Adjourn Civil Service Commission Minutes – July 13, 2022 Page 1 of 1 Civil Service Commission Minutes Date: July 13, 2022 Scheduled Time: 4 p.m. Location: City Council Chambers, 540 Water Street Members Present: Richard Knight (Chair) and Gail Ryan Staff Present: Director of People and Performance Pamela Martinez (Chief Examiner), Police Chief Tom Olson, and HR Generalist Amber Long Topic Motions/Recommendation/Action Call to Order The meeting was called to order at 4:01 p.m. Approval of Minutes Motion to approve minutes of April 7, 2022 passed unanimously. Public Comment None Commissioners commented on the need to change the way the Commission operates, such as increasing membership and clarifying or expanding the Commission’s role. Chief Examiner Martinez suggested revising the Civil Service Rules. Chief Olson will reach out to a community member who has expressed interest in joining the Commission. Action: Approve Entry Level Officer Eligibility List Motion passed unanimously to approve the entry level officer hiring eligibility list. Hiring Update Chief Olson gave an update on hiring. Two candidates on the entry level hiring list will be moved forward into background checks. Two potential laterals have reached out to the Chief recently. Next Meeting To be determined. Meeting Adjourned The meeting was adjourned at 4:26 p.m. 08/04/22 Action Item on Civil Service Commission Agenda Page 1 of 1 Civil Service Commission 250 Madison Street Port Townsend WA 98368 (360) 379-5045 MEMORANDUM TO: Civil Service Commission FROM : Pamela Martinez, Chief Examiner DATE: August 4, 2022 SUBJECT: Approve Civil Service Recruitment Process for Police Officers Due to challenges in recruiting qualified police officers to fill current vacancies, the City has been reassessing prior recruitment practices. Advertising vacancies in the newspaper does not seem to be yielding candidates, as most candidates now search for jobs online. We request that the Commission approve a revision to the recruitment process as follows: Item VI.C. Action Item: Authorize Examination Announcement Process for Police Officers The Commission’s responsibility is to authorize announcement of the examination. Recommended motion is as follows: • Motion 1: As per Rule 5, Section 1 “Announcement of Examinations,” the Commission authorizes the Chief Examiner to post notice of the Police Officer vacancies and announcement of PST examination dates on the City’s website instead of in a newspaper.
