View Time: 3:30 – 5:00 p.m. Discussion • Introductions ▪ Stakeholder Group introduced themselves. ▪ Chris Jones introduced himself as Principal in Charge. He then introduced the design team: • Rebecca Melvin, Project Manager. • Agenda ▪ Chris described the agenda being roll call, reiterate what we heard last time and collate the decision-making criteria. ▪ Carrie will speak about ongoing outreach efforts from students. ▪ Fifteen minutes talking through project launch. ▪ 4:30-4:50 for people to reflect on site considerations and sense of place. What are some of the aspects of the golf course and mt. view that engage you viscerally. ▪ Last ten minutes we will talk through schedule and next steps. ▪ Chris mentioned David Hein, golf course consultant and Kristin Andersen, public outreach will be on site for the launch. ▪ Carrie mentioned Panya Cho has not confirmed, but Ezra and Addie have confirmed. ▪ Chris reiterated the groundrules: ▪ If you are on the phone, we ask that you stay on mute, unless you’re speaking. If you are a stakeholder place comments in chat box. ▪ Comment in chat box. ▪ If you’re a member of the public, this is an advisory group meeting, please place comments through website. • Decision Making Criteria – what we heard from you ▪ Rebecca wanted to loop back to the decision making criteria that was established during the last meeting. Their input is attached at the end of this document. ▪ Chris added that while there is a lot of information here – this information will be posted to the project website. • Project Launch Agenda ▪ Chris described wanting to talk through the information and agenda for the upcoming Project Launch on site: • Date: Tuesday, October 25, 2022 • Time: 2:00 p.m. – 4:00 p.m. • Details: • Golf course o Carrie Hite – City of Port Townsend o Chris Jones – landscape architect consultant o David Hein – golf course consultant • Mt. View Commons o Rebecca Melvin – landscape architect consultant o Kristin Anderson – public outreach consultant ▪ Sandwich boards will be placed onsite. ▪ Chris asked for stakeholders join and help with Project Launch. ▪ The information being presented is informational and intended as a meet and greet with the City and design team. ▪ Chris asked for feedback on messaging. Seismic hazard area noted on the plan. ▪ Site plan notes parking and transit. Intended to initiate a conversation and extents of the study. ▪ 2nd board will enumerate the project schedule in summary form. ▪ Team is available to answer questions. Project Goals and objectives will be illustrated on a board as well. ▪ Rebecca asked if stakeholders should identify themselves at the project launch. Chris and Carrie confirmed that would be appreciated. ▪ Tim said he can give tours. Asked if facilities at Mt. View will be open. Carrie confirmed. ▪ Last component of the project launch is getting feedback on two questions: • As the City plans for the future of the Port Townsend Golf Course and Mountain View Commons Campus, a variety of considerations will guide the final decision (for example, cost, technical feasibility, equity, accessibility, and community input). In your opinion, what are the top 3 considerations? • Please share your creative thoughts or ideas on how we can best engage the Port Townsend community? ▪ Chris mentioned community call fill out cards on site. ▪ Carrie mentioned that the city has an online comment opportunity. The log is also posted on the project website. ▪ John asked if after this meeting there can be comment cards at the stakeholder meeting. Chris said the design team can make these available. ▪ Jennifer asked if people should submit names and contact info. Carrie is asking for names and contact info from online comments. About 150 people on that distribution list. ▪ Forest asking about who comprises ‘the community’ – Carrie said if they use the space, they are part of the community. ▪ Tim was curious about the county use of the spaces. Is outreach planned to engage the county? Carrie said she has not included that. Tim wants to make sure this gets to the greater county. Carrie mentioned it has been advertised in numerous means. Carrie appreciated the comment and is asking for ideas. Happy to chat with the food bank. ▪ Sonja offered getting the word out through the food bank. ▪ Chris discussed location and staging of boards outside of the clubhouse if the weather is accommodating. Carrie to check with Gabe. Mt. View staging will be on the sidewalk under the overhang of the pool. Red Cross room is also available. Andy said he would check his usage calendar. • Site Considerations and Sense of Place ▪ Chris asked for community members to share sense of place. ▪ Comments are provided at the end of these meeting notes. • Schedule ▪ Chris summarized high level/simplified schedule summary that will be shared with the community at the Project Launch. ▪ Carrie mentioned we are touching base with Stakeholders before public outreach efforts. • Next Steps ▪ Chris shared the following tentative dates for upcoming Meetings. • Tuesday, October 25th Project Launch • Tuesday, November 15 Stakeholder Meeting #3 • Tuesday, November 22 – Parks and Trails Commission Meeting #1. • Thursday, December 20 – Stakeholder Meeting #4. ▪ Monica asked how many staff will be at each site. Carrie described the parks and design team staff that will be in attendance. Monica said she will show up. Also expressed concern about staffing giving community interest. ▪ Addy shared her experiences driving pass the golf course every day. She says she’s not a golfer and cannot go there. Would like to have a place for all ages, kids and everybody. It would be cool if it were changed into a place for her age. ▪ Chris asked for a show of hands of who can support the Project Launch. Carrie mentioned we’ll arrive at 1:45 to setup. Website cards will be available to community. ▪ Stakeholder mentioned whether the environment was a decision making criteria relative to climate change. What happens if CIty Council is not supportive of the recommendations. Carrie mentioned City Council can make a separate decision. Would hate to get to the end of the process to have their recommendation not heard. Feel likes that won’t happen. ▪ Forest shared an experience with parks boards who approved his project and City Council approved it. Carrie stressed the importance of the stakeholders. ▪ Carrie mentioned all information is being posted to the website.
