RESOLUTION NO. 22- 005
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, WAIVING COMPETITIVE BIDDING REQUIREMENTS DUE TO
SPECIAL MARKET CONDITIONS AND AUTHORIZING AND DIRECTING THE
CITY MANAGER TO EXECUTE ALL NECESSARY AGREEMENTS WITH
INTERWEST CONSTRUCTION INC. FOR THE INSTALLATION OF THE GOLF
COURSE WELL IN AN AMOUNT NOT TO EXCEED $245,000
WHEREAS, the City of Port Townsend is completing the golf course well installation
project as a water conservation measure and emergency water supply; and
WHEREAS, utilizing groundwater at the golf course will end the use of water treated to
drinking water standards for irrigation purposes and extend the operational capacity of the
treatment facility; and
WHEREAS, the new City/Mill water supply agreement will result in additional costs for
the golf course surface water consumption; and
WHEREAS,the City solicited bids two times and received no responsive bids for the
pump installation; and
WHEREAS, special market conditions and supply chain interruptions have resulted in a
backlog of projects for construction companies who are unwilling to accept small projects; and
WHEREAS, Interwest Construction Inc. (ICI) is able to incorporate this work along with
the Gaines St. Pump Station project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend that the City Council waives the competitive bidding requirements for this project due
to the special market conditions caused by supply chain interruptions and lack of bids caused by
the current backlog of construction projects for construction companies who are unwilling to
accept small projects. The City Manager is directed to execute all necessary agreements with
Interwest Construction Inc for the installation of the Golf Course well pump in an amount not to
exceed $245,000.
