Topic Motions/Recommendation/Action
Call to Order The meeting was called to order at 2:02 p.m.
Approval of Minutes Motion to approve minutes of July 13, 2022 passed unanimously.
Public Comment None
Action: Approve Entry Level Officer
Eligibility List
Motion passed unanimously to approve the entry level officer hiring eligibility list.
Action: Approve Lateral Officer Eligibility
List
Motion passed unanimously to approve the lateral officer hiring eligibility list.
Authorize Examination Announcement
Process for Police Officers
Chief Olsen and Chief Examiner Martinez answered Commissioner questions
about what advertising has been done recently. Motion passed unanimously to authorize the Chief Examiner to post notice of the Police Officer vacancies and announcement of PST examination dates on the City’s website instead of in a
newspaper.
Hiring Update Chief Olsen stated that there are 5-6 officer openings and that staff expects an application soon from someone who wants to join the Commission.

TO: Civil Service Commission FROM: Pamela Martinez, Chief Examiner RE: Request for Approval of Provisional Appointment
Sergeant Garin Williams left employment with the City in June 2022. Chief Olson has
temporarily appointed Detective Jon Stuart as Acting Sergeant while the City makes
arrangements for the promotional testing process. The earliest date the Chief could
secure with PST for a promotional assessment center was in May 2023. The Chief
requests that Detective Stuart continue to serve as Acting Sergeant for up to four
months. Detective Stuart was hired as a lateral officer in 2014.
Rule 9, Section 4 of the Civil Service Rules addresses provisional appointments:
“Whenever there are urgent reasons for filling a regular position in a class for
which appropriate employments lists are not then available, the Commission
may authorize the Appointing Authority to fill the vacancy by a provisional
appointment. In such case, the Commission may recommend persons to the
Appointing Authority or may approve the appointment of a person nominated
by the Appointing Authority provided that the person nominated possesses
the qualification essential to the performance of the work of the class.
Provisional appointments shall be terminated at such time as an appointment
can be made from an employment list and shall be for not longer than four
months except upon approval of the Commission. No person shall receive
more than one provisional appointment or serve more than four months as
provisional appointee in any fiscal year except upon approval of the
Commission. Provisional appointees may be discharged at any time for any
reason and shall have no appeal rights.”
Proposed motion: Approve the provisional appointment of Jon Stuart as Acting
Sergeant for up to four months beginning October 6, 2022.
