MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF OCTOBER
27,2022
CALL TO ORDER
The Planning Commission met in regular session on October 27,2022, in the City
Council chamber at 540 Water Street. Chair Lois Stanford called the meeting to order at
6:29 pm.
ROLL CALL
Commissioner present at roll call were Andreas Andreadis, Bob Doyle, Rick Jahnke,
Viki Sonntag, Samantha Bair-Jones, Neil Nelson and Lois Stanford.
Staff members present were DSD Director Emma Bolin, Planning Manager Judy
Surber, and Lonnie Mickle

APPROVAL OF MINUTES . AUGUST 24. 2022 AND JUNE 30. 2022
August 24,2022, minutes required a correction in spelling of Chairperson Stanford on
third page under the "Draft Diversity, Equity, and lnclusion statement caption.
Motion carried to approve 812412022 minutes once correction completed.
June 30,2022, minutes required correction of name on third page from "Heidi Webster"
to "Peggy Webster"

Amendments to PTMC Chapter 17.60 Temporary Use Regarding Tent Encampments
Debrief Jointl0ll9l22 cif|J- county Planning commission Meeting
Director of Planning and Community Development, Emma Bolin recapped prior
meetings with Olyc-ap, Bayside and the Joint County and City meeting held on October
19,20i2, about amendments to PTMC Chapter 17.60 Temporary use of regarding tent
encampments. The director then asked the commissioner for any ideas or questions to
take back to the Joint County and City planning commission for the joint planning
meeting in December.
The firsl part of the discussion started with the comment that it comes down to the
duration of the facilities and how the shelters do not fit the city's definition of temporary
use. Mentioning that what started as emergency tent shelters continued to help the
situations at the fairgrounds with the homeless, and then moving to a bigger investment
with wooden tents or tiny shelters. The discussion then turned to the conflation of the
shelter type versus the facility type and service offered as it relates to duration and cost.
The large two costs are the structure and the permitting for these locations. Finally, the
definitions in the codes need to be clarified as to help lower confusion between the
county and city. {
Once commisiioners gave their feedback, Emma Bolin, the Director of the Planning and
Community Development spoke about reformatting definition in Chapter 17.60
regarding iemporary use and going to the City Council to inform them that the
commission is still working on definitions.

Proposed Amendments to 17.72 Off-Street Parking and Loading
Residential Parking Requirements
Requirements -
Judy Surber, the city Planning manager recapped some of the presentation for the
committee earlier this year. Ms. Surber then asked the commission to review the
amendments for their approval to submit to the City Council to conclude the staff's
report. MS Surber listed the following: 1 is to eliminate the ADU parking requirements,
2, set standards for boarding houses, 3 reduce parking for multifamily, 4, reduce parking
if a home is a smaller home, 5, credit on street parking when a historic single-family
residence converts to a multifamily residence, 6, clarify on street parking does not
convey an exclusive use, 7, adopi a surface standard for onsite parking. Ms. Surber
then asked the commission to review the amendments for their approval to submit to
the City Council to conclude the staff's report.
Public Testimony:
Meg Lotus spoke about the comprehensive plan and her understanding of how the plan
will be able to maintain and enhance the city's character and atmosphere. Local
resident Scott Walker stated he is pleased that the parking amendments are moving
forward and like that we will meet the goals of the comprehensive plan of the city'
Resident Deborah Pedersen, read a letter to the committee.
The commissioner began discussions about the list of revisions on the draft to city
council focusing on 7 items mentioned below:

discussion was the single-family home, 1200 square feet or under and parking for

rea,iing of, "Engineer design standards" when it depends on roadways and parking'
This part of the J'iscussion was tabled for a later meeting. Another questioned asked
was about a credit for the conversion of historic homes just in the historic district of
town.
The Planning Manager, Judy Surber explained that the credit could be issued to any
home in the city if the home is eligible to be designated as a historic home. Ms. Surber
then clarified corrections and typos and asked about the strikeout and underline
language needs to read "it is 1 io1 for multifamily for senior housing and stated that staff
willtlarify what square footage is based on, whether it be gross or net.
Chair Lois Stanford instructed the commissioners to review the proposed memo being
sent to the city council for Amendment 17.72 off street parking and loading Ms- Lois
proceeded to go through each page of the memo asking the commissioners if they have
any questionstr correttions. Commissioner Rick Jahnke mentioned that on page one,
unOer the number one bullet point, there is an option missing for multifamily and an
option for multifamily, sixty-five years and older.
Commissioner Vicki Sonntag motioned to amend the proposed memo to add in a credit
for one on street parking spice counted towards the required parking for a single-family
dwelling unit if it meets engineering design standards in the memo. Commissioner Bob
Doyle seconds. The commissioners pass this amendment to the memo.
Chair Lois Stanford then ask the commissioners to vote on the proposed memo
amendments to 17.72 Off-Street parking and loading requirements to send to City
Council. Commissioner Rick Jahnke motions to approve the findings, conclusions, and
recommendations as amended and direct staff to fonruard to city council. Commissioner
Doyle seconds the motion. Motion passes unanimously.
