HomeMy WebLinkAbout052622CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF MAY 26, 2022 CALL TO ORDER The Planning Commission met in regular session on May 26, 2022, in the City Council Chambers at 540 Water Street. Commission members participated via GoToMeetings due to COVID protocols. Chair Lois Stanford called the meeting to order at 6:30PM. ROLL CALL Commissioners present at roll call were Samantha Bair -Jones, Bob Doyle, Rick Jahnke, Neil Nelson, Viki Sonntag, and Lois Stanford. Staff members present were Planning Manager Judy Surber and Code Compliance Officer KT Labadie filling in for the Clerk's Office. ACCEPTANCE OF AGENDA The agenda was accepted without change. APPROVAL OF MINUTES Minutes of April 28, 2022, were unanimously approved with minor modifications. GENERAL PUBLIC COMMENT There was none Planning Commission Minutes of May 26, 2022 Page 1 of 3 OLD BUSINESS A. Shoreline Master Plan Program Periodic Update Planning Manager Judy Surber provided a brief update on the status. The update has essentially been placed on hold due to the Director vacancy. Ms. Surber spoke with Ecology staff who suggested the city narrow the scope of optional amendments if it would help accelerate the adoption process. Ms. Surber noted, Port of Port Townsend relayed that Jamestown S'Klallam Tribe no longer wishes to pursue amendments to allow aquaculture at Point Hudson Marina. There was no public comment or deliberation. B. Interim Ordinance Amending PTIVIC 17.60 Temporary Uses regarding Tent Encampments Planning Manager Judy Surber provided an update. Council conducted First Reading of the proposed Interim regulations (Ordinance 3291) at their May 16, 2022, regular business meeting. Council is slated to conduct a noticed public hearing and act on Ordinance 3291 on June 6, 2022. C. Proposed Amendments to 17.72 Off -Street Parking and Loading Requirements — ADU Parking Requirements Subcommittee members Jahnke and Sonntag shared a draft letter to Council for the Commission's consideration. Discussion ensued. Motion: Nelson moved to approve the letter with minor modifications. Commissioner Doyle seconded. Motion passed unanimously. NEW BUSINESS A. 2023 Workplan Recommendations Planning Manager Judy Surber briefly set the context for the discussion. Commissioners brainstormed a response to the questions poised in Mayor Faber's letter. Commissioner Sonntag volunteered to compile references and examples pertaining to the recommended action items. Motion: Samantha Bair -Jones: Motion to appoint subcommittee of Neil Nelson and Rick Jahnke to work with staff on refining the Commissions response to Mayor Faber's letter for further consideration at our June meeting. Second by Bob Doyle. Motion passed unanimously. UPCOMING MEETINGS Planning Manager Judy Surber announced City Clerk Joanna Sanders has accepted a position with the Port of Port Townsend. KT Labadie has offered to assist with Planning Commission meetings until a new clerk is retained, however, we Ms. Labadie is not available for the next regularly scheduled meeting of June 23, 2022. Planning Commission Minutes of May 26, 2022 Page 2 of 3 Motion: Commissioner Sonntag moved to reschedule the June 23 meeting to June 30, 2022, at 6:30pm. Second by Commissioner Jahnke. Motion passed unanimously. Planning Manager Judy Surber announced that Planning Commission meetings will return to "in-person" in Council Chambers beginning in June. There were no communications.
