RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
AUTHORIZING THE CITY CLERK AND THE PEG ACCESS COORDINATING
COMMITTEE TO' AWARD CONTRACT(S) FOR IDENTIFIED CAPITAL
EQUIPMENT PURCHASES FOR THE PEG ACCESS STUDIO
The City Council of the City of Port Townsend, Washington, does resolve as follows:
WItERE~, the City is in the p~s of establishing and operating a Public, Educational
and Governmental (PEG) Access Studio located at the Port Townsend High School.
WHEREAS, the PEG Coordinators have worked with the PEG Access Coordinating
Committee to develop an equipment list for setting up the PEG access production, editing and
broadcast studio (Attachment A).
WHEREAS, for purchases subject to bidding law requirements, the City intends to follow
the "competitive negotiation" process for purchase of telecommunications equipment, authorized
by RCW 39.04.270, as an alternative to the vendor's list or sealed bid process set forth in
Resolution No. 95-93, adopted by the City on August 7, 1995.
~EAS, the PEG Access Coordinators have and will. continue to consult with the City
Attorney's office regarding compliance with bidding law requirements.
NOW, T~HEREFORE, BE IT RESOLVED, by the City Council for the City of Port
Townsend recommends the following:
1. The City Clerk, as the del~'tment representative on the PEG Access Coordinating
Committee, is hereby authorized to authorize the purchase of capital equipment out of budge .t~d
monies for expenditures under $7,500 (the amount under which the bidding laws do not apply).
2. For expenditures subject to bidding requirements, the PEG Access Coordinating
Committee, or a subcommittee' thereof, is hereby authorized to review and award contracts out
of budgeted monies pursuant to the competfive negotiations process, set forth in RCW 39.04.270.
ADOPTED by the City Council of the City of Port Townsend and signed by the Mayor
on this 2nd day of November, 1998.
