HISTORIC PRESERVATION COMMITTEE SPECIAL MEETING MINUTES Date: September 7, 2016 Time: 3:00 pm Location: City Hall, Third Floor Conference Room Members Present: Charles Paul, Chair; Craig Britton; Brent Davis; James Manier Members Excused: Richard Berg; Cate Comerford; Don Schussler Staff Present: Senior Planner John McDonagh; Planning Director Lance Bailey; Deputy Clerk Amber Long Topic Motions/Recommendation/Action The meeting was called to order at 3:06 p.m. Approval of Minutes: August 2, 2016 Unanimous approval with the addition of Craig Britton to the list of attendees and a note that Mr. Britton abstained from the vote on the June 7, 2016 minutes. Appearance of Fairness: James Manier disclosed that he owns a building on the section of Water Street discussed in HPC16-025. Staff confirmed that there was no conflict of interest. HPC16-023 Porch Enclosure: Lynne Stryker presented her application to enclose the front porch of her Lawrence Street house. George Randels gave public comment expressing concern about setting a precedent if approved by the Committee. The Committee unanimously approved the application with the use of cladding other than vinyl and the caveat that this decision is for secondary houses only, not primary houses. HPC 15-028 Clapp Building: Jan Hopfenbeck and Richard Hiner gave an update on the rehabilitation project and sought the Committee’s approval on windows, paint colors, and balcony materials. The review request had included waterwalk decking, but the applicants are still researching materials. It was determined that approval is not necessary for the paint colors, as they all come from the City’s palette. George Randels gave public comment to recommend making the new windows appear more vertical. The Committee unanimously approved the following: 1) Clad windows on all facades of the annex and Clapp Building with the exception of the front façade; 2) Galvanized diamond plate steel on balconies and railings on the south façade and light wells on the east façade; 3) Potential demolition of the annex if sought by applicants; 4) Transom windows above the entry to the annex with vertical mullion in between; and 5) Corrugated metal roofing (left natural gray) over the balconies. There was general agreement with the concept of developing the right-of-way consistent with the Shoreline Master Program. HPC16-025 Water Street Overlay Project: Assistant City Engineer Samantha Trone presented the City’s application for streetscape improvements that would potentially be made in conjunction with the Water Street repaving project. George Randels gave public comment to recommend against curb extensions and the proposed boulevard-style design near Quimper Mercantile. The Committee unanimously approved the following: 1) Sidewalk widening (except for bulbouts), scoring pattern, and curbcuts to be ADA compliant; 2) Rain gardens and tree replacements; 3) Street lights; 4) Truncated domes;
Topic Motions/Recommendation/Action 5) Modification to bus pull out areas; 6) Transformer locations and undergrounding of power; 7) Seat wall concept; and 8) Exploring different surface treatments for Tyler Street south of Water with a recommendation that parking be excluded (or emphasis on pedestrian use). The Committee voted unanimously to deny the proposed center median on Water Street. The Committee recommended moving forward with the use of curb extensions by a vote of 3 to 1. Parklets and Streateries are a relatively new type of
public space allowing for an economical and creative
solution to the desire for wider sidewalks.They serve as
mini-parks and sidewalk cafés where people can sit,
relax, and enjoy the city environment around them
especially where sidewalks are narrow.
Parklets and Streateries are intended to be aesthetic
improvements to the streetscape.Designs must keep
that in mind ensuring that materials are of high quality,
durable, and beautiful, complimenting these same
qualities in Historic Port Townsend.Green elements
such as flowers are important to this beautification
principle.

Parklets are spaces in which parking stalls are converted
to support public outdoor enjoyment of the surrounding
urban landscape.Parklets are usually equipped with
greenery and seating.Parklets may be initiated through
coordination with the City in cooperation with adjoining
businesses.Parklets are open the public at all times.
Streateries are spaces used specifically to support an
adjoining restaurant. A streatery can be controlled as
an exclusive space for the restaurant during business
hours. Streateries must remain open to the public after
hours. Streateries are similar to sidewalk cafes except
they occupy parking spaces instead of the sidewalk.
Streateries are initiated by the adjoining property
owner and authorized through a permit by the City.
