MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF MARCH 14,
2024
CALL TO ORDER
The Planning Commission met in regular session on March 14, 2024, in the City Council
chamber at 540 Water Street. Chair Rick Jahnke called the meeting to order at 6:30 pm
ROLL CALL
Commissioners present at roll call were Andreas Andreadis, Samantha Bair -Jones, Bob
Doyle, Rick Jahnke, Neil Nelson, Viki Sonntag, and Lois Stanford.
Staff members present were Long Range Planner, Adrian Smith, Planning and
Community Development Director, Emma Bolin, and Deputy City Clerk, Lonnie Mickle.
ACCEPTANCE OF AGENDA
With the removal of a typographical error, the agenda was accepted by consensus.
Minutes for February 22, 2024, removed the mention of the updated Department of
Commerce review. Commissioner Andreas Andreadis moved to accept both sets of
minutes. Commissioner Robert Doyle seconded. Motion approved unanimously.
GENERAL PUBLIC COMMENT
There were no general comments for this meeting.
Emergency Housing and Shelter Code Amendments
Planning and Community Development Director, Emma Bolin and Long Range Planner,
Adrian Smith presented the Emergency Housing and Shelter Code for the city of Port
Townsend. The Long Range Planner discussed the city's definition of emergency
outdoor shelters and their presence in residential zones. Adrian Smith reviewed the
defining of "Organizations" that can manage the city's emergency housing and shelter
facilities, the setbacks for outdoor shelters, and limitations on use and visitor policies for
emergency housing and shelter facilities.
The Long Range Planner revisited and edited the Emergency Housing and Shelter
Facilities Line -In Line Out draft.
Once the review was completed, Commissioner Viki Sonntag moved to adopt the
Emergency Housing and Shelter Facilities Line -In Line Out draft for the 2024
Emergency Housing and Shelter Code amendments. Commissioner Neil Nelson
seconded the motion. Motion passed unanimously.
Commissioner Lois Stanford moved to approve the findings and conclusions for the
2024 Emergency Housing and Shelter Code amendments. Commissioner Andreas
Andreadis seconded the motion. Motion passed unanimously.
