Ongoing Outreach Efforts • Carrie reported out on her ongoing community group meetings: o Black Lives Matter, Jefferson County o Parks, Recreation, Tree, and Trails Advisory Board (PT) o Recovery Cafe o Jefferson County Parks and Trails Commission o Local sports groups o Maritime Center o Rotary Club o Chamber 0 Quimper Unitarian Universalist Fellowship SEATTLE, WA 98104 P: 206.388.2066 WWW.GROUNDSWELL.STUDIO u AND5CAM,ARUHTu CTW qa p iUBAN uroE:MGN � p:ib.ANLmpNMW o TransJefferson County o Kiwanis (upcoming) o Salish Coast elementary parent pick up (upcoming) • Common themes heard from community groups: o Social Equity for all o Commonality for food resilience o Affordable housing o Keep the prairie o Lots of comments about trails o Sports fields o Give land back to natives to determine Decision Making Criteria • Rebecca presented the revised Decision -Making Criteria which includes: o Inclusive and welcoming ■ Accessible and safe ■ Serve the greatest good for the most amount of people o Prioritize environmental stewardship ■ Balance recreation with habitat protection and enhancement ■ Advocate for a resilient and restorative landscape o Benefit community health and wellbeing ■ Enhance recreation opportunities for a larger community demographic ■ Align with the community health and wellness plan o Celebrate Port Townsend's history, community, and culture o Support connectivity, walkability and expanded site access o Meet infrastructure needs o Financially stable o Accommodate future community needs ■ Forward thinking ■ Functional versatility • Cameron mentioned, "For #1- I feel like "Equity & Accessibility" is more precise. Inclusivity doesn't always mean equitable". • Gabe agreed with Cameron's comment about equity- would love to see that word in the decision making criteria somewhere. • Rich suggested, V6 Does not exceed utility or infrastructure capacity". • 'Financially Sustainable' was suggested in lieu of Financially Stable by the group. • Cameron also suggested, "And for #2: "Acknowledge" vs "celebrate" history and culture. Review of Materials for Open House #1 • Nia Short presented Draft Open House Boards, which include: o History of Our Site o Context (Ecological and Port Townsend Park System) o Downtown Connections o Transit and Trail Connections o Site Analysis and Slope Analysis • Forest suggested including a Soil Map noting: o Townsend Soil o Lower part is more prairie soil — extends all the way to north beach • Forest also offered to provide prairie photos. Groundswell to follow up. • Tim suggested providing golf course renovation precedents. • John agreed with Tim noting, "I agree with Tim, it would be good to see what s possible with the golf course." • Rebecca shared the three interactive boards which include: o (2) Golf Course Site — Potential Uses o Mountain View Commons Potential Uses • Rebecca shared the online survey with the group. • Tim asked about the details of the slide that shows the idea of the renovated golf course and whether that includes the driving range, restaurant, etc. He wasn't sure how it reads on the panel board. • Rebecca said it just reads as golf course. He noticed the restaurant and driving range were on other panels. • Chris mentioned it would be assumed that the restaurant, driving range etc. would remain. • Carrie suggested we change the language to read as `Golf Course — As Is' • Tim suggested including the plans for the renovated Golf Course. Groundswell to follow up to attain. • Gabe noted to Tim that he respects his desire to see a version of the golf course visually along with the alternatives. He drives his bike past the golf course every day and doesn't see value seeing a picture of the golf course with the other boards. • Forest noted not seeing references to parking and the pool noted. Concerned about hard surfacing. Parking needs to be addressed as part of this project. Groundswell responded that Low Impact Development Strategies (LID) will be employed on said lots. • Cameron likes the idea of dreaming - suggested providing a blank board for dreaming options that people can put a post it on. • Groundswell agreed this is a good idea. 600 FIRST AVENUE SEATTLE, WA 98104 P: 206.388.2066 WWW.GROUNDSWELL.STUDIO uANDSS:AM,ARUHTu CTUFU p iUBAN uroI:SNriN � p:ib.ANLmpNMW • John Nowak suggested adding disc golf. • Wendy mentioned not thinking the one board is necessary devoted to transitioning golf course. I think we want this to feel like an open informative process. Taking that one thing making is so specific — we risk leading people more than people want. • Chris elaborated that the stakeholders requested at our last meeting of providing some ideas and precedents of what has come before us. The intent of the board was to illustrate what other communities have done based on other communities' efforts. Chris requested other feedback. • John also suggested taking the slide out of adapted golf courses. • Rebecca agreed with John and Wendy and perhaps use it at the second open house. • Gabe noted, "I think that public restrooms is assumed at Mt. View Commons as well as what is now the golf course if it will be opened to alternative uses, but I wonder about adding public restrooms with coin -op shower that could be utilized especially by the unhoused. I support the adapted golf courses board because this is not a process I think most people have been involved with before and it's interesting to see how other community's have gone about the process. • Dena mentioned, "I agree with Gabe's comments about the adapted golf courses board. I like them to help people see what other's have done." • Carrie suggested including a board for revived golf courses. • Rebecca suggested this board would not be useful for Open House #2. This is intended to help people understand what has worked in other communities. • Addie noted, "I think it's pretty important to keep this slide to show how in the past there have been successes with other golf course re - imaginings." • Lynn suggested that because there is a hybrid option listed on the survey, can we include a 'Hybrid' board as well. • The team came to consensus that Groundswell would include the following three boards: o Adapted o Hybrid o Revitalized Golf Course • Discussion ensued about how we get information out about the open house. Suggestions were made about posting it in the utility bill through the PUD. Stakeholder Roles • Rebecca walked the group through stakeholder roles, if they choose to support the open house, which includes messaging and purpose: 600 FIRST AVENUE SEATTLE, WA 98104 P: 206.388.2066 WWW.GROUNDSWELL.STUDIO u ANDSCAM ARCHMI CTUFUa p iURBAN DISKiN � p:ib.ANLmpNMW o The final product of this project will be a preferred site plan including phasing program and cost estimate. That plan will be prepared by the landscape architect consultant (Groundswell) with input from the City and community members. This plan will then be presented to the City council who will determine whether to adopt it. o There is no pre -determination that the golf course is going away. The conversation around the future of the golf course is spurred by the 2020 PROS (Parks, Recreation and Open Space) plan which showed community interest to explore different uses for the golf course property (owned by the City). o This project is attempting to provide the Port Townsend community an opportunity to think holistically about the long- range vision and legacy for the future of the golf course property (be it golf course, city park or a hybrid) and how it relates to the city fabric now and will into the future. Gabe, Jennifer, Cameron, Elisa, Andy, Celeste, Rebecca, Addie, Jennifer, Wendy, John, Forest, Celeste are able to attend the open house. • Carrie mentioned she is still working on food options.
