This agreement applies only to officers who are currently in good standing at the time City Council approves the Resolution and who did not receive a hiring bonus. Each officer receiving the retention bonus must agree to continue employment with the Port Townsend Police Department ("PTPD") for three years from the date of signing a retention agreement. Should the officer leave the PTPD before completion of the three- year period, the officer will be required to repay the retention bonus to the City. The bonus would be $12,500 per officer, paid out over a three-year period. The City is currently offering a $12,500 hiring bonus to incoming lateral officers, due to the challenges of police recruitment. The anticipated budget impact will be: 2023: $18,750 2024. $9,375 2025: $9,375 The bonuses were not specifically budgeted for in 2023. Depending on vacancy rates and other police expenses, staff may need to request a budget supplemental later in the later.
