A RESOLUTION AUTHORIZING THE PUBLIC WORKS DEPARTMENT TO PROVIDE CERTAIN
MATERIALS AND FIXTURES IN SUPPORT OF A WATER PIPE LINE CONSTRUCTION
PROJECT FINANCED BY THE OWNERS OF PROPERTY IN THE ADELMA BEACH AREA
Whereas,
The City in 1991 entered into an agreement regarding the
privately-funded construction of an eight inch water line to
serve certain properties in the Adelma Beach area then served
by the water utility by means of a two inch water line; and
Whereas,
By reason of this contractual obligation that allows up to
50,000 gallons per day, the City continues to provide water
service to Adelma Beach ~ro~erties which are no longer in the
out-of-city service area of the water utility; and
Whereas,
A portion of the eight inch line referred to in the 1991
agreement was constructed in 1992 and some of the properties
in the Adelma Beach area are still served by a two inch water
line; and
Whereas,
Certain Adelma Beach property owners now collectively desire
to finance the completion of the portion of the eight inch
water line described in the agreement that was not constructed
in 1992 and to enter into a latecomer agreement regarding
reimbursement payments for connections to the new line by
those who did not participate in financing its construction;
and
Whereas,
Because the City has been providing water service to certain
properties by means of the two inch water line, the City could
be responsible for connecting at City expense those currently
served properties to the new eight inch line; and
Whereas,
Based on estimates of construction costs, it is possible that
the City could face reimbursement obligations under the
contemplated latecomer agreement in the amount of $38,000; and
Whereas,
The Adelma Beach property owners who will finance the
construction of the water line have proposed that the City
contribute certain materials and fixtures to the project in
exchange for the conveyance of the completed water line to the
City and the waiver of the right of those financing the
construction to enter into a latecomer agreement; and
Whereas,
In the absence of a latecomer agreement, the City will be able
to connect existing customers to the new water line without
having to make reimbursement payments to those who financed
its construction; and
Whereas,
It is estimated that the cost of the materials and fixtures
included in the proposal will be approximately $7,900, which
is significantly less than the potential cost of reimbursement
payments under the latecomer agreement that would be waived
under the proposal; and
Whereas,
The construction of the new segment of eight inch water line
is advantageous to the City because looping of the eight inch
line will lessen water quality concerns arising out of the
constricted flow associated with the existing two inch water
line segment and because a looped system will allow the City
to serve the area from two locations rather than one, thereby
enhancing the health and safety of existing water utility
customers, - -~

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND that it
authorizes the Public Works Department to furnish 600 feet of eight inch
water line, three fire hydrants, and related fittings in support of the
privately-funded construction of an eight inch water line to serve the
Adelma Beach area pursuant to an existing contract; and
BE IT FURTHER RESOLVED that the Public Works Director is authorized to
enter into written agreements consistent herewith.
Adopted by the City Council of the City of Port Townsend and signed by
the Mayor this 6th day of July, 1998.
