RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
APPROVING AGREEMENT BETWEEN THE CITY AND THE PORT TOWNSEND
CHAMBER OF COMMERCE, AND NANCY BORINO TO PROVIDE TOURISM
MARKETING COORDINATOR SERVICES
The City Council of the City of Port Townsend, Washington, does resolve as follows:
WHEREAS, on September 15, I997, the City Council adopted Ordinance No. 2607,
establishing a "Lodging Tax Advisory Committee" to enable the City to take advantage of lodging
tax authority, as established by the Washington State Legislature, SSB 5867, Chapter 542, Laws
of 1997; and
WI-IF~EAS, through the 1998 budgetary process, the Lodging Tax Advisory Committee
recommended, and the Port Townsend City Council adopted, an appropriation from the City's
lodging tax revenue, for the operation of the Chamber of Commerce Visitor Information Center
and hiring a tourism marketing coordinator through the Chamber's supervision; and
WHFREAS, the Lodging Tax Advisory Committee has reviewed the proposed Agreement
between the City, the Chamber of Commerce ("Contractor"), and the Consultant attached to this
resolution, and recommends Council approval of the agreement; and
WHEREAS, all funds necessary for the operation of the Visitor Information Center, in
accordance with the attached Agreement, have been approved and appropriated through the 1998
Budget; and
WtlEREAS, it would be beneficial to the City to contract with the Chamber of Commerce
("Contractor") for the purpose of overseeing and managing work performed by the Tourism
Marketing Coordinator ("Consultant") as an independent entity to accomplish the Lodging Tax
Advisory Committee's Marketing Plan, as developed by the Tourism Advisory Group. It is the
City's intent that the Consultant shall engage in an independent contractual relationship with the
Contractor to perform the services as defined herein; and
WHEREAS, the City is authorized by Washington law to compensate for the tourism
promotion services contemplated by this Agreement from Lodging Tax revenues. The City's
Lodging Tax Advisory Committee has reviewed and approved this proposal, and recommends that
the City Council approve the services described in this Agreement; and
WFrERE~, the City does not have sufficient staff or expertise to conduct such services
itself; and
WHEREAS, the City has investigated the qualifications of the Consultant and the
Contractor and finds that the Consultant and Contractor are qualified to perform the services
required,
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port
Townsend that the Agreement for the services of a tourism marketing coordinator is approved and
the Mayor is authorized to execute the Agreement in substantially the form as attached.
ADOPTED by the City Council of the City of Port Townsend and signed by the Mayor
on this 20th day of April, 1998.
