RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
AUTHORIZING THE MAYOR TO EXECUTE A PROFESSIONAL SERVICES
CONTRACT WITH PHILIP "WICK" DUFFORD AS HEARING EXAMINER FOR
TWO YEARS, FROM JULY 15, 1998 TO JULY 15, 2000
The City Council of the City of Port Townsend, Washington, resolves as follows:
WHEREAS, to implement City land use and other municipal code requirements,
including Chapters 1.14, 2.14, 20.01 and 20.10 PTMC, the City Council has decided to retain
a Hearing Examiner, as an independent contractor; and
WHEREAS, the position of Hearing Examiner was publicly advertised, and interviews
held with the most qualified applicants, attended by City staff and members of the City
Council's Land Use Committee; and
WHEREAS, Philip "Wick" Dufford was chosen among the finalists and has accepted
the Hearing Examiner position; and
WHEREAS, based on Mr. Dufford's experience in administrative, land use and
environmental law, and his roles as administrative judge, hearing examiner, arbitrator and civil
litigator for a number of years, the Council finds that Mr. Dufford has the specialized
expertise necessary to provide the services required; and
WHEREAS, Mr. Dufford's compensation will be $90.00 per hour for services
rendered during the two-year term from July 15, 1998 to July 15, 2000; and
WHEREAS, upon due consideration of the City's needs and Mr. Dufford's
qualifications, the Land Use Committee unanimously recommends adopting the Hearing
Examiner contract with Mr. Philip "Wick" Dufford,
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port
Townsend that the Mayor is authorized to execute the Contract with Philip "Wick" Dufford as
Hearing Examiner for two years in substantially the form as attached to this resolution.
ADOPTED by the City Council of the City of Port Townsend and signed by the Mayor
on this 15th day of June, 1998.
