HomeMy WebLinkAbout071923 Special Session Planning Commission Meeting MinutesCITY OF PORT TOWNSEND MINUTES OF THE SPECIAL SESSION OF JULY 19, 2023 CALL TO ORDER The Planning Commission met in special session on July 19, 2023, in the City Council chamber at 540 Water Street. Chair Lois Stanford called the meeting to order at 6:30 pm. ROLL CALL Commissioners present at roll call were Andreas Andreadis, Samantha Bair -Jones, Robert Doyle, Rick Jahnke, Neil Nelson, Viki Sonntag, and Lois M. Stanford. Staff members present were Planning and Community Development Director, Emma Bolin, Public Works Director Steve King, Long Range Planner Helena Smith, and Deputy City Clerk Lonnie Mickle. There was no old business. OLD BUSINESS NONE NEW BUSINESS Staff members, Emma Bolin, Planning and Community Development Director, Steve King, Public Works Director, and Long -Range Planner Helena Smith gave an update presentation on the Evans Vista Development project survey with the help of the Thomas Architecture Studio's Amos Callender, Project Manager for the Evans Vista development. The Thomas Architecture Studio reviewed the survey responses, the financial component of the project and design reviews for the project. The Project Manager, Amos Callender presented the Commissioners with results from the survey that the public wanted in the homes, the amenities for each area and median income bracket covered in the survey. Discussion ensued about the housing costs, city's needs for housing, amenities for the community, the economics of building for the project, the future of the people living in it and other communities in the city. The Commissioners requested public comment. Public Comment Monica MickHager commented on the open space, community restrooms and a bus stop for the area. Monica MickHager requested to have an AMI completed for 4 people per household and for someone to reach out to the city's transportation company for advice on busing through the development. Mr. Calendar stated that this information will be covered in the next segment of the presentation. He introduced two consultant, James Kim, and Eric Bagwell, from the company ECO Northwest, Eric Bagwell introduced James Kim who presented the financial aspects of the Evans Vista project. Mr. Kim's presentation covered the prioritization of public goals, public benefits versus affordability, and public funding for the Evans Vista development. Discussion ensued about the financing of the Evans Vista Development and the city's need for housing such as middle income and low-income homes and building the development in phases. Public comment was allowed after this discussion. Richard Berg, a member of the Thomas Architecture group, spoke about other home providers in the city. Later Mr. Berg spoke about a shared house. After the discussion, Amos Calendar presented design options for the Evans Vista development. Discussion ensued about parking, building height and multi -family homes. Public Comment was taken after the discussion. Debbie Jahnke commented about transportation for the development and average city homes size being less than two people per household. Mr. Calendar spoke about the issue of traffic through the Evans Vista development. Commissioners discussed the square footage, durability, and price of the homes. Mentioned also was the community development are of the development.
