MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF MARCH 25,
2021
CALL TO ORDER
The Planning Commission met in regular session on March 25, 2021 in the City
Council Chambers at 540 Water Street. Chair Diamanti called the meeting to order at
6:33 p.m.
ROLL CALL
Commissioners present at roll call were Aislinn Diamanti, Bob Doyle, Rick Jahnke,
Viki Sonntag, and Lois Stanford with Paul Rice excused.
Staff members present were Development Services Director Lance Bailey, and
Deputy City Clerk Haylie Clement.
ACCEPTANCE OF AGENDA
The agenda was accepted without change.
APPROVAL OF MINUTES — JANUARY 28, 2021
Motion: Rick Jahnke moved to approve the minutes of January 28, 2021. Bob Doyle
seconded.
Vote: motion carried unanimously, 6-0 by voice vote.
GENERAL PUBLIC COMMENT
There was no general public comment.
There was no old business.
OLD BUSINESS
PUBLIC HEARING
Proposed Text Amendments to Various Sections of Titles 17 (Zoning) of the
Port Townsend Municipal Code
Chair Diamanti read the rules and procedure for the public hearing. No
commissioners disclosed of a financial or property interest in the matter.
Development Services Director Lance Bailey began the staff presentation with a brief
overview of the proposed amendments. There was agreement to review each
amendment individually.

Lance Bailey presented on the proposed changes for Zero Lot Line/Common Wall
Construction.
Chair Diamanti called for public testimony. Kellen Lynch and Peter Bonyun both
submitted written testimony in favor of the zero lot line and PUD amendments. Written
testimony was read into the record by Deputy City Clerk Haylie Clement.
Lance Bailey continued the staff presentation reviewing the proposed code
amendment for the elimination of the "Garden Shelter" provision. Concern was
expressed that there may be a negative impact to do -it yourself type construction
projects, if the language that allows 64 square foot garden shelters is removed. There
was also concern about only allowing community gardens in R-I and R-II zones. Staff
clarified that community gardens are allowed in R-III and R-IV zones but not as the
sole use of a lot. The intent of this is to maintain the higher density lots for housing
development.
Lance Bailey reviewed the amendment to allow reduction of minimum lot size within a
Planned Unit Development (PUD) and amendments to the definition of Child Care
Facility.
There was no further public testimony and the public testimony portion of the hearing
was closed.
Commissioners continued the discussion of allowing community gardens in R-III and
R-IV zones. Staff recommended adding a note to the use table stating that community
gardens are allowed as an accessory use.
In discussing the definition of Child Care Facility, Commissioners recommended
the following edit: As used in this title, the term also includes any developmentally
disabled persons or handicapped individuals irrespective of age, and any elderly
individuals, but does not include babysitting services of a casual, nonrecurring nature
or in tithe served individual's own home. It was also recommended to include the
term Adult Day Services in the definition as a search marker along with the WAC
reference.
Motion: Viki Sonntag moved to approve the new changes to PTMC 17.08.070
regarding a new definition for zero lot line and to PTMC table 17.16.020 to add
language to allow a duplex structure to be constructed along a zero -lot line. Rick
Jahnke seconded.
Vote. motion carried unanimously, 5-0 by voice vote.
Motion: Aislinn Diamanti moved to approve the elimination of the garden shelter
provision PTMC 17.08.020 adding a definition for community garden to PTMC
17.08.020 and include community garden as a permitted use in the R-1 and R-11
zoning districts with the addition of the note concerning community gardens in R-111
and R-I V. Lois Stanford seconded.
Vote: motion carried, 4-1 by voice vote, Viki Sonntag opposed.
Motion: Lois Stanford moved to approve amendment to PTMC 17.32 to modify the
Planned Unit Development (PUD) chapter to reduce the allowable minimum lot size
from 3000 square feet to 2000 square feet. Rick Jahnke seconded.
Vote: motion carried unanimously, 5-0 by voice vote.

Motion: Rick Jahnke moved to recommend to Council the proposed changes to the
definition to Child Care Facility in PTMC 17.08.020 with the stipulation that in addition
to the suggested language, references made to Adult Day Services and WAC 388-
717-702 and that the mention of an individuals own home changed to the served
individual's own home. Lois Stanford seconded.
Vote: motion carried unanimously, 5-0 by voice vote.
Lance Bailey reviewed the Planning Commission findings, conclusions and
recommendations document.
Motion: Rick Jahnke moved to approve the Planning Commission findings,
conclusions and recommendation and direct staff to forward to City Council, Lois
Stanford seconded.
Vote: motion carried unanimously, 5-0 by voice vote.
There was no new business.
NEW BUSINESS
UPCOMING MEETINGS
The next regularly scheduled meeting is April 8, 2021.
COMMUNICATIONS
Lance Bailey updated the Commission on the Shoreline Master Program, the work of
the Council Housing Committee, department staffing, and reported out on recent
developments that have a direct connection to recommendations made by the
Planning Commission.
Chair Diamanti noted the current vacancy on the Planning Commission.
ADJOURNMENT
There being no further business, the meeting was adjourned at 7:51 p.m.
