A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AN AGREEMENT WITH
JEFFERSON COUNTY PUBLIC UTILITY DISTRICT No.Jl REGARDING THE
PURCHASE OF LAND IN THE CITY ANDAUTHORIZING THE FINANCE DIRECTOR
TO ISSUE WARRANTS FOR THE PURCHASE OF THE LAND IN ACCORDANCE WITH
THE AGREEMENT
Whereas,
The City of Port Townsend ComprehenSive Plan adopted by
Ordinance No. 2539 sets forth goals and policies
regarding the acquisition of public open space and
trails; and
Whereas,
One of the City's most significant public open spaces is
the natural area adjacent to Kah Tai Lagoon Park which is
accessed by means of a trail system currently connected
to the right of way for Kearney Street through land
owned by Jefferson County Public Utility District No. 1;
and
Whereas,
The draft of the City of Port Townsend Parks, Recreation
& Open Space Functional Plan that has been reviewed and
approved by the City Parks and Recreation Commission and
the City Planning Commission establishes a priority for
securing the integrity of Kah Tai Lagoon Park through the
acquisition of adjacent parcels; and
Whereas,
The land owned by Jefferson CoUnty Public Utility
District No. 1 also provides a buffer to the lagoon,
wetlands and associated wildlife habitat and the
preservation of such buffers is consistent with the
Comprehensive Plan and the EnvirOnmentally Sensitive
Areas Ordinance; and
Whereas,
Jefferson County Public Utility District No. 1 is willing
to sell to the City all of its land adjacent to the right
of way for Kearney Street for a pri~e of $114,000, which
is the fair market value determined by a certified
Washington appraiser,
N O W T H E R E F -O R E
BE IT RESOLVED BY THE CITY COUNCIL OF THE C~TY OF PORT TOWNSEND
that it authorizes the Mayor to sign an agreement with Jefferson
County Public Utility District No. 1 regarding the purchase of
Lots 1 through 34, inclusive, in Block 24, Railroad Addition, as
per plat recorded in Volume 2 of Plats, ,page 78, records of
Jefferson County, Washington, for the price of $114,000; and
BE IT FURTHER RESOLVED that the Finance Director is authorized to
issue the warrants necessary to complete the purchase of the land
in accordance with said agreement.
Adopted by the City Council of the City of Port Townsend and signed
by the Mayor this 7th day of December, 1998.
