MINUTES OF THE PLANNING COMMISSION SPECIAL SESSION OF JULY 10, 2019
CALL TO ORDER
The Planning Commission met in special session on July 10, 2019 in the City Council
Chambers at 540 Water Street. Chair Rice called the meeting to order at 6:30 p.m.
ROLL CALL
Commissioners present at roll call were Bob Doyle, Rick Jahnke, Aislinn Palmer, Paul
Rice, and Lois Stanford with Monica MickHager excused and James Lagergren
absent.
Staff members present were Development Service Director Lance Bailey, and Deputy
City Clerk Haylie Clement.
ACCEPTANCE OF AGENDA
There were no changes to the agenda.
GENERAL PUBLIC COMMENT
There was no general public comment.
PUBLIC HEARING
Rainier St/Upper Sims Way Development Regulations and Area Wide Rezone
Chair Rice read the rules of procedure for the public hearing. There was no financial
or property interests disclosed with this matter.
Development Services Director Lance Bailey presented on the proposed code
amendments beginning with an overview of recent changes since last presented to
the Commission. After the Planning Commission's first review, questions had been
raised by both staff and the consultant about the formatting and if it would implements
the overall intent of the Subarea Plan. Staff has now proposed to take an approach
similar to the interim regulations by creating an entire new chapter.
Chair Rice opened public testimony. Debbie Jahnke spoke on developments
regulations related to lighting and trees. Commissioners and staff addressed the
concerns raised during public comment.
The group began reviewing the code language and made grammatical changes
throughout. The Commission recommended adding a use related to elderly and
disabled home care. Changes were recommended that would avoid creating non-
conforming uses with existing businesses within the C-11(s) zone. The Commission
further refined the uses listed in the M/C zone and made minor changes throughout
the code language to provide consistency with the intent of the Subarea Plan. These

changes were tracked by staff to be forwarded to City Council..
Chair Rice called for additional public testimony. Debbie Jahnke commented on tree
conservation requirement related to city projects.
The public testimony portion of the hearing was closed. Lance Bailey provided an
overview of the proposed findings and conclusions of the Planning Commission.
Commissioners had no further deliberations and the public hearing was closed.
Motion:Aislinn Palmer moved to approve the Planning Commission Findings,
Conclusions and Recommendations and direct staff to forward to City Council with all
the changes discussed. Bob Doyle seconded.
Vote: motion carried unanimously, 5-0 by voice vote.

There was no new business.
UPCOMING MEETINGS
The next item of business for the Planning Commission to review will be additional
housing code amendments.

There were no communications.
ADJOURNMENT
There being no further business, the meeting as adjourned at 9:15 p.m.
