Townsend DEVELOPMENT SERVICES Memo TO: FROM: DATE: RE: 250 Madison Street, Suite 3 Port Townsend, WA 98368 1360.379.5095 1 www.cityofpt.us 1 May 3, 2022 HPC Judy Surber, Planning Manager June 3, 2022 Nomination of Residence at 734 Foster First Touch at HPC MEETING DATE: June 7, 2022 Summary'Statement On February 7, 2022, the city received application from Ms. Jenny Cole to demolish her residence and garage at 734 Foster Street (DEM22-001). The structures are outside the historic overlay district but may be eligible for designation. If determined to be eligible, demolition or exterior alteration of the structures would be subject to Chapter 17.30 Historic Preservation Code. Using the "Historic Residential Property Inventory Methodology and Scoring System" John McDonagh, Senior Planner and Richard Berg, HPC Chair, conducted a site visit and completed the scoring checklist (Exhibit 1). Subcommittee At the May 3, 2022, meeting, HPC moved to appoint a subcommittee to review the scoring and report back to the full committee on both the scoring and proposed demolition. On May 20, 2022, subcommittee members Craig Britton and Walt Galitzki and city staff, Judy Surber (Planning Manager) and Matt Logue (Building Inspector) met Ms. Cole (owner) and her brother (contractor) on-site. The subcommittee reviewed the scoring checklist while observing the exterior of the building. Staff took photos (Exhibit 2). A interior walk-through was also conducted in association with the application for demolition (HPC22-010). On June 3, subcommittee members met virtually with Judy Surber (Planning Manager) to discuss their views; reflected in the annotated checklist (Exhibit 1). Process and Review Criteria The process for designating and listing a structure on the Port Townsend register of historic places in Chapter 7.., 72 PTMC allows a designation with owner consent, and HPC review and decision. However, in this case, Ms. Cole does not consent and therefore, the process for designation is provided in PTMC 17.30 Article II. Members of the historic preservation committee or the committee as a whole may generate nominations. If nominated, a Type II permit process will be initiated (PTMC 17.30 Article II). Mailed notice is required. The Director shall consider the HPC recommendation and issue his/her decision which may be appealed to the City's Hearing Examiner. 17.30.250 Historic place — Criteria for determining designation in the register. A. The following structures are deemed historic structures and are included or deemed eligible for designation and inclusion on the Port Townsend register: 4. Structures which meet the criteria for determining designation on the Port Townsend register of historic places, pursuant to subsection B of this section. B. The criteria for determining designation on the Port Townsend register of historic places are set forth in the Historic Preservation Designation Manual . Preliminary Scoring sheets for two residences to the east are provided for context (Exhibits 4 and 5). HPC Discussion and Recommendation 1) Is the scoring accurate? 2) Based upon the criteria for designation in the historic register (PTMC 17.30.250), does HPC nominate the residence and/or garage for designation? If no, no further action is required. 3) If yes, HPC will need to make a motion and forward findings, conclusions, and recommendation to the director. Sample Motion: Move to nominate the residence/garage addressed as 734 Foster Street and recommend the Director issue a certificate of designation. Furthermore, the HPC appoints a subcommittee of * and * tasked with documenting today's discussion in the form of HPC's findings, conclusions, and recommendations for the Chair's signature.
