RE: Hiring Process for Academy Graduates
To qualify as a lateral officer, applicants must meet the following minimum
requirements:
• Certification: Graduation from a basic law enforcement training as accepted by the Washington
State Criminal Justice Training Commission
• Experience: At least 12 months' experience as an active, sworn, municipal, county or state law
enforcement officer, and have not been separated from law enforcement for more than 24 months
• Physical Requirements: Must be able to perform all essential functions
Under our current process, individuals who have graduated from the Basic Law
Enforcement Academy but who have not completed a full year as an active, sworn law
enforcement officer would have to apply as entry levels, which would require them to go
through testing with PST over again if their scores are more than two years old and
require them to compete against all other entry level applicants for one of our limited
oral board slots.
The Acting Chief Examiner requests that the Commission consider establishing a third
hiring category (Academy -certified) for these applicants, separate from our current
lateral and entry level categories. The recommended minimum application
requirements would be:
1) possess a current a valid Peace Officer Certification from the
Washington State Criminal Justice Training Commission,
2) have been employed as a full-time sworn police officer within the last 24
months prior to date of hire; and
3) not be qualified to apply as a Lateral Officer.
Applicants who meet these minimum requirements would not be required to take a
written or physical agility exam but would instead be invited to an oral board interview
when we have an opening to fill. The names of candidates who pass the oral board
(70% score) would be placed on a separate hiring eligibility list ranked in order of oral
board score plus any additional points for veteran scoring status. This list would be
presented to the Commission for certification, then forwarded to the Chief for further
consideration.
Allowing this special process could expedite the process of getting a new hire in place
who is ready for field training. Due to the wait time to get into the Academy, it currently
takes an entry level new hire 12-14 months to get from hire date to graduation date.
Besides saving time, hiring individuals who are already Academy -certified saves the
City the cost of the Academy.

If approved, this process would be evaluated later this year, so the Commission can
determine whether to incorporate it into the Civil Service Commission Rules.
Motion: Establish an interim hiring process as detailed above for Academy -certified
applicants who meet the minimum requirements outlined in this memo but who do not
qualify as lateral officers. Establish an interim separate hiring eligibility list for Academy -
certified candidates.
