A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
REQUESTING THAT THE JEFFERSON COUNTY AUDITOR CONDUCT THE SPECIAL
'CITY COUNCIL ELECTION TO BE HELD THEREIN ON THE 2ND DAY OF FEBRUARY,
1999, BY MAIL BALLOT, IN ACCORDANCE WITH RCW 29.36.121
The City Council of the City of Port Townsend, Washington, does resolve as follows:
WHE~S, the City of Port Townsend, Washington is a Non-Charter Code City under the
laws and statutes of the State of Washington, currently operating under the Mayor-Council plan
of government as set forth in Chapter 35A. 12 RCW; and
WHEREAS, the provisions of Chapter 35A.06 RCW provide'a method by which a plan of
government can be abandoned, and a new plan of government adopted in its place; and
WHEREAS, at a Special Election held on September 15, 1998, Port Townsend's voters
approved a change in the plan of government to the Council-Manager form. This decision by the
voters requires that an election be conducted for all City Council seats; and
WHEREAS, a Primary Election for the City Council was conducted on November 3, 1998,
with the field of candidates narrowed to finalists who will stand for election at a Special Election
to be conducted on February 2, 1999; and
WHEREAS, RCW 29.36.121 enables the City Council to request that the Jefferson County
Auditor conduct the election by mail ballot. The Council finds that by conducting the election by
mail ballot, the cost of the election borne by'Port Townsend's resident taxpayers will be lessened,
and voter mm-out is anticipated to be greater. The City Council finds that by encouraging voter
participation, the Council elected on February 2, 1999 will have the broadest possible mandate
from the public, and will best represent the diverse interests of the community,
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port
Townsend as follows:
SECTION 1. Based upon the above Findings, the Council finds that it is in the best
interests of the residents of Port Townsend to conduct the February 2, 1999 City Council election
by mail ballot.
SECTION 2. ' In accordance with RCW 29.13.020 and 29.36.121, the Port Townsend City
Council hereby requests that the Jefferson County Auditor, serving as ex officio supervisor of
elections, conduct the City Council election on February 2, 1999 by mail ballot.
SECTION 3. By adopting this Resolution, the Port Townsend City Council acts pursuant
to Washington law, requiring that the City take action following submission by a valid petition
seeking change in the plan of government, and enabling the Council to request that elections be
conducted by mail ballot. By enacting this Resolution, the City Council does not take any official
position in favor of, or opposed to, any candidates for public office.
SECTION 4. This resolution shall be in full force and effect upon its passage in its
entirety as provided by law.
