A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
DIRECTING THE MAYOR TO CONTINUE THE PUBLIC WORKS HIRING
MORATORIUM FOR AN ADDITIONAL 90 DAYS OR UNTIL THE
ORGANIZATIONAL STUDY IS COMPLETED AND APPROVED, AND TO ALLOW
SPECIFIC CONTRACT HIRES UNDER CERTAIN CONDITIONS.
WHEREAS, the City Council enacted resolution 98-005 to place a moratorium on hiring
within the Public Works Department for 90 days or until the organizational study is approved,
whichever occurs first; and
WHEREAS, the City Council enacted resolution 98-021 that allowed specific exceptions
such as replacements and summer interns and seasonal employees in order to cover specific
workloads; and
WHEREAS, development review activities are taking a considerable amount of Public
Works staff time and the vacancy of the Development Review Engineer has created serious time
delays in reviewing proposed development review projects within required time periods even
though staffhas taken steps to reduce these delays; and
WHEREAS, the quality of reviews will deteriorate in both technical and environmental
areas due to a lack of adequate time to thoroughly review proposals which would have significant
long term impacts; and
WHEREAS, the City Council is concerned about a deterioration of customer service in
the development review area; and
WHEREAS, the City Council desires to change the GIS Coordinator, the Civil Engineer,
and the CADD Designer from contract employees to temporary employees for a time period not
to extend past December 31, 1998 since these employees will need to be located in the
Waterman-Katz Building since they are working on active ongoing City projects; and
WHEREAS, the overall Public Works staffing will be assessed through the
organizational study so that long term decisions can be made on appropriate workload and
staffing; and
WHEREAS, all of the staffing decisions included within this resolution are for
temporary situations that allows for long term decisions on staffing to be made; and
WHEREAS, all of the positions included here have sufficient budgeted monies through
the Engineering Group's 1998 budget,
N O W T H E R E F O R E
Be It Resolved, that the City Council of the City of Port Townsend is continuing a Public Works
hiring moratorium for 90 days or until the organizational study is Completed and approved,
whichever occurs last with the following exceptions:
1. Public Works will be able to change the GIS Coordinator, Civil Engineer and CADD Design
Intern from contract employees to temporary employees until January 01, 1999.
2. Public Works is authorized to spend up to $25,000 of existing Engineering Group budget to
hire contract assistance for development review and/or project management.
ADOPTED by the City Council of the City of Port Townsend, and signed by the Mayor this 6th
day of April, 1998.
