PROJECT AGREEMENT
1. PROJECT: Digital Equity Navigator
2. Date of Program: February 2022 —December 2023
This Agreement is entered into between the above -named PARTIES as follows:
1. Description of Projects. The Jefferson County Library is partnering with the Port Townsend Public
Library to bring their Digital Equity Navigator to the Port Townsend Community weekly to support
digital inclusion in Jefferson County.
Digital Equity Navigator
The Digital Equity Navigator is an employee of the Jefferson County Rural Library District who provides
direct support with all facets of digital inclusion — home connectivity, device selection and deployment,
and digital literacy skills —throughout Jefferson County, The Navigator is able to assess an individual's
need and give guidance on resources and tools that align with skill level, needs, and lifestyle. This
position works closely with all members of the Cooperative Libraries of the Eastern Olympics (CLEO)
consortium as well as WSU Extension and other Jefferson County educational and community
organizations, prioritizing low-income and underserved segments of our communities.

2. City Library Responsibilities:
a. Agrees to host the Digital Equity Navigator (DEN) weekly starting on Wednesdays
beginning on February 23, 2022, through December 2023. This is flexible and days and
location may change in agreement with Jefferson County Library.
b. Will provide a work area for the DEN either in the main room of the PinkHouse orthe
library building. The location will be fluid depending what space allows the DEN to best
meet the needs of the community.
c. Will help promote the service through its flyers in the library, website, newsletter, and the
City's social media.
d. Will help connect library patrons and community members to the DEN.
e. Will provide access to a printer for the DEN use.
3. Jefferson County Library Responsibilities:

a. Hire and manager the DEN.
b. Ensure that DEN provides a once -a -week program at the Port Townsend Public Library
or helps coordinate other site visits in Port Townsend in conjunction with the Port
Townsend Public Library.
c. Provides insurance coverage for the DEN as a fulltime employee of the Jefferson County
Library.
d. Provide promotional materials to the City Library about the DEN program
e. Provide a laptop and phone for the DEN to bring to the City Library.
f. Provide other office supplies such aspen and paper.

Description:
The Digital Equity Navigatoris an employee oftheJefferson County Rural Library District who provides
direct supportwith all facets of digital inclusion — home connectivity, device selection and deployment,
and digital literacy skills —throughout Jefferson County.The Navigator is able to assess an individual's
need and give guidance on resources andtools thatalign with skill level, needs, and lifestyle. This
position works closelywith all members of the Cooperative Libraries of the Eastern Olympics (C LEO)
consortium as well as WSU Extension and otherJefferson County educational and community
organizations, prioritizing low-income and underserved segments of ourcommunities.
In addition to digital equity and literacy outreach and support, the Digital Equity Navigator is a member
of the Jefferson Broadband Action Team, collaborates with area organizations on broadband funding
and education initiatives, and promotes/presentsCLEO digital resources to the public.
This two-year position is collaboratively funded through: the Washington State Department of
Commerce's Digital Navigator Grant Program (a partner/sub-applicant with ConnectWA); CARES funding
through Jefferson County; and Connected Students/Jefferson Community Foundation.
Timeframe:
The Digital Equity Navigator is fundedfor atwo-year period, January2022-- December 2023, It may be
extended if future fundingissecured.
Services provided:
• Work one-on-one with individuals experiencing barriers to access online resources, Act
as a liaison and connect people to technology, free/low-cost home Internet service options,
digital literacy classes, etc.
• Maintain a list of available community resources—includingsourcesofaffordable
computers or other Internet enabled devices -and share with those impacted by digital
Isolation and otherbarriers.
w Help individuals fill out paperwork, submit required identification documentation (if
they don't have accessto a computer/scanner/printer), and supportthem in getting
documentation.
Travel to locations throughout Jefferson Countyto provide programs and assistance
with digital equity/inclusion needs, including schools, community centers, other libraries,
etc.
• Provide and support digital literacy instruction for all ages.
