I did a "search" of the workplan, the words "homeless" and "shelter" was not in the document. The word "emergency" was either "emergency, response" or "emergency,
preparedness". Who defines "emergency"? If I were living in the bushes - it would be an emergency for me. And with the loss of our only emergency shelter - now set for
the end of June - I think the community will be experiencing an emergency.

between Lawrence and Jefferson Street. This grant is based on 15% City
Match. I

The City plans to fix sidewalk trip hazards caused by trees. This is not grant
eligible.

a size appropriate tree due to impacts to the sidewalk, street, and adjoining
buildings.
Tyler Street - Parking Question
Upon receiving the grant, the City Council asked staff to evaluate parking options for
Tyler Street between Lawrence and Clay Street fronting the stores for the purpose of
safety. This is also consistent with the City's Complete Streets Policy intended to strike
a balance for all modes of transportation and all users
Angled Parking on federally classified streets must be authorized by Council Resolution
per RCW.
Staff prepared three options for parking as outlined in the 4/1/24 agenda bill available
for reference under 2024 Council Archives at:

In addition, staff looked at the existing parallel parking between Clay and Jefferson
Streets and is asking for Council feedback concerning elimination of parallel parking t*
make room for a downhill bike lane

Within the sideboards of the project and in consideration of the impacts to
trees, the Jefferson County Farmers Market, staff prepared the following 3
options for evaluation.

60 degree Head — in parking exists today. Maintaining 60 degree parking results in
17 parking stalls. Currently there are 18 stalls. Reduction of 1 stall results given an
existing stall is too close to the crosswalk at Lawrence Street.

45 degree head—in parking exists today. Changing to 45 degree parking results in
12 parking stalls. 45 degree allows better visibility of bikes and other motorists.
30 degree is not recommended as it is nearly the same as parallel.

Additional Information

Seattle, and Portland reportedly reduce the likelihood
of crashes. According to the Pedestrian and Bicycle
Information Center, Tucson tracked data for
bicycle/car crashes before and after installing back -
in angle parking, and found an average of three to
four crashes per month with front -in angle parking
compared to zero reported bicycle/car crashes for
the first four years following implementation of
back -in angle parking.
Best use of Complete Streets maximizing space for

Staff recommendations are based on safety considerations and not policy determination.
The options provide are all in conformance with accepted traffic standards including
NACTO, the MUTCD, and the City Codes/Standards
J_ Option 3 (Parallel Parking) provides the safest configuration for all street us�?rs. The
is adequate room for door zones between the parking and the bike lane. G ven
narrow sidewalks, parallel parking prevents bumper overhand and provides room f
tree planters.
2, Option 2 (60 Degree Head -out Angled Parking): This option is closely as safe as
parallel parking. Head -out parking provides the ability for the vehicle and bicyclist t
see each other and make eye contact. Head -out parking is recommended as the be
option where parking count is desired to be maintained.
3, Option 3 (45 Degree Head In angled parking): Changing from 60 to 45 degree
reduces the stall count, but provides better visibility for vehicles backing out to see
traffic and bikes. Striping the bike lane is not recommended with this configuration
so bikes use the center of the street. I
