Good afternoon, members of the Port Townsend Arts Commission ~
I am Michael Kundu, previously a commissioner on the Snohomish County Arts Commission, who served on that
commission for close to a decade.
I'm reaching out today as part of a small project that our group would enjoy an opportunity to speak with you about -
primarily to make you aware of a proposed installation that we're hoping to complete in your immediate vicinity.
My group, Project SeaWolf Coastal Protection, has partnered with Vancouver, B.C. sculptor Simon Morris and the
Washington Scuba Alliance's leaders Randy Williams and James Trask, to site an original, environmentally-sound
underwater sculpture immediately off the breakwater of Port Hudson Marina - 8-meters under the surface. We are in
the preliminary stages of permitting, socializing, and gaining support for this initiative, which will improve the
ecological health, generate recreational interest, and increase recreational diving tourism in the Port Townsend area.
This is a relatively new initiative, and we would love an opportunity to brief the commission about the proposed
project, ideally through a video teleconference presentation by both the Artist and the team. Would it be possible for
us to tentatively schedule a presentation with the commission over the next few months to tell you more about this
effort?

The project will shed light on listening to more diverse voices in the community while taking the
burden of financial strains to create a popular and rich event.

is designed to bring in visitors from the area, how you will advertise to those visitors:
The target is the Port Townsend community and this will expand the reach of other thriving
projects in the area and introduce not only rich art but new foods and space.

funding from the arts commission.

All area residents and visitors are welcome to the open, free concerts. No reservations are
required, and no tickets so people just come by, sit on the lawn or in the American Legion Hall and
enjoy a close-up experience. The concerts are well attended, and the events in the American
legion Hall are in front of standing-room only audiences. No one is ever turned away.
Explain how the City’s funding will support the project. If the project can still be done without City
funding, show how the requested funds will improve the project:
The PT Summer Band is composed of 100% volunteers and relies on donations and a few small
grants to meet its annual expenses. The PTAC has provided generous grants in past years which
have greatly helped the organization meet it financial obligations. As in the past, this grant would
help fund the printing of brochures fliers, mailers and concert programs These materials are used
for publicity, and for detailing program agendas. Should this grant not be awarded the Band would
need to make up the difference with other donations.
Explain how the project will either target Port Townsend/East Jefferson residents or, if the event
is designed to bring in visitors from the area, how you will advertise to those visitors:
All area community members are always invited. Letters, brochures and fliers are printed and
distributed to make our community and visitors aware of the times and dates of the concerts.
Also reader boards are used at the Chamber of Commerce and Carl's Lumber. A flier is also
distributed by the Chamber of Commerce.
If this event has received Arts Commission funding in the past, please explain any proposed
changes to the event and any change in the requested funding amount.
The events are the same as those funded by the Arts Commission in the past. The request has
been increased $100 in 2023 due to rising printing cost.

Describe how your project will benefit and consider the diverse population of the greater Port
Townsend community:
By hiring the renowned Swing Jazz musician Jonathon Doyle and other musician guests we hope
to create an enticing event that will draw locals from Port Townsend, Jefferson County, and folks
from other cities in Washington for an evening of dancing and live music. Our event will be by
donation and no one will be turned away from lack of funds. Based on similar past events people
have traveled from as far as Olympia and Tacoma to attend live music swing events in Port
Townsend where Jonathon Doyle has performed.
Explain how the City’s funding will support the project. If the project can still be done without City
funding, show how the requested funds will improve the project:
The event is not likely to happen without grant funding as we are hoping to hire at minimum 4 or 5
musicians. This is by far the largest expense. We will likely receive enough from donations to
cover the venue but will need help to pay for the band.

is designed to bring in visitors from the area, how you will advertise to those visitors:
It will likely draw in locals and visitors alike. Our volunteer swing group has a mailing list of those
interested in such events, as well as an active facebook page.

Bill Evans’ SummerDance Concerts (July 21, 22, and 28 at the JFK Hall on the Fort Worden
campus) are an inclusive opportunity for the local community and visitors to come together! The
SummerDance Concerts are couched in the 9th annual Somatic Dance Conference and the 24th
annual Bill Evans Teaching Institute, both occurring on the Fort Worden campus. The three
concerts that comprise SummerDance 2023 will benefit many members of our community who
will enjoy world-class dance concerts right here in our magical hometown. Those who come from
a distance will be exposed to our vibrant Port Townsend performing arts scene.
Bill Evans, permanent resident of Port Townsend since September, 2018 and internationally-
renowned professional artist, has had an extensive impact on the global dance-world as a
choreographer, performer, producer and educator. He is investing his time and wisdom in our
local dance community. He has trained and featured Jefferson County dancers in his
performances and has supported their creative and artistic endeavors as choreographers.
Additionally, he brings guest artists from all over the world to our doorstep. Most recently Utah’s
Repertory Dance Theatre (RDT) performed Quadruple Bill, an evening of Evans’ works free of
charge in the Fort Worden Chapel, followed by a community class taught by Evans free and open
to the public.
The SummerDance concerts will feature a comprehensive variety of artistic and choreographic
voices. Participating dancers will come from Washington, New York, Texas, Oklahoma, Kansas,
Georgia, California and Maryland. This concert series will be a celebratory, thought-provoking and
engaging—an opportunity for the public to see a range of artistic perspectives in dance from
around the country and to contemplate the content of the work.
Explain how the City’s funding will support the project. If the project can still be done without City
funding, show how the requested funds will improve the project:
We will offer the evenings of July 21 and 28 as “pay what you can.” To do this, we ask for
assistance from the Port Townsend Arts Commission. The cash expenses required to produce
these concerts are greater than the anticipated income. Evans is asking for $1,000 from PTAC to
help reduce the shortfall. Help from the PTAC would be deeply appreciated and fully
acknowledged. This is the perfect concert series for both newcomers to dance and performing
arts veterans to enjoy local and national talent. We want the productions to be as accessible to
the public as possible.

is designed to bring in visitors from the area, how you will advertise to those visitors:
The Port Townsend Leader, The Peninsula Daily News, KTPZ and Bareboards Arts and
Entertainment have all supported previous Evans’ shows effectively. Evans has also accumulated
a list of emails of people who have purchased tickets to his Port Townsend performances and
those who have taken Evans’ community classes since 2019. All of those supporters will receive
messages about these shows. In addition, Evans makes donations to two local theatre and
dance/movement organizations that have online newsletters and have helped promote Evans’
events in the past. We will also post information on these concerts to Nextdoor. Social media are
also effective, both locally and elsewhere. Because Evans was based in Seattle in the ’70s and
‘80s, he expects that social media posts will attract some of his followers from there to spend a
day and maybe an evening in Port Townsend.
If this event has received Arts Commission funding in the past, please explain any proposed
changes to the event and any change in the requested funding amount.
PTAC has awarded Evans funding for a previous show in the JFK Hall at Fort Worden. Amidst the
pandemic, in September 2021, Evans asked for and received $500. For a weekend production in
June 2022, he asked for and received $1,000. Both grants helped make “pay what you can”
performances possible. Those grants were deeply appreciated, and all attendees were aware of
the support of the Port Townsend Arts Commission.
This event will be different from the previous concerts, as a number of local and national
choreographers as well as Evans, who is curating the series, will present work.

The Talkin Story podcast will feature local people of the global majority (PGM aka BIPOC) who are
quietly acting as flashpoints for social and cultural transformation within Port Townsend/East
Jefferson county. These are the people who have been steadily working almost under the radar to
craft a world in which they exist with sovereignty and creativity. They may or may not be in
designated leadership roles, but their very existence is a source of inspiration and a touchstone
within the PGM community primarily and the broader community as well.
Each episode in the podcast will not only spotlight the stories of local people of the global
majority in a high-quality format that will combine local music (where possible) with storytelling.
This project also seeks to provide opportunities for PGM youth mentorship with summer
internships for 1-2 high school students, who will hone written and verbal communication skills in
the process of supporting the development of the podcast series.
The podcast will be housed on easily accessible online platforms. We will also explore having it
publicly broadcast via the local Port Townsend radio station.
The series will culminate in a public “wrap” party at the Finn River Cider Garden in October. This
event will not only celebrate the completion of the project, it will also highlight the storytellers in
both visual and live performance formats.

funding, show how the requested funds will improve the project:
We are requesting $2000 which will go towards hiring a technician to do the post-production on
the 13 episodes. The project cannot be done without this technical support.
Explain how the project will either target Port Townsend/East Jefferson residents or, if the event
is designed to bring in visitors from the area, how you will advertise to those visitors:
This project will almost exclusively involve the support and stories of local PGM who reside in
Port Townsend and East Jefferson county as indicated above.
During the “wrap” party, the entire community will be able to experience and be inspired by some
of the unique talents of their PGM neighbors and friends.

This summer the Wilderbee Farm Poetry Series will host monthly poetry readings by poets from
around the Olympic Peninsula and beyond at the Wilderbee Farm in Port Townsend.. The first
poetry reading is scheduled for Sunday, May 21 at 3:00pm in Wilderbee’s meadery garden. The
farm is located just outside Port Townsend at 223 Cook Avenue. Our intention is to connect
literary arts to the land; as caretakers, farmers, and lovers of the Earth, and celebrate the natural
abundance and strong literary arts community in the region. Among the poets are Tess Gallagher,
Kathleen Flenniken, Laura Da', Lisbeth White, Rick Barot, and Gary Copeland Lilley. This FREE
poetry series is sponsored by Wilderbee Farm and The Production Alliance. (Check
wilderbeefarm.com for a list of upcoming dates, time, and guest poets.)
The series is co-sponsored by Wilderbee Farm, which is providing the venue at no cost, and the
Production Alliance, which is providing sound equipment and promotional assistance.
Poetry is intimate and compelling speech that can cross borders and awaken hearts and minds.
The Wilderbee Farm Poetry Series is dedicated to bringing people together to hear and enjoy the
voices of a variety of poets, poems, and poetic traditions. The participating poets are women and
men from a variety of backgrounds, encompassing underserved and marginalized communities
and experiences and including LBGTQ, African American, Indigenous, Latinx, Asian, and elder
poets. The Wilderbee Farm and the Production Alliance will market the readings through a
spectrum of media to reach diverse audiences in Eastern Jefferson County, the Olympic
Peninsula, and Seattle. (See Marketing Plan below)
Explain how the City’s funding will support the project. If the project can still be done without City
funding, show how the requested funds will improve the project:
The support of the PT Arts Commission would allow us to move forward and realize our project by
enabling us to hire a professional sound technician for six poetry events and to pay a portion of
our promotional expenses. A good sound system and technician are especially crucial because
we expect most of the readings will be held outside, in the Wilderbee Farm garden, and sound
quality could be affected by wind, car and truck traffic, and small planes. We want to ensure that
our audience members are able to hear the poets clearly. Our budget covers the fee for a
professional audio technician for all six events ($720), as well as printing expenses for postcards
and one-page programs to be distributed at the readings ($50). The Production Alliance has
donated the sound equipment.
Additionally, the support of the Arts Commission would help us to establish a new venue for the
literary arts in East Jefferson County. For many years NorthwindArt sponsored regular, well-
attended poetry readings as part of its mission, but ended their sponsorship of the literary arts in
2020, leaving poets and writers with few opportunities for public performances in Port Townsend
and East Jefferson County. Aside from pop-up readings from time to time, practioners of the
literary arts currently have few options for venues and performances. The Wilderbee Farm Poetry
Series seeks to remedy that by offering FREE public poetry readings six months out of the year.
Among the confirmed poets for the 2023 season are Rick Barot, Laura Da' (Eastern Shawnee),
Alice Derry, Tess Gallagher, Kathleen Flenniken (former Washington State Poet Laureate), Gary
Copeland Lilley (Artistic Curator, Port Townsend Writers’ Conference), Peter Pereira, Arianne True
(Choctaw & Chickasaw), and Lisbeth White.
This year (2023) is our inaugural season, our funding is limited, and the Arts Commission’s
support would greatly improve our changes of establishing a significant new venue for the literary
arts, with a professional technician to help ensure excellent sound quality and support toward
printing costs for postcards and programs.

is designed to bring in visitors from the area, how you will advertise to those visitors:
We'll publicize the series with paid advertising; social media; e-newsletters; newspapers, including
PT Leader, Peninsula Daily News, and Seattle-based publications; KPTZ; with regional tribes and
allied organizations; the Rose Theatre; and Bareboards to draw an audience of young and elder
residents, students, and visitors from the Olympic Peninsula and the wider region.
The Wilderbee Farm Poetry Series will connect the literary arts to the land, as caretakers, farmers,
and lovers of the Earth and celebrate the natural abundance and strong literary arts community in
the Pacific Northwest. We will be organized around a theme of caregiving for the series: Poets as
caregivers of the wider world, our beautiful, beleaguered world; of poetry; of families, communities
of humans, all manner of flora and fauna; tribes; nations; children; languages; our indivisible world.
Our vocation to take care as poets, whatever that means to each person.

Kozmopolis Theater Project (KTP). is committed to a post-pandemic rejuvenation our City's only
true "black box" theater as a vital "workshop" component of a thriving larger Port Townsend
theatre arts community. KTP plans to develop ongoing reader's theater and process theater
programs to foster amateur performances of contemporary and original monologues and one-act
plays that address the aspirations of diverse individuals and peoples for world community.

The City's funding of this project will allow KTP to meet the Chameleon Theatre's rent rate
schedule for 9 workshop-rehearsals and 2 weekend performances of a production of "Voices of
Ukraine" in conjunction with the Center for International Theatre's "Worldwide Readings of
Ukrainian Plays" program. It will also provide for event promotion and necessary tech support.
The project could still be done without City funding, but KTP would need donated space for
rehearsal and performance and would not be able to provide synergistic support for the
Chameleon Theatre.

is designed to bring in visitors from the area, how you will advertise to those visitors:
These workshop rehearsals and performances will be announced in the Leader and in flyers to
invite participants and supporters throughout the project.The proposed project is a pilot-workshop
program targeting larger, more public productions of "Voices of Ukraine" that KTP is planning to
stage in September. KTP envisions the City of Port Townsend as a festival-destination arts
community capable of hosting a live theatre festival. The black box space of the Chameleon
Theatre can provide an essential incubator for youth and the entire community to find and their
theatrical talents. As such, it could be an integral component--in conjunction with Key City Theatre
and the possibility of a Centrum theater arts space--of our City's live theater infrastructure.
