RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
APPROVING AN INTERLOCAL AGREEMENT WITH JEFFERSON COUNTY FOR
THE PURPOSE OF PROVIDING JOINT FUNDING FOR A SOLID WASTE
EDUCATION PROGRAM
The City Council of the City of Port Townsend, Washington, does resolve as follows:
WHEREAS, the Port Townsend City Council has a long standing policy of providing
incentives for City solid waste customers to take advantage or recycling programs, in order to
reduce the volume of materials discarded at the Jefferson County Transfer Station, and to facilitate
the economical conversion of solid waste to productive, recycled products; and
WHEREAS, in pursuit of the Council's policy of encouraging recycling, a number of
years ago the Port Townsend City Council established a "1% set-aside fund" for recycling
education, with one percent of the revenues collected from the City's solid waste customers set
aside in a fund for recycling education programs; and
WIW~RE~, from 1994 through 1997, the City negotiated contracts with Skookum, Inc.,
to provide recycling education services on behalf of the City. The most recent contract between
the City and Skookum for recycling education services expired on August 15, 1997; and
WHE~, by Resolution No. 97-124, the City adopted a new solid waste contract with
Superior Refuse, Inc. The Superior Refuse, Inc. contract includes financial incentives and
mandatory requirements for the City solid waste contractor to provide better recycling services,
and to assist the City in its recycling education programs; and
WHEREAS, by Ordinance No. 2620, the City restructured its solid waste customer rates
to provide incentives for customers to take full advantage of the City's recycling programs,
including a new program for curbside yard waste recycling; and
WttEREAS, by Resolution 96-97, the Port Townsend City Council adopted a "Port
Townsend Waste Reduction and Recycling Plan." The Plan includes a number of
recommendations for improving the City's solid waste collection program and public education
services in order to improve customer participation rates in recycling program. The City has
implemented many of the recommendations through its new Contract with Superior Refuse, and
through the amendment of the City's customer collection rates. The attached Interlocal Agreement
is intended to further implement the recommendations of the Plan; and

WI:IEREAS, after the 1997 expiration of the Agreement between the City and Skookum,
Inc., the City paid the balance of the 1997 Ul % set-aside funds" to Jefferson County, for Jefferson
County to complete recycling education programs through the 1997 calendar year. The City has
been negotiating with Jefferson County for Jefferson County to provide solid waste education
services, including recycling education program services, on behalf of Port Townsend and
Jefferson County residents; and
WHEREAS, the Port Townsend City Council recognizes that solid waste education,
particularly recycling education, is a countywide concern in that the solid waste stream affects all
Jefferson County residents. Therefore, in accordance with the attached Interlocal Agreement, the
City Council intends to jointly fund and coordinate its solid waste education programs with
Jefferson County, paid through the 1% set-aside fund, in an annual amount not to exceed
$9,115.00; and
WItEREAS, the City Council's Utility Committee has reviewed the attached Interlocal
Agreement and recommends its approval,
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port
Townsend that the Mayor is authorized to execute the Interlocal Agreement in substantially the
form as attached.
ADOPTED by the City Council of the City of Port Townsend and signed by the Mayor
on this 3rd day of March, 1998.
