RE: Sergeant Promotional Process
The City has arranged with Public Safety Testing (PST) for a Sergeant promotional
exam on May 3, 2023. PST will conduct a supervisory skills and abilities test, which
evaluates five elements:
1. Oral communication
2. Interpersonal insight
3. Judgment
4. Decisiveness
5. Delegation & control
The Commission has previously approved a change to the Sergeant job description, a
temporary waiver of the education requirement, and the application form.
PST recommends that the above five elements receive a maximum score of 5
points (or 20%) each, and staff recommends that the following additional
percentages be added to the final PST score:
• Associate Degree: 5%
• Bachelor's Degree: 5%
• 5 years' service as a police officer: 1.5%
• 10 years' service as a police officer: 3.5%
• 15 years' service as a police officer: 5%
Time served as a police officer with organizations other than PTPD will count toward the
longevity calculation. Staff does not recommend setting a minimum passing score.
When staff receives the verified scores from PST, the Acting Chief Examiner will
calculate the additional points to be added to the scores. At that time, staff will present
the Commission with a ranked promotional list for certification and will notify the
candidates of their score and rank.
Motion: Approve the recommended scoring and weighting for each portion of the exam
and the additional scoring for education and years of service.
