A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF PORT TOWNSEND
SUPPORTING THE HOOD CANAL COORDINATING COUNCIL
WHEREAS, the Hood Canal Coordinating Council, hereafter referred to as "the
Council," was created in 1985 and charged with coordinating planning and education programs
and activities regarding water quality and related resources in the Hood Canal watershed; and
WHEREAS, the Council has demonstrated its commitment to working toward healthy,
sustainable, and harvestable populations of all Hood Canal salmon stocks in the Hood Canal
watershed; and
WHEREAS, the Council has taken the first steps toward the development of a Hood
Canal salmon habitat recovery plan by: (1) adopting a Work Plan for 1999-2001 that places
priority on salmon recovery; (2) reorganizing to meet additional obligations; (3) commissioning
preparation of the Hood Canal Salmon Recovery Inventory; (4) exploring other models; (5)
hiring additional staff; (6) inviting more stakeholders to the table; (7) tracking legislation
relating to salmon recovery; (8) seeking State and Federal funding; (9) redirecting its education
program; and (10) engaging in numerous discussions with State and Federal agencies, tribes,
and local watershed group to ensure coordination of efforts; and
WHEREAS, the Council intends to coordinate the development and implementation of
the Hood Canal portion of Washington State's overall salmon habitat recovery strategy for
summer chum salmon in the immediate future, and to initiate the development of similar
strategies for Puget Sound Chinook salmon and other species as appropriate and as resources
allow; and
WHEREAS, the ongoing Summer Chum Conservation Initiative planning process
provides an appropriate vehicle for the Council to participate in the development and
implementation of the habitat component of that plan; and
WHEREAS, the Hood Canal watershed makes up the majority of the Evolutionarily
Significant Unit (ESU) for summer chum salmon and a portion of the ESU for Puget Sound
Chinook salmon, both of which have been proposed for listing as "threatened" under the
Federal Endangered Species Act by the National Marine Fisheries Service; and
WHEREAS, legishtion passed in 1998 (ESHB 2496) provides the framework for the
Council to undertake the tasks outlined in this resolution, and the funding needed to proceed,
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port
Townsend that the City Council endorses the authority, role and activities of the Hood Canal
Coordinating Council as follows:
1. The Hood Canal Coordinating Council is designated the "Lead Entity," pursuant
to language in ESHB 2496, that will develop a habitat restoration project list and assume
responsibility for the coordination of the salmon habitat recovery effort in the Hood Canal
region.
2. The geographic area to be included in the Council's efforts includes all of the
land and water within the hydrographic boundary of the Hood Canal watershed and that
portion of Jefferson County that lies within the ESU for the Hood Canal/Strait of Juan de Fuca
summer chum salmon.
3. The Council will continue to pursue partnerships with jurisdictions outside the
Hood Canal Coordinating Council membership counties but within the Hood Canal/Strait of
Juan de Fuca Summer Chum ESU to promote effective restoration planning for the ESU.
4. The Council will enter into Interlocal Agreements with other entities involved in
watershed planning and salmon habitat restoration under ESHB 2514 and ESHB 2496 within
the summer chum ESU that details a process for coordination among the parties.
5. The Council will broaden its scope of interest, redirect its programs and
activities, and partner with other entities as necessary to meet additional obligations brought
about by proposals to list Puget Sound Chinook salmon or any other species for protection
under the Endangered Species Act.
ADOPTED by the City Council of the City of Port Townsend and signed by the Mayor
on this 6th day of July, 1998.
