• Carrie asked Stakeholders to introduce themselves
Open House #2 Debreif
o Chris presented that 206 people attended the Open House in
person and 23 people attended the Open House online
o Online survey is still open and well received so far
o Open house # 2 dot exercise results in order-

o There were many comments on all 4 concepts. Chris shared
graphics of the comments listed on each concept
Preliminary Cost Estimates
o Chris presented the cost information for Concept 1
o Comment on including operational costs in all schemes
o Forest asked in inflation was included in the costs as listed
■ Chris answered that all costs are listed as current dollar
value
o Tim asked that the cost lists be itemized.
o Carrie stated that improvements to the golf course aside from
improved paths would not be eligible for RCO and local parks
grants
o Chris presented Concept 2 Costs
■ This concept would be eligible for grants,
■ Carrie commented that the City would have to match
35% of whatever amount in given in grant funds, the

money would come from Parks capital improvement
funds.
o Forest commented that new prairie areas is being established in the areas indicated to
relocate holes 5 & 6
o Forest commented that it may be necessary to add deer fencing to the existing prairie as
the deer have increasingly been eating the camas.
o Chris presented Concept 2A costs
■ Dena comments that if a mini golf course is incorporated it would be nice for it to
me more natural and match the theme od the park and take advantage of the
local artisans in the community
o Chris presented Concept 3 costs
■ Gabe asked if transitioning land from golf turf is included in the cost estimate
■ Chris responded that the plan(s) assumed that the majority of habitat restoration
work would primarily be a community led project
o Chris commented that the boardwalk may need to be peeled back from all concepts. The
design team received a leteer form the audobon society indicated it may be be a
o Tim asked if the design team could quantify the number of community/volunteer hours
the concepts assumed
o Carrie commented that the design team developed Concept 2/2A to present the
community with a win-win option. The community members are continuing to gravitate to
either side of the debate and not choosing the win-win. We have not decided how to
present the decision to city council at this time.
o Forest questioned the assumption that people would be willing to volunteer their time to
do the habitat restoration work
■ Carrie commented that perhaps we amend the estimates to provide a split
o Jane asked what we need to determine in the meeting today
o John suggested we open the floor to discuss feedback on Open house
o John said he was surprised by the polarization as well. Unfortunately, whatever the city
council makes will make a portion of the population unhappy
o Cameron said he understand the passion of people in the community, curious to see
online survey, suggested the phasing could be explained a bit better.
o Tim commented that the votes for golf get spread out and the votes for a park look like
more because they are centralized on one option.
o Gabe commented he was not surprised by polarization, very challenging to move people
to the `middle', interested in digital tools that support consensus building. The scorn and
derision at local government was in the air and the event and concerned about an
outcome that precipitated that energy.
o Dena complimented Chris and Carrie for managing the event. Dena commented that
there is a lot of misinformation floating around the community. Would like to help people
move towards compromise.
o Jane commented that concepts 2/2a were difficult to present and many people may not
have completely understood. There may be more people in the middle, but difficult for
those people to have a voice
o Rebecca commented that she believes most people are in the middle but that they don't
understand 2/2a
