A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, EXPRESSING SUPPORT FOR THE DEVELOPMENT OF A SISTER
CITY RELATIONSHIP WITH ICHIKAWA-CHO, HYOGO, JAPAN, ENCOURAGING
RESIDENTS OF THE COMMUNITY TO PARTICIPATE IN THE RICH CULTURAL
EXCHANGE EXPERIENCE AND PROCLAIMING THE WEEK OF MAY 10-16 AS
ICHIKAWA CULTURAL EXCHANGE WEEK.
WHEREAS,
on February 1 lth, 1997, a delegation of the City Council and Port
Townsend School District visited the Hyogo Business and Cultural Center
in Seattle, Washington; and
WHEREAS,
on May 13-16, 1997, Mayor Ozaki and representatives of the
Ichikawa-cho Assembly visited Port Townsend to discuss the possibilities
of a sister city relationship; and
WHEREAS, on November 9, 1997, Mayor Ozaki and Mayor McCulloch were guest
speakers at the International Sister Cities Conference in Tokyo, Japan; and
WHEREAS,
on November 11-16, 1997, Mayor McCulloch, Superintendent of Schools
Medina, representatives of the City Council and School Board and three
Port Townsend High School students visited Ichikawa-cho to discuss the
possibilities of a sister city relationship; and
WHEREAS, on November 13, 1997, Mayor Ozaki made a commitment to form an
international association to foster the sister city relationship; and
WHEREAS,
on May 13-16, 1998 Deputy Mayor Miyuara, Superintendent Nagara and
representatives of the Ichikawa International Association visited Port
Townsend; and
WHEREAS,
on May 15, 1998, Mayor McCulloch and Deputy Mayor Miyuara signed a
Memorandum of Understanding that both communities desired to form a
sister city relationship; and
WHEREAS,
on August 17-23, 1998, fifteen students and three teachers from
Ichikawa-cho visited Port Townsend and were guests of Port Townsend
High School students and their families; and
WHEREAS,
on November 1-11, 1998, fourteen Port Townsend High School students,
James Roberts, teacher and Arcella Hall, principal, visited Ichikawa-cho
and were guests of Ichikawa students and their families; and
WHEREAS,
on March 12, 1999, a delegation from Ichikawa-cho visited Mayor Rambo
and interim City Manager McNutt, and discussed the new form of
government in Port Townsend and scheduled the visit of the Ichikawa
International Association for May 14-16, 1999;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
SECTION 1. The City of Port Townsend wishes to express a strong desire to continue
the development of a sister city relationship with Ichikawa-cho.
SECTION 2. The City Council encourages the community to participate in the rich
cultural exchange experiences inherent in the proposed sister city relationship.
SECTION 3. The Mayor and City Council of the City of Port Townsend hereby
proclaim the week of May 10-16, 1999, as Ichikawa Cultural Exchange Week.
ADOPTED at the regular meeting of the City Council on the /~ day of
1999.
