RE: Metal Shingle Roofing Options for Point Hudson Buildings
SEARCH SUMMARY
During our Point Hudson campus tour on October 20, 2023, members of the City's Historic Preservation
Committee expressed a desire to see physical samples and color chips for a metal roofing product that
could simulate the profile and look, of the existing asbestos -cement shingle roofing at Point Hudson,
which isdue for replacement due to age.
Washington Metal Roofing/Interlock aninstaller of metal shingle roofing, was contacted immediately
following the HPC's tour and agreed to work with the Port to supply samples and color chips.
Information regarding the existing buildings, including structural information, roof areas, and roof pitch
were supplied to Washington Metal Roofing/Interlock, with the understanding that cost estimates xvmu|d
also besupplied.
After months of communications with Washington Metal Roofi/g/Interlock,|received avoice mail inlate
December from sales representative Rache|leErrington that the company would not supply orinstall the
product because the Point Hudson product would be"out ofycope." Ms. Errington was pressed for
clarification as to what "out of scope" means, but have not received an explanation as of this date.
An exhaustive interne1seorch using the keywords "metal", "shingle" and "roofing" was conducted the
week of December 18.

*Note: these firms declined to provide samples or a price quote or did not respond to inquiries.
Ofall the companies that offered ametal shingle product, only 0ecraoffered 1osupply the Port with
samples. Avast majority ofthernanufacturersandsupp|iemindicateintheircota|oQuesandbrochunes
that their shingle products are intended for residential use (with churches being an exception in limited
instanced. Commercial products are typically ofthe standing -seam metal profile. Decnaindicated that
their product could besuitable for the Port's application.
Also, all manufacturers on the list above, save for Washington Metal Roofing/Interlock, are located on
the east coast, South, Midwest, orTexas. Consequently, not ail products have evalid orcurrent (|C[)
National Evaluation Report, although some have approvals for Florida and Texas.
in summary, there is a lack of suitable and available metal shingle roofing products for an application
such as Point Hudson (i.e., a commercial application in o coastal environment). Furthermore, the typical
metal roofing product has anartificial aesthetic. That is, while the profile ofthe shingles appears similar
to traditional asphalt shingles, it is transparently evident that the roofing is metal, with noticeably
smooth edges that are unlikely tofool many. Thus, the appearance is"erstatz"or"arhMcia|".
Of the samples obtained, the Decra product has the least counterfeit in appearance. Therefore, samples
have been provided for the HPCs inspection.
PRODUCT DETAILS
The metal shingle product that best approximates the look and color of the Asbestos Cement Shingles, at
least when new, is the DECRAShingle XD product. They are formed from structural -quality sheet steel
with agalvanized aluminum -zinc allow coating. Both sides ofthe panels are treated with a corrosion
inhibiting coating. The top exposed surface is coated with an acrylic resin, and then embedded with
colored stone granules.

Standing seam metal roofs, like those installed on the Puget Sound Express and Sail Loft Buildings (where
the slope meets orexceeds 4:12),discourage the perching and resting ofseagulls upon said roofs. Asa
result, no maintenance in the form of power washing or installation of bird -repelling devices has been
needed. |ncontrast, the existing shingle roofs throughout Point Hudson have attracted birds and are
often heavily soiled with bird droppings. While the Port has employed avariety ofmethods 10
discourage birds perching on shingle roofs, none of the Port's efforts have materially reduced the
problem of bird excrement on the roofs and attendant odors.
Worth noting isthe fact that some Point Hudson leases (e.g. with the Washington State Department of
Fish and Wildlife) require the Port to periodically remove bird excrement, atconsiderable time and
expense. Because the metal DECRA Shingle XD product is textured like the asbestos cement shingles, it
too is likely to perpetuate the problems of perching birds and fetid guano.
An additional factor to consider in the selection of a roof system is moss accumulation. The shingle roofs
have posed achallenge for moss control, with moss growing atshingle joints continuously, posing
avenues for water intrusion and structural integrity issues if not addressed. Contrarily, moss has not
been an issue for the Point Hudson buildings with standing seam metal roofing.
Solar PV Readiness
The Port has sought funding to install rooftop solar panels in point Hudson (estimated 217.5 kw of
generation). Standing seam metal roofs provide a superior platform for the installation and removal of
solar PVpanels. Standing seam metal roofs generally necessitate fewer roof penetrations that can often
lead to water leaks and durability issues. By contrast, shingle roofs, whether asphalt or metal, require
numerous penetrations that increase the potential for water intrusion and associated repair and
maintenance costs.
Appropriateness
The buildings at Point Hudson have a variety of roof pitches (slopes) as is common for the chosen period

whereas the DECRA Shingle XD product only works (per manufacturer's recommendations and
specifications) for roofs exceeding 4:Verbca|tm 1:Horizonta| slope.
Standing seam metal roofing can beused nnavast majority ofroof surfaces at the Point Hudson
Campus, while the use of the metal shingles is limited to a smaller proportion of roof surfaces — requiring
the installation ofother types ofroofing — roll roofing, EPDK8,Vrother.

The DECRAShingle XDproduct approximates the look ofanasphalt shingle roof. However, due tothe
material involved and the limits of the manufacturing process, the product can only roughly approximate
the look ofatraditional asphalt orasbestos cement shingle roof. Standing seam metal roofs have
previously been installed Onthe following buildings atPort Hudson: the Puget Sound Express Building
(Carpenter's Building, Building 32/33 at 227 Jackson Street); the Schooner Martha Building (Navy Parts
and Supply at 227Y2 Jackson Street); the Sail Loft (Signal Tower, Building 31 at 315 Jackson Street); and in
partial form on the Duplex Building (Junior Officer's Quarters, Building 2 at 420/430 Hudson Street) as
well asthe VVDFVV/USCG Building (Detention Hospital, Building at 375 Hudson Street). Utilizing the
manno style of roofing across Point Hudson allows for the roofing to be less visible and for the station
buildings themselves to remain front and center — a mismatch of different roofing types would highlight
the roofing over the structures themselves.
|nSeptember of 2020, Artifacts Consulting conducted osurvey of the Point Hudson property, including
the original Station Buildings ("Point
Historic ). This document was provided tothe HPC esareference document in3O23. The
survey (p. 26, Artifacts) highlights as "character defining features" at Point Hudson, regarding roofs:
• "Low and simple massing, typically one nrtwo stories inheight"
• "Gable and hip roof forms
With respect to roof materials, the survey states: "Roofing material is most commonly either standing
seammetal nrasbestos-cement shing|es." The excerpt set forth below asserts that standing seam metal
roofing would beinconcert with the Secretary ofInterior's standards asappropriate for the District /p.

the|nterinr—NPSCukura|Resouroes indicates that metal roofing has been inuse inthe United States
since the 19th century, including metal materials applied and secured using standing seams. Standing
seam nneta| vvmu|d be compatible with the roof forms and style nfColonial Revival, the predominant

building style at Point Hudson. Further, Point Hudson has aproud institutional and military history, being
at times, a Naval, Army, State and Port facility.
The roof form, including enhancement features such asdormers, eaves, cupolas etc. isthe defining
feature nfthe buildings 8tPoint Hudson, not the selection Vfmaterials. The use ofstanding seam n08ta|
roofing will provide more a consistent theme throughout the campus, while ensuring amore durable,
maintainable and solar adaptive roof system.

The Port has thoroughly investigated the possibility ofinstalling metal shingle roofing systems at Point
Hudson, and has concluded that it is unsuitable and inappropriate for the following reasons:
• Lack ofproduct availability;
• High product cost vs. standing seam metal roofing;
• Anticipated maintenance costs and challenges;
w Roofing contractors' lack ofexperience with the product; and
• Inferior capacity to accommodate to solar PV installations.
Accordingly, the Port respectfully requests programmatic authorization for the installation of standing
seam metal roofing on the following Point Hudson properties (City of Port Townsend Application HPC23-
017):

Providing an easy -to -maintain roofing system helps to ensure historic preservation of this living and
historical resource that is Point Hudson under the watchful stewardship of the Port of Port Townsend.
The builders of the campus knowingly or unknowingly built a facility with roof systems that lasted almost
one century. With an uncertain economic and environmental future with unknowns surrounding future
maintenance and staffing budgets, it is important to program a second -generation roofing program that
will be lasting, safe and cost effective, as well as aesthetically pleasing.
