new
doWntown marina), and without limitation to any one site; and
3. In order to best Serve the needs of the Port Townsend community, and to best assess
whether any proposed future project would serve the goals and policies of the City's
Comprehensive Plan, the City's endorsement of the study is conditioned upon the comprehensive
nature of the study as Set forth in the "discussion draft" attached hereto as Attachment A; and
4. The City may ultimately act in a quasi-judicial capacity in reviewing a development
permit application regarding a project which may stem from the conclusions of the study. This
resolution is adopted in the City's legislative capacity to help evaluate general community planning
options as further refinements of the City's Comprehensive Plan and is not specific to any
application, development proposal, particular applicant, or specific site. The City's support of
the study shall not be construed as support of any potential development application or specific
project or applicant.
ADOPTED by the City Council of the City of port Townsend and signed by the Mayor
on this 21st day of July, 1997.
