HomeMy WebLinkAbout99-028-1RESOLUTION / AGREEMENT NO. 99-028 A COMBINED RESOLUTION/AGREEMENT BETWEEN OF THE CITY OF PORT TOWNSEND AND ITS UNREPRESENTED EMPLOYEES EXPRESSING THE INTENT OF THE CITY COUNCIL TO TREAT ITS UNREPRESENTED EMPLOYEES IN EQUITY WITH UNION EMPLOYEES AND PROVIDING A CONTRACTUAL SETTLEMENT REGARDING 1999 COST OF LIVING ADJUSTMENTS WHEREAS, the City has approved a union contract settling matters of wages, hours and working conditions with Police, Fire, and General Government labor bargaining units affiliated with the Teamsters Union effective January 1, 1999; and WHEREAS, it is the desire of the City Council to treat its unrepresented employees in equity with union employees regarding across the board or cost of living salary increases given said union employees; and WHEREAS, the City desires to create a contractual instrument to formally set forth terms and conditions reached in agreement with said unrepresented employees and providing a mechanism whereby the City Manager may evaluate Department Heads and apply a similar equity within limitations of the professional equity market rate median for the particular position, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: SECTION 1. Salaries of all unrepresented employees, except Department Heads, shall be adjusted with a cost of living increase by the same formula and effective dates as the employees of the General Government unit of the Teamsters Union, provided employees of each separate department shall elect a representative to be signatory to this resolution/agreement authorizing same. SECTION 2. The City Manager is hereby authorized to conduct position comparisons in the State of Washington to determine professional market rate median salaries for Department Heads. Upon determining that both an existing salary level is below the professional market rate median and performance of the employee justifies a salary adjustment, the City Manager may apply a salary increase which shall not exceed the same cost of living formula and effective dates applied to union and other non-union employees.
