From: Dena Odell To: publiccomment(&cityofot. us Subject: Dog Park Date: Tuesday, October 3, 2023 4:05:28 PM Dear Mayor and City Council Members, As coordinator for the Mountain View dog park volunteers, and former representative for the golf course/Mountain View stakeholder group, I am writing to let you know that we are concerned the dog park has been removed from the golf course plan, and that a future dog park site, if the aquatic center is built at Mountain View, has not been identified. As I had shared on the tour of the properties, the Mountain View Dog Park is not only well - used, with well over 18,000 visitors per year, but it's current size is a bare minimum for an adequate and safe dog park. If it is not to be moved to the golf course, it will be very difficult to find another location that will be of equal or greater size. Also, it's centralized location with parking is important. It's odd that the final plan did not include the dog park since it was always a part of the proposed hybrid plans, and there was no sense or discussion before the final meeting that it would be excluded altogether. We feel significantly let down, even somewhat betrayed, by this sudden exclusion. I felt that on the tour of the properties I had done a good job of emphasizing all the aspects of the dog park that make it a valuable park space not just for dogs, but for dog owners and as a community -building space. We have a very active volunteer group that is logging 70 plus volunteer hours per month making improvements and keeping the park clean. We also have users who are willing to donate money for infrastructure improvements such as shelters. However, now we feel in limbo and want to know what the fate of this very important park will be in the near and distant future. Thank you in advance for addressing this issue. I'll attach photos I took after a car crash there this morning, as well as a photo of the layout of that intersection, a photo showing the stop sign on Lawrence that is placed too far from the pavement, on the other side of the sidewalk, and a photo of a similar intersection in a town that enhanced safety at their intersection by painting STOP on the pavement. In the past 10 days, my husband saw two near -collisions at this intersection while he was walking our dog, and a neighbor on Walker was almost hit as she was walking across at that intersection. The stop sign on the corner by the condominiums is set too far over, on the condo side of the sidewalk, so sometimes drivers traveling on Walker street towards the Courthouse don't notice it. Drivers who do notice it, and do stop at that stop sign, then have to inch out into Lawrence street to see the oncoming traffic racing down the hill But it's hard to see the oncoming traffic or to judge its speed because of the configuration of the hill and because of the cars parked on the parking strip area on Lawrence street near the intersection. Sometimes drivers coming down the hill on Lawrence street and turning right on Walker fail to see pedestrians in the crosswalk on Walker because of the parked cars. Drivers who are traveling on Walker towards Ft. Worden may not see their stop sign on Lawrence because low - hanging tree branches obscure it. It would be cheap and easy for the City to paint STOP on the pavement on both sides of Lawrence. It would be cheap and easy for the City to require the property owner at that corner to park their unused vehicles on Walker instead of on Lawrence, and to trim the low branches on Lawrence. It would be cheap and easy for the City to ask the property owner on Walker to trim the low -hanging branches that are obscuring the stop sign for cars traveling away from the Courthouse on Walker street towards Lawrence Street. You should intervene in all of these ways. It would be more expensive to move the stop sign by the condominiums over to the street side of the sidewalk, where it would be more noticeable, and it would be more expensive to slow down the traffic racing down Lawrence street, but you should do these things, too. I swim three or four times a week at the current pool and I see every time I'm there how valuable it is for the community to have a pool. The current one is in dire need of replacing, although I'm thankful it's still there and being maintained. A pool is a valuable community asset not only for swimmers, but for children and adults learning to swim, people recovering from injuries, people who need a low -impact form of exercise, and others who partake of the many wonderful classes and programs the YMCA offers to the community. I am passionate about having a full aquatics center available to everyone in Port Townsend. It will makes us a stronger, healthier community, and one more attractive to young families looking for a place to live. Despite the YMCA and the City of Port Townsend assuring the public that the YMCA banning Julie Jaman had NOTHING to do with sexualizing children or protecting those who do sexualize or endanger children. And that the YMCA does everything they can to ensure children are protected from any possible abuse scenario. On September 30, 2023, the same Olympic Peninsula YMCA Manager, Rowen DeLuna attended the Aphrodisia - Port Orchard, WA "All Ages" Sex Shop Grand Opening and Demonstration. Not only did Rowen attend, but she also argued specifically for the right for children to have access to sex toys, for the sex shops' right to show, promote and sell sex toys to kids. In the video below it is clear that Rowen DeLuna is arguing that kids should be allowed to have access to sex toys. Yet the Port Townsend community and so many others claimed that what happened at the YMCA had nothing to do with any violations of child protection laws or policies. The public was outraged at any suggestion that the YMCA was sexualizing children. The YMCA claimed they had followed Y's child protection policy. Yet, the YMCA employee involved, said only ONE staff member was with the children. The YMCA and the City of Port Townsend knew the child protection policy rule of three was not followed. Yet city officials and the YMCA misled the public which turned to real world violence, outcasting, defamation, intimidation, bullying and assaults. The Port Townsend Police did NO investigation into Julie Jaman's allegations of child endangerment, child protection policies and no investigation into whether the YMCA bathrooms were up to legal code or not the day Julie was banned for life. The City, the community simply ganged up on Julie Jaman, an 80 year old woman. And incited mass hate against Julie and anyone near her. The City of Port Townsend and so many others, claimed that Rowen was not doing anything she should not have been, and Rowen acted instead as a "mamma bear". They lied that the Child Protection Policy Rule of 3 had been followed. Now here we see Rowen Arguing, Defending children's rights to have access to sex toys. Rowen is supporting gun violence here by "proxy" in my opinion. In the Port K Townsend crowd that attacked us there were people with those same hats, threatening us they would do worse next time. Either we do as they say or they threaten us. That same hat logo is seen in a large amount of online content threatening violence against women. The Port Townsend YMCA is not being honest, not following Policy, and instead lying about it with the City and their PR firm in order to protect themselves and their image. There is ample evidence that as liberal as Port Townsend may be, many of its liberal inhabitants believe that it is mainly trans people who are the subjects of unacceptable and heinous attacks. Gay men and lesbians are also suffering increased oppression. From the banning of books in school and public libraries to conversion therapy, expulsion, accussations of grooming, the denial of permits for Pride parades, attacks on bars and other places where LGBTQ+ individuals congregate, employment denial, workplace and housing discrimination, and the entire rejection of "woke culture" as "the enemy" of the American way, our entire LGBTQ+ community is suffering. Please ensure that there is adequate representation of all segments of the LGBTQ+ community, including trans people, lesbians, and gay men, on the Equity, Access, and Rights Board. WA state's projected housing needs assessment for Port Townsend indicates the number of affordable units needed in the under 80% AMI bracket is seven times greater than units needed in the 80-120% AMI bracket*. 2. In 2021, 14.9% of Port Townsend residents lived in poverty. A higher percentage of Port Townsend residents live in poverty compared to Seattle (10%), Port Angeles (11.5%), Sequim (14.4%) and Bremerton (14.6%). (US Census) 3. The City is engaged in the process to Master Plan the site in concert with Thomas Architecture Studios (TAS). The meeting will convene at the end of Evans Vista Street near the WA Dept of Social and Health Services located at 2507 Evans Vista Street. The City encourages walking, biking, taking transit or carpooling to the site. Cars may park on - street. There will be materials illustrating building and neighborhood layout design concept with 3-D renderings, unit layout and unit counts. These materials will be set up at the end of the street in the cul-de-sac. An overview map attached to this agenda bill shows where the tour will start. Those wishing to see the interior of the site, will walk with City staff along a dirt road in which envisioned buildings, renderings, amenities and site features will be identified. Walking tour participants should be prepared to walk on a mix of uneven dirt, mud, and gravel surfaces. The tour will end at or prior to 5:45pm to allow participants time to travel to City Council Chambers at City Hall for the remainder of the meeting starting at 6pm. The team will provide a presentation on the preferred site design detailing how feedback has been incorporated into the design and will solicit additional feedback from both the Planning Commission and City Council members to inform a final design for Council consideration on November 6, 2023 at the regular City Council meeting. Considerations for the financial pro forma will be discussed during tonight's presentation. Upon receiving final approval expected November 6th, the project team will prepare final engineering and apply for City subdivision permit approval. Subdivision approval is a critical benchmark so that the City can prepare a Request for Development proposals in 2024, determine non-profit developer partners, weigh options for property conveyance and any City offered development subsidy and incentives.
