Civil Service Commission Special Meeting Minutes

Members Present: Richard Knight (Chair), Gail Ryan, and Troy Surber
Staff Present: Interim HR Manager Amber Long (Acting Chief Examiner) and Police Chief Tom Olsen
Topic Motions/Recommendation/Action
Call to Order The meeting was called to order at 4:17 p.m.
Approval of Minutes Motion to approve minutes of October 6, 2022 passed unanimously.
Public Comment None
Action: Approve Entry Level Hiring List Motion passed unanimously to approve the entry level officer hiring list.
Action: Approve Lateral Hiring List Motion passed unanimously to approve the lateral officer hiring list.
Hiring Update The Chief explained that there are three openings, one of which is for a sergeant, and mentioned the sergeant promotional process, which will commence this
spring.
Set Regular Meeting Time The Commission agreed to change the regular meeting time to 4:15 p.m. on the first Thursday of every month.
Election of Officers The Commission agreed to re-elect Richard Knight as Chair and to elect Troy
Surber as Vice Chair.
Next Meeting February 2, 2023 at 4:15 p.m.
Meeting Adjourned The meeting was adjourned at 4:53 p.m.

TO: Civil Service Commission FROM: Amber Long, Acting Chief Examiner RE: Request for Extension of Provisional Appointment
At its October 6, 2022 meeting, the Civil Service Commission approved the provisional
appointment of Jon Stuart as Acting Sergeant. Due to department needs and staffing
challenges, the Chief foresees the need to have a second sergeant (in addition to
Sergeant Jason Greenspane) until a new sergeant is selected through the promotional
process being arranged through PST in May. The Chief requests that Jon Stuart
continue to serve as Acting Sergeant for up to four months.
Rule 9, Section 4 of the Civil Service Rules addresses provisional appointments:
“Whenever there are urgent reasons for filling a regular position in a class for
which appropriate employments lists are not then available, the Commission
may authorize the Appointing Authority to fill the vacancy by a provisional
appointment. In such case, the Commission may recommend persons to the
Appointing Authority or may approve the appointment of a person nominated
by the Appointing Authority provided that the person nominated possesses
the qualification essential to the performance of the work of the class.
Provisional appointments shall be terminated at such time as an appointment
can be made from an employment list and shall be for not longer than four
months except upon approval of the Commission. No person shall receive
more than one provisional appointment or serve more than four months
as provisional appointee in any fiscal year except upon approval of the
Commission. Provisional appointees may be discharged at any time for any
reason and shall have no appeal rights.”
Proposed motion: Approve extending the provisional appointment of Jon Stuart as
Acting Sergeant for up to four months (no later than June 6, 2023).

TO: Civil Service Commission FROM: Amber Long, Acting Chief Examiner RE: Change to Sergeant Qualifications in Job Description
In preparation for the Sergeant promotional process this spring, the Chief has reviewed
the job description and recommends the changes below to the minimum qualifications
for the position. These changes have been agreed to by Teamsters Local Union 589,
which represents the police officers and sergeants on City staff.
RECOMMENDED CHANGE TO QUALIFICATIONS 1. Required at time of appointment, an Associate Degree from an accredited college and 5 years of experience as a police officer, with at least 1 year at the
City of Port Townsend.
2. Positions in this classification are required to possess a valid driver’s license and the ability to meet the City’s driving standards. CURRENT REQUIRED QUALIFICATIONS
• Requires 90 college credit hours and/or work skills and life experience that are relevant to a law enforcement career and 5 years experience as a police officer including 3 years at the City of Port Townsend, or an equivalent combination of education and experience enabling the incumbent to perform the essential
functions of the position.
• Positions in this classification are required to possess a valid driver’s license and/or motorcycle endorsement and the ability to meet the City’s driving standards.
