HomeMy WebLinkAbout22-007 Granting Final Approval to the Plat of Trail Crest Divisions 2 and 3, Application LUP21-089 Resolution 22-007 Page 1 of 2 RESOLUTION NO. 22-007 A RESOLUTION OF THE PORT TOWNSEND CITY COUNCIL GRANTING FINAL APPROVAL TO THE PLAT OF TRAIL CREST. DIVISIONS 2 AND 3, APPLICATION LUP21-089 WHEREAS, Richmond American Homes Inc., a Colorado corporation, requests final City approval of a Plat/Plat Alteration known as Trail Crest, Divisions 2 and 3. The site lies northwest of Cook Avenue, southwest of Peary Avenue, and east of the unopened Oneonta Street right-of-way in northwest Port Townsend; and WHEREAS, Trail Crest is a 72- lot residential development done in 3 Phases (i.e., Divisions). 14 lots in Division 1 were previously granted Final Plat Approval in 2019 (Res.19- 070). Infrastructure for Divisions 2 and 3 are now being installed and are nearing completion. The resulting lots all vary in size, but none are less than 10,000 square feet. The entire Trail Crest site is approximately 46 acres with roughly 15 acres total being set aside as open space. The area within Divisions 2 and 3 is approximately 40-acres; and, WHEREAS,the Hearing Examiner granted preliminary plat approval, subject to conditions, for all 3 phases of Trail Crest on May 20, 2011. Consistent with that decision - and a series of subsequent project modifications - existing rights-of-way will be relocated and/or vacated. New rights-of-way are being dedicated. All improvements are being developed with standard public and private utilities. Open space along with stormwater facilities (e.g., stormwater ponds)to serve the development are being assigned to a Homeowners Association (HOA). New non-motorized improvements are occurring both within the project rights-of-way and along Cook Avenue; and, WHEREAS, Public Works staff has previously reviewed and approved Applicant's construction plans for all required project infrastructure (City File Nos. SDP21-017 and SDP21- 024). Prior to recording of the Plat, installation of all required improvements must be found consistent with the approved plan. Where needed, adequate financial security (i.e., bonding) related to any unfinished infrastructure can be conditionally established. Based on the above,the Public Works Director recommends Trail Crest Divisions 2 and 3 be granted final approval and recorded with the Jefferson County Auditor; and WHEREAS,the Development Services Director finds that aside from establishing a performance security for required landscaping and the completion of minor edits to the plat map as required by City and/or County staff, Trail Crest Divisions 2 and 3 will be consistent with Port Townsend Municipal Code (PTMC) Chapters 18.16 and 18.24. Once completed, recording of the final Plat/Plat Alteration with the Jefferson County Auditor may occur; and WHEREAS,the City Council has reviewed the proposal and concurs with staff's recommendation. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: 1. The City Council approves the Plat of Trail Crest, Divisions 2 and 3, and authorizes and directs staff to facilitate recording of the final Plat with the County Auditor, subject to posting of the required security bonds and the completion of any remaining edits to the face of the plat map.
