HomeMy WebLinkAbout052319 CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF MAY 23, 2019 CALL TO ORDER The Planning Commission met in regular session on May 23, 2019 in the City Council Chambers at 540 Water Street. Chair Paul Rice called the meeting to order at 6:30 p.m. ROLL CALL Commissioners present at roll call were Bob Doyle, Rick Jahnke, Monica MickHager, Aislinn Palmer, Paul Rice, and Lois Stanford with James Lagergren absent. Staff members present were Development Services Director Lance Bailey, and Deputy City Clerk Haylie Clement. ACCEPTANCE OF AGENDA The agenda was accepted with Other Business moved before Public Hearing. APPROVAL OF MINUTES -APRIL 11, 2019 The minutes of April 11, 2019 were unanimously approved by voice vote. GENERAL PUBLIC COMMENT There was no general public comment. OTHER BUSINESS OPMA and Ethics Refresher Training City Attorney Heidi Greenwood presented on ethics and the Open Public Meetings Act. Items discussed were open public meetings, conflicts of interest, quasi-judicial hearings, and public records. PUBLIC HEARING Comprehensive Plan amendments related to the Rainier Street/Upper Sims Way Subarea Plan Chair Rice read the rules of procedure for the public hearing. There were no financial or property interests disclosed with this matter. Development Services Director Lance Bailey made the staff presentation beginning with the adoption timeline which consists of two phases. The first phase is to include Comprehensive Plan amendments which will incorporate the Subarea Plan Planning Commission Meeting May 23, 2019 Page 1 of 3 as an appendix. The Commission discussed making the following changes to the Subarea Plan Narrative: • Page 76 - Figure 11: Replace the map with the updated Future Land Use map. • Page 75 - Table 7.3.A: Change the zoning district description from C-II to C- II(S). • Page 81 - Table 7.4.c: Change the zoning district description from C-II to C- II(S). • Page 113 -Add to Goals and Policies: TM 3.4 Ensure adequate public restrooms are provided and accessible to serve the public. Restrooms could be provided by public entities or as a part of private development. • Page 127 - Add to Goals and Policies: ROS 1.4 Ensure adequate public restrooms are provided and accessible to serve the public. Restrooms could be provided by public entities or as a part of private development. • Page 141 - Add to Goals and Policies: UT 2.3 Ensure adequate public restrooms are provided and accessible to serve the public. Restrooms could be provided by public entities or as a part of private development. • Page 127 - ROS 3.1: Capitalize "Neighborhood Parks". • Page 127 - ROS 3.2: Capitalize "Community Parks". • Page 127 - ROS 3.2: Revise sentence to state, Designate and construct new Community Parks and Ulbao Pocket Parks within the Subarea... The Commission continued on to review the proposed Comprehensive Plan amendments listed in the revised staff report followed by a review of the proposed recommendations. Chair Rice called for public testimony. Debbie Jahnke commented on park locations. The Public testimony portion of the hearing was closed. Commissioners had no further deliberations and the public hearing was closed. Motion: Rick Jahnke moved to approve Planning Commission Findings, Conclusions and Recommendations as modified and direct staff to forward to City Council. Monica MickHager seconded. Vote: motion carried unanimously, 6-0 by voice vote. OLD BUSINESS There was no other business. UPCOMING MEETINGS The June 13, 2019 meeting was canceled. Meetings in July and August will be moved to Wednesdays due to Concerts on the Dock. COMMUNICATIONS Lance Bailey provided an update on the City Manager recruitment. Commissioner Rice announced he had joined the Homeward Bound Board. Commissioner Palmer announced she had joined the Jefferson County Housing Task Force.
