RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
AlYrHORIZING THE MAYOR TO EXECUTE THE PEG ACCESS COORDINATOR
AGREEMENT BETWEEN THE CITY AND CONSULTANT WILLIAM T.
MOFFAT, FOR ONE YEAR EFFECTIVE JUNE 22, 1998
The City Council of the City of Port Townsend, Washington, does resolve as follows:
WHEREAS, it would be beneficial to the City to hire the Consultant as an independent
entity to help the City establish and run a Public, Educational and Government (PEG) access
studio at the Port Townsend High School, Gael Stuart Building; and
WHEREAS, the project involves the establishment, organization and coordination of all
aspects of the studio, with programming to be aired on the PEG access channel, PTrV, as
contemplated in the Franchise Agreement with Port Townsend Cable TV Limited Partnership
(Summit Cablevision) and the 1997 Interlocal Agreement between the City and the Port Townsend
School District; and
WHEREAS, the project includes: responsibility for the live and taped coverage of City
Council meetings and selected events; production of government programming as directed by the
City; input and organization of messages for the character generator (community calendar);
training of Port Townsend School students as volunteers and liaison with School District; direction
and supervision of programming for the PEG access channel by the public, government and
educational institutions; operation and maintenance of City equipment; promoting and facilitating
public access to and use of the studio; and engaging in public outreach for the community calendar
and PEG access programming; and
WHE~, this project is under the direction and oversight authority of the PEG Access
Coordinating Committee; however, the project is ultimately funded and managed by the City and
the Consultant is responsible to the City for accomplishing the project goals and duties outlined
in this Scope of Services; and
WHEREAS, the services required for this project necessitate specialized expertise and
training; and
WHEREAS, the City does not have sufficient staff or expertise to conduct such services
itself; and
WHEREAS, based on the Committee's recommendation, the City desires to hire two
individuals to accomplish the Scope of Services; and
WHEREAS, based on the applicants' qualifications and the interview process, the PEG
Access Studio Coordinating Committee determined that J. Gary Lemons and William T. Moffat
(hereinafter collectively referred to as "Coordinators") bring unique and complimentary skills and
talent to the project, and that it serves the best interests of the City and the PEG access studio to
split the contract sum and duties between the two Coordinators; and
~, Consultant has more than 12 years of experience in facilitating and producing
governmental programming, has experience as a news producer, is currently a liaison and
educational consultant with the Port Townsend School District, and has experience with volunteer
staff coordination. Consultant also has extensive technical experience and expertise with regard
to video equipment technical operation and maintenance, as further detailed in his attached resume
(see Scope of Services, Attachment 1).
WHEREAS, the City finds that Consultant is well qualified to perform the services
required; and
WHERF_a~, the Consultant is willing and able to provide and perform said services; and
WHEREAS, the PEG Access Coordinator services are temporary in duration,
WHEREAS, on June 9, 1998, the PEG Access Coordinating Committee reviewed the
Scope of Services for the project and unanimously recommended its approval,
NOW, THEREFORE, BE IT RESOLVED, by' the City Council for the City of Port
Townsend that the Mayor is authorized to execute the PEG Access Coordinator Agreement
between the City and William T. Moffat in substantially the form as attached to this resolution.
ADOPTED by the City Council of the City of Port Townsend and signed by the Mayor
on this 15th day of June, 1998.
