SUMMARY STATEMENT:
The City and Teamsters Local 589, which represents the police officers on our staff,
have agreed to retention bonuses for current officers in good standing, recognizing that
the City sees value in retaining well trained, tenured staff. This agreement applies only
to officers who are currently in good standing at the time City Council approves the
Resolution and who did not receive a hiring bonus.
Each officer receiving the retention bonus must agree to continue employment with the
Port Townsend Police Department ("PTPD") for three years from the date of signing a
retention agreement. Should the officer leave the PTPD before completion of the three-
year period, the officer will be required to repay the retention bonus to the City. The
bonus would be $12,500 per officer, paid out over a three-year period. The City is
currently offering a $12,500 hiring bonus to incoming lateral officers, due to the
challenges of police recruitment.
The anticipated budget impact will be:
2023: $18,750
2024. $9,375
2025: $9,375
The bonuses were not specifically budgeted for in 2023. Depending on vacancy rates
and other police expenses, staff may need to request a budget supplemental later in the
later.

RESOLUTION NO. 23-011
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO EXECUTE A
MEMORANDUM OF AGREEMENT WITH THE TEAMSTERS LOCAL 589
APPROVING RETENTION BONUSES FOR CURRENT PORT TOWNSEND POLICE
OFFICERS IN GOOD STANDING
WHEREAS, the City sees value in retaining well-trained, tenured police officers; and,
WHEREAS, the City and Teamsters Local 589 have tentatively agreed to retention bonuses
for police officers in good standing who did not receive hiring bonuses; and,
WHEREAS, any officer who signs a retention agreement and leaves City employment
within three years will be required to repay the bonus; and
WHEREAS, the retention bonus is equivalent to the hiring bonus offered to new lateral
officers;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend to authorize the City Manager to execute a Memorandum of Agreement with the
Teamsters Local 589 approving retention bonuses for Port Townsend police officers in good
standing who did not receive hiring bonuses.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 17'h day of January 2023.
